Chaoyang District of Beijing in the next five years will spare more space of key functional zones such as the Central Business District (CBD) and Jinzhan International Cooperation Service Zone to create well-performing samples of opening-up and support the development of Two Zones, namely, the comprehensive demonstration zone for greater openness in the service sector and the China (Beijing) Pilot Free Trade Zone.

Chaoyang District is among Beijing's first batch of comprehensive demonstration zones for greater openness in the service industry. The CBD and Jinzhan International Cooperation Service Zone of Chaoyang was included as a major part of the international business service area of the China (Beijing) Pilot Free Trade Zone inaugurated in late September 2002. Special taskforce was quickly set up to coordinate and facilitate the development of the Two Zones, with a series of new policies and programs put into action in a short span of two months.

To promote higher-level opening-up, Chaoyang District continues to improve its business environment and provide a whole chain of services for enterprises and talents. In early November 2020, the Beijing CBD International Talents One-stop Service Center was unveiled to integrate 120 service items from 19 government departments under one roof, providing one-stop service for foreign talents applying for work permit, residence permit, permanent residence recommendation, talent assessment and identification, and admission and settling down.

During the 14th Five-Year Plan period, Chaoyang District will also focus around the development of the China (Beijing) Pilot Free Trade Zone and create a global and facilitated environment for doing business through explorations and innovations in the aspects of freer cross-border capital flow, the safe and orderly cross-order flow of data, employment facilitation, land support, legal safeguards and technical safeguards.
