In terms of policies related to the China (Beijing) Pilot Free Trade Zone and the National Integrated Demonstration Zone for Opening up the Service Sector (hereinafter referred to as "Two Zones"), Haidian District of Beijing will focus on building an international port for the information industry and digital trade, and tightening up the protection of intellectual property. On November 5th, during the Beijing Thematic Day of the China International Import Expo (CIIE), Haidian District drew the blueprint of the Two Zones.
Jin Hui, special hired assistant of the district mayor of Haidian District, introduced to participants that Haidian District is the core area of the national sci-tech innovation center and the place where Zhongguancun Science City (ZSC) is located. In Haidian, the proportion of key service industries such as information, scientific research, finance, and education accounted for more than 70% of the district's service industry. In the first three quarters of this year, the GRP of Haidian District increased by 4.6% on the year-on-year basis, and the total economic volume accounted for 24% of Beijing's total volume. The economic growth rate, total economic volume ranked the first and contribution to growth in Beijing.
Jin Hui noted that, in the next step, in terms of policies concerning the development of Two Zones, Haidian District would focus on two pilot tasks. The first one is building the international port for the information industry and digital trade. With advantages brought by the Zhongguancun Software Park, Haidian District will establish a dedicated international internet access, which is safe and convenient, to strengthen the cooperation on regulation and protection of cross-border data, and enhance the international competitiveness of digital trade. As a district where highly educated talents reside, Haidian District would fully leverage its advantages brought by talents in sci-tech and laws. As a district where a number of leading digital enterprises' headquarters locate, Haidian District would assist China's digital enterprises to exploit international market, and help foreign enterprises enter China's market, aiming to build the digital trade port into an international advanced special digital region. The second is strengthening the protection of intellectual property rights ultilization. Under the Two Zones plan, in order to make research and development centers become the income source of enterprises and to fully embody the value of scientific researchers, Haidian District would implement preferential policies on enterprise income tax, as well as policies about conferring the ownership or rights of long-term use of job-related scientific and technological achievements on scientific researchers.
