1. Strengthen the development of professional talents in headhunting agencies. Outstanding talents at home and abroad shall be recruited to build a high-quality and well-structured team of internationalized, interdisciplinary and leading headhunting talents.

1.1 Strengthen efforts of talent introduction for headhunting agencies. Senior executives and headhunting consultants of headhunting agencies who have made significant contributions to recruiting urgently needed talents are eligible for talent introduction preferential policies in compliance with regulations. Eligible staff in headhunting agencies can apply for a Beijing Work and Residence Permit.

1.2 Innovate talent assessment methods in headhunting agencies. Specialized and technical personnel in headhunting agencies can apply for professional title review with representative results such as self-selected project reports, research reports and performance reports in place of a thesis in compliance with relevant requirements. Professionals in headhunting agencies who have made significant contributions in introduction of talents are eligible to apply for senior title reviews as an exception in compliance with relevant requirements.

1.3 Encourage foreign headhunting talents to work in Beijing Municipality. Procedures shall be streamlined and facilitated for outstanding foreign talents in eligible headhunting agencies to work in Beijing Municipality by offering talent visas and permanent residence ID cards. Foreign headhunting experts who have made significant contributions to introducing foreign intelligence to China will be recommended to compete for the "Great Wall Friendship Award" granted by the People's Government of Beijing Municipality.

1.4 Conduct training programs for leading talents in headhunting agencies. Backbone talents in headhunting agencies shall be organized to attend academic exchanges and research activities based on resources of renowned universities, vocational colleges, large enterprises and multinationals. A headhunting leading talent pool shall be built to grasp the dynamics of leading talents in headhunting agencies in a timely, accurate and comprehensive manner and offer follow-up tracking services.

2. Guide headhunting agencies to provide targeted services for various types of employers, including government organs, public institutions, enterprises and social organizations in Beijing Municipality, and reward them with specific incentives for introduction of talents.

2.1 The municipal authority concerned shall be responsible for building a platform for talent demand and supply as well as precision matching between employers and headhunting agencies in Beijing Municipality. It shall collect the needs of various employers for outstanding talents on a regular basis, and publish tailored lists of talent selection needs according to the economic and social development to all headhunting agencies in Beijing Municipality. Approximately 50 employers and no more than 200 talent selection projects will be prioritized for such support each year.

2.2 Headhunting agencies will be rewarded financially after recruiting headhunted talents for the employers in compliance with requirements on the list. This reward will be equivalent to 50% of the headhunting service fee. A single reward shall not exceed CYN 500,000.

2.3 For successful employment of talents listed for talents selection projects at the recommendation of headhunting agencies, financial reward of the same amount for headhunting agencies will also be granted to the employers. Headhunting service fees paid by government organs and public institutions may be included in their fiscal budgets.

3. Promote the intensive development of headhunting agencies. Human resources service industrial park will be built in Beijing to attract the residence of renowned headhunting agencies at home and abroad with preferential policies such as rent reduction and exemption issued by the district where the park is located. The industrial park shall build a industrial carrier and platform based on the development of the human resource social security public service platform and utilize the cultivation, incubation, display and trading functions of the park to their full extent to create an ideal environment for industrial development.

4. Broaden the financing channels for headhunting agencies. Financial institutions will be encouraged and guided to increase credit investment in headhunting agencies and key service projects. Eligible headhunting agencies will be cultivated as candidate enterprises for listing and tutored to be successfully listed. Financial subsidies will be given to listed headhunting agencies in stages in compliance with regulations. A diversified financial support platform will be built for the development of the headhunting industry, and renowned domestic headhunting agencies are encouraged to grow bigger and stronger through domestic and overseas mergers and acquisitions.

5. Promote technological and service innovations in headhunting agencies. It shall promote the purchase of services by the government in order to encourage headhunting agencies to formulate a "global talent distribution and demand map" and conduct talent data analysis and theoretical research. Headhunting agencies are encouraged and supported to independently research and develop information service software products and take the initiative in applying for the certification of "software product registration".

6. Promote the opening-up of headhunting agencies. Vigorous efforts shall be made to introduce world-renowned headhunting agencies and further lift restrictions on the proportion of shares held foreign investment in Sino-foreign joint venture headhunting agencies. Requirement has been removed that an established enterprise founded by Chinese and foreign investors must have over 3 years of operation as a human resources service agency, and foreign investors are allowed to directly invest in existing domestically funded institutions. Preferential policies such as financial rewards and rent subsidies will be granted to world's top 500 headhunting agencies that relocate their headquarters to Beijing Municipality. Headhunting agencies are encouraged to "go global" and provide quality services for the construction of the Belt and Road Initiative.

