To further promote the development of the "Two Zones" in Beijing, enhance the support rendered to foreign talents, and foster the new strength of gathering talents for internationalization of the services sector in Beijing, it is thereby announced to start the 2021 application for recommendation letter for point-based assessment of foreign innovation and entrepreneurial talent for opening up the services sector in Beijing to apply for permanent residence in China. The circular on the related issues is hereby given as follows:
I. Application requirements
(I) Service enterprises in Beijing shall comply with the following requirements:
Up to the standards for determination of key enterprises and public institutions for opening up the services sector in Beijing; being registered, taxed and included for statistical purposes in Beijing as a key enterprise or public institution in the services sector that is aligned with the strategic positioning of Beijing.

(II) Foreign innovation and entrepreneurial talent for opening up the services sector shall meet one of the following requirements:
1. Managerial and professionally skilled talents in service enterprises who hold the post of director or above, or talents with a deputy senior title or above.
2. Team lead for special key project or respective persons in charge of major projects;
3. Professional talents that are much-needed and undersupplied in the industry.
II. Assessment standard
See the appendix for the Assessment Standard of Foreign Innovation and Entrepreneurial Talent for Opening up the Services Sector in Beijing.
III. Application procedure and requirements
(1) Application procedure
Online application will be adopted. The applicant can log in to the public information service platform (http://open.beijing.gov.cn/), and click "Guide for Exit/Entry Applications of Foreign Talent for Opening up the Services Sector in Beijing" on the right-hand side to find "2 Application of Foreign Innovation and Entrepreneurial Talents for Permanent Residence in China (Points-based Assessment)". After registration, the applicant shall fill out the information and upload appendix/documentary evidences according to requirements. To be precise, the applicant shall fill out the information and download the template online from the application platform, before scanning and uploading the documents that are signed and sealed according to requirements.
(2) Application documents
1. The Employer's Application (template can be downloaded from the application platform).
2. The Employer's Letter of Commitment (template can be downloaded from the application platform).
3. The Applicant's Letter of Commitment (template can be downloaded from the application platform).
4. Completely filled Application Form for Permanent Residence Point-based Assessment of Foreign Innovation and Entrepreneurial Talent for Opening up the Services Sector in Beijing (information shall be filled out online on the application platform).
5. The employer's formal employment contract specifying the applicant's position.
6. Valid passport of the applicant.
7. Copy of the employer's business license or corporate registration certificate.
8. Certificate for tax payment in Beijing.
9. Employment license/permit.
10. Other required documents:
- Education background: highest academic qualification/degree certificate, and letter of certification provided by Chinese embassies/consulates in foreign countries or certification bodies designated by national educational departments.
- Working years in China: documents including tax payment certificate in China or Foreigner's Work Permit (Foreign Expert Certificate), etc., which can prove the working years in China.
- Work experience: Employment contract or certificate of employment (with information including post, title, position, and working years, etc.) from previous employers, and the employer's qualification certificate documents and other supporting evidence (Those who serve at colleges/universities in the QS World University Rankings shall affix the QS rankings of their colleges and universities);
- Comprehensive annual income: Proof of salary and performance pay of the last 12 months provided by the employer;
11. Other non-essential documents, for example, copies of the enterprise's authentication certificates (such as the National High-tech Enterprise Certificate), intellectual property ownership certificates (such as registered patent and software copyright registration certificate), any other supporting evidence (such as honors and awards received by the enterprise or applicant), and internationally or domestically approved professional technical certificates, etc.

V. Handling process
(1) The applicant fills in and uploads all documents on the application platform according to requirements;
(2) Documents are audited at the back office;
(3) Experts review and score the documents;
(4) On-site due diligence investigation is conducted for applicants who are scored 70 points and above by experts;
(5) Beijing Municipal Leading Group Office for "Two Zones" will issue a letter of recommendation, and inform the applicant of proceeding with permanent residence applications at the Entry-Exit Administrative Service Hall.
VI. Notes
(1) Face-to-face interview with the applicant may be required where the acceptance department deems essential;
(2) Originals of the application documents will be verified during the on-site due diligence investigation;
(3) Application documents in a foreign language shall be translated into Chinese and affixed with the translation agency's seal and the employer's official seal;
(4) Applicants who have passed the assessment shall cooperate to go through the on-site due diligence investigation within one month after receiving the notice;
(5) All documents uploaded shall be prepared in PDF format and the document type shall be clearly marked.
