To serve the construction of "Two Zones", Chaoyang District is set to build three platforms: Beijing CBD International Talent Harbour, Financial Comprehensive Service Platform and Zhongguancun Chaoyang International Venture Capital Agglomeration Area. In the first 10 months of 2020, Chaoyang District reported an actual use of foreign capital of up to USD 4.47 billion, an increase of 14.7 percent year on year, accounting for 33.9% of the city's figure in total.
It is introduced that by the end of October 2020, Chaoyang District has built on the one-stop service platform for international talents and launched the CBD International Talent Harbour of China (Beijing) Pilot Free Trade Zone. The habour will pilot new policies like personal income tax preferential policies for overseas high-end talents, entry-exit policies for foreign talents, recognition of previous qualification, and protection and application of intellectual property rights. By early January 2021, Chaoyang District has served more than 210 international talents and service institutions.
To serve the construction of "Two Zones", Chaoyang District actively promotes the settlement and development of regional headquarters of multinational companies, four of which are newly identified including LafargeHolcim Ltd., accounting for 80 percent of the total number of Beijing Municipality. The number of regional headquarters in Chaoyang District increased to 129, accounting for about 70% of the total number in Beijing.
In the future, Chaoyang District will seize the opportunity of the development of the "Two Zones", and make the most of relevant favorable policies to set up an example of high-level opening up.
