Work plans have been formulated respectively to promote the building of the "Two Zones" by the 16 Districts of Beijing and Beijing Economic-Technological Development Area, leading authorities for the nine key fields from technology to business, finance, education, information and health care, etc., according an official at the press conference on international business service and progress of the construction of the "Two Zones".

Liu Meiying, full-time Deputy Director of the leading group for the "Two Zones", member of the CPC Leadership Group of Beijing Municipal Commerce Bureau and spokesperson with Beijing Municipal Commerce Bureau, said that a total of seven clusters (areas) of China (Beijing) Pilot Free Trade Zone have formulated action plans respectively as well.

Liu Meiying said that a number of innovative reforms bringing increasingly obvious first-mover advantage were carried out during the construction of the "Two Zones". As of today, among the 251 tasks for the building of the "Two Zones", around 90 tasks or more than one third have been completed. Besides, under the great support of relevant departments, two tax preferential policies have been implemented to benefit enterprises in technology transfer and long-term investment of venture capital enterprises. Policies for share transfer of private equity fund have firstly been implemented in Beijing, and achievements have been made in the pilot programs for intellectual property insurance.

At the same time, iconic projects have been accelerated and implementation of policies has shown positive effects. Since the start of the "Two Zones", more than 800 new projects have been added, with foreign-funded projects accounting for one fifth of the total. Digital currency is experimented in more and more scenarios. The pilot of digital RMB was firstly launched in Lize Financial Business District in Fengtai District, and later another pilot for Beijing 2022 Winter Olympic Games was applied at the stations of rail transit of Daxing Airport Express.