7. Create high-quality service brands for headhunting agencies. Headhunting agencies are encouraged to register and use human resources service trademarks and build their own brands. Headhunting agencies are supported in applying for inclusion in the List of Headquarters Economy Intermediary Organizations. Efforts shall be increased in brand building and promotion and annual rating of headhunting agencies shall be organized where high ratings are granted to lawfully and reliably performing agencies. Agencies with sound social and economic benefits shall be properly rated and publicized.

8. Lead the establishment of a headhunting industry alliance. Support shall be provided for establishing an international consortium of human resources service agencies, so as to gather renowned headhunting agencies at home and abroad, and build a multi-party communication platform with competent authority, employers and international counterparts. Consortium will be encouraged to provide personnel training, coordination, business exchanges and other services for headhunting agencies to improve their self-management and self-development.

9. Strengthen the credit system for headhunting agencies. Efforts shall be made to conduct in-depth building of credibility in headhunting agencies based on the theme of "building brands with fair dealings, promoting development with standardized management". Build a credit rating system, conduct credit ratings and publish a red list and black list of headhunting agencies. Rating activities for agencies that demonstrate fair dealings shall be organized on a regular basis to foster favorable environment ideal for lawful operation and integrity service.

10. Simplify administrative licensing procedures. Efforts will be made to implement the Interim Regulations on the Human Resources Market and create an even more relaxed and convenient business environment. Work will be done to greatly simplify the materials required for approval, optimize the approval process and adjust the permission scope and management clearance for human resources service agencies. Annual reports will be published to replace the annual inspection on Human Resources Service License.

1. Conditions for Financial Reward

1.1 Talents from outside Beijing are headhunted and recruited for employers in Beijing

1.2 A recruited talent has passed the probation review, and a labor (employment) contract has been signed, or a notice of appointment has been issued by the employer

1.3 The recruited talent shall meet any of the following requirements:

1.3.1 Selected and recruited by a government organ and public institution as a specially-appointed employee;

1.3.2 Selected and recruited by an enterprise with an annual salary of above CYN 500,000 and at a position higher than the head of a department;

1.3.3 Meeting certain requirements and capable of basic research, technological R&D and higher skills.

2. Working Group

The talents headhunting and recruitment reward working group (hereinafter referred to as the working group) shall be established to be composed of the Beijing Municipal Talents Work Leading Group Office, Beijing Municipal Finance Bureau, Beijing Municipal Science and Technology Commission, Administrative Committee of Zhongguancun Science Park, and Beijing Municipal Human Resources and Social Security Bureau. The working group will be responsible for making a list of talent selection projects and reviewing applications for talents headhunting financial reward (hereinafter referred to as financial reward). The office of the working group in charge of the organization and implementation of relevant opinions will be set up under Beijing Municipal Human Resources and Social Security Bureau.

3. Application Process

3.1 Every year, the working group will collect needs of various employers for outstanding talents on a regular basis, and makes a list of targeted talent selection projects which shall be issued by Beijing Municipal Human Resources and Social Security Bureau to headhunting agencies across Beijing Municipality.

3.2 Beijing Municipal Human Resources and Social Security Bureau will publish a notice on the financial reward application on its official website (www.bjrbj.gov.cn).

3.3 Headhunting agencies may log onto the "Human Resources Market Management Information System of Beijing Municipality" (www.bjrbj.gov.cn/app/rlzyfw) according to the requirements in the notice and submit the financial reward application together with all required materials.

3.4 The working group will review the applications and publish the result on the official website of Beijing Municipal Human Resources and Social Security Bureau.

3.5 After the public notification, the candidates not being challenged will be finalized for a financial reward grant plan to be developed and deliberated by Beijing Municipal Human Resources and Social Security Bureau.

3.6 After deliberation and approval, Beijing Municipal Human Resources and Social Security Bureau will grant the financial reward to finalized employers and headhunting agencies.

4. Application Materials Required

4.1 Application form for talent headhunting financial reward;

4.2 Valid ID card (ID card or passport) of the selected and recruited talent;

4.3 Work permit and residence permit (foreign national talent only)

4.4 Business license of the employer (or registration certificate of enterprise legal person and registration certificate of social group legal person), business license  and Human Resources Service License of the headhunting agency;

4.5 For an enterprise employer, a tax payment certificate issued by the municipal tax authority;

4.6 Headhunting contract, headhunting service fee invoice and bank payment record;

4.7 Other relevant materials required:

4.7.1 Enterprise staff: personal income tax certificate and labor (employment) contract signed with the employer;

4.7.2 Specially-appointed employees at government organs and public institutions: certificate of appointment;

4.7.3 Personnel for basic research, technological R&D and higher skills: talent project certificate issued by national or Beijing's municipal government departments; award certificate for world-class, national or Beijing's municipal skilled talents competitions.
