All district   science and technology commissions and other units concerned:

In order to   further optimize the environment for innovation and entrepreneurship of   foreign talents in Beijing and meet their demands for financial services,   Beijing Municipal Science & Technology Commission (Beijing Municipal   Administration of Foreign Experts Affairs) coordinates with the Bank of China   Beijing Branch and Bank of Beijing to provide foreign talents working in Beijing   with personal credit card and debit card service products (see appendixes for   details).

All   districts and units concerned shall undertake publicity in order to inform   foreign talents of their applications for bank cards and deliver services for   foreign talents in their regions and units. The Bank of China Beijing Branch   and Bank of Beijing will guide relevant outlets to provide foreign talents   with bank card application and handling services. In case of any comments or   suggestions regarding the application process for bank cards, please send   feedback to Beijing Municipal Science & Technology Commission (Beijing   Municipal Administration of Foreign Experts Affairs).
