During the 14th Five-Year Plan period (2021-2025), Beijing Economic-Technological Development Area (BDA) will build four industrial clusters worth 100 billion yuan each, including clusters of biotech and massive health, next-generation information technology, innovation and application of information technology, robots and high-end equipment.

BDA is the high-tech area of the “three science cities and one high-tech area” planning for Beijing to develop itself into an international center for science and technology innovation. The area gathers more than 30,000 enterprises from over 40 countries and regions, including more than 140 projects invested by over 90 Fortune 500 companies, forming a good momentum for the development of industrial clusters.

Liang Sheng, Director of the Administrative Committee of BDA, noted that BDA has formed a "4+2+1" industrial system. Specifically, "4" represents four leading industries, namely the next-generation IT industry, the industry of new-energy automobile and intelligent connected vehicle, biotech and massive health industry, robots and intelligent manufacturing, all of which belong to the top 10 priority high-tech fields to develop in Beijing. "2" refers to two service-oriented industries, namely high-end service industry and tech-cultural industry already prioritized in the planning of BDA and with remarkable results. "1" refers to the digital economy while BDA has made progresses in digital industrialization and industrial digitalization.

According to Liang Sheng, BDA will pool efforts to strategically pursue industrial clusters, intelligence and innovation, focus on the development of advanced chips, internet of vehicles, medicinal innovation and smart manufacturing, and finally foster modern manufacturing industrial clusters with global influence. It also strives to achieve a GRP of over 300 billion yuan and a total industrial output value of over 800 billion yuan by 2025.
