Haidian District of Beijing will explore and construct an international port for the information industry and digital trade, strengthen protection of utilization of intellectual property, form an ecology that encourages innovation and entrepreneurship, and further promote the openness and innovation in financial field.

Haidian District will set a good example during the construction of the comprehensive demonstration zone for further opening up the service sector and China (Beijing) Pilot Free Trade Zone (the "Two Zones") by earnestly implementing four key institutional innovations.

According to Yu Jun, secretary of the CPC Haidian District Party Committee, the synergy of policies of the "Two Zones" and Zhongguancun National Independent Innovation Demonstration Zone will provide major strategic opportunities for Haidian District and Zhongguancun Science City (ZSC) to develop into the core of a global innovation center in science and technology amid the profound changes unseen in a century.

In the coming five years, Haidian District will give full play to Zhongguancun's advantages in technology and talents and improve the ecology of its "innovation rainforest". It will utilize the 7 million sqm of industrial spaces inside the China (Beijing) Pilot Free Trade Zone, strive to cultivate one to two industrial innovation clusters with global competitiveness, construct a quality urban area that is international, innovative, and suitable for living and working, and create a permanent pilot area in the ZSC for technological innovation.
