Beijing Municipal Administrative Center started the inter-provincial delivery of government services within the free trade zones as agreed by Beijing and Tianjin as of this February.
The dedicated service desks have been set up and put into pilot use at the Tongzhou District government affairs service center in Beijing. The first batch of 56 inter-provincial government services includes frequently requested items such as business registration and revision, establishment of law firms, and review and approval of culture-related issues.
To facilitate off-site administrative services for enterprises and residents in different cities, the joint mechanism for inter-provincial provision of administrative services within free trade zones of Beijing and Tianjin was put in place by the Government Services Administration of the Administrative Committee of Beijing Municipal Administrative Center, Beijing Tongzhou District Government Services Administration, and the Office of Government Services of Binhai New Area of Tianjin Municipality. The mechanism supports mutual interoperability of administrative service platforms by enabling common user accounts for staff from both sides to login and process administrative approvals.
Next, the government services departments of Beijing and Tianjin will virtually sign an agreement entitled Framework Agreement on Joint Mechanism for Provision of Inter-Provincial Government Services within Free Trade Zones of Beijing and Tianjin, which will strengthen cooperation of the two parties on frequently requested issues.
In addition, the Beijing Municipal Administrative Center will make a greater effort to improve the inter-provincial provision of government services and explore replicable and scalable experience, thus standardizing the administrative services and approval procedures for Beijing-Tianjin-Hebei region as a whole.
