Chapter I: General Provisions

Article 1: The Measures is hereby formulated to implement the Overall Plan of Beijing City for Strengthening Construction of National Center for Science and Technology Innovation, to further develop upgraded mass entrepreneurship and innovation of Zhongguancun National Innovation Demonstration Zone (hereinafter referred to as the Zhongguancun Demonstration Zone), to continue optimizing the entrepreneurship service system, and to encourage excellent talents to start businesses and make innovations in Zhongguancun Demonstration Zone.

Article 2: The Support Fund of Zhongguancun Demonstration Zone for Improving Entrepreneurship Service and Promoting Talent Development (hereinafter referred to as the Support Fund) is disbursed from the Special Fund of the Administrative Committee of Zhongguancun Science Park (hereinafter referred to as the Committee), and allocated according to the annual budget.

Article 3: The Support Fund shall be managed and used according to the principles of "Open and Transparent, Emphasizing Key Points, Earmarked for Special Purposes, and Stressing Practical Results".

Article 4: The Measures aims to cultivate regional entrepreneurship and innovation environment, promote entrepreneurship and innovation culture, and focus on supporting the development of entrepreneurship service agencies and entrepreneurship by scientific and technological talents. The Measures applies to various types of entrepreneurship and innovation entities, including enterprises registered in the Zhongguancun Demonstration Zone, social groups (non-profit organizations that have registered in civil affairs administrations and carry out work within the Zhongguancun Demonstration Zone or where most of their members are in the Zhongguancun Demonstration Zone, such as social organizations and private non-enterprise units etc.), entrepreneurship service agencies, scientific and technological talents, and innovation teams, etc.

Chapter II: Details of Support and Standards

Section 1: Zhongguancun Entrepreneurship Service Agencies

Article 5: Support entrepreneurship service agencies in installing professional equipment and facilities. Support will be provided to assist Zhongguancun-based entrepreneurship service agencies in providing technology-oriented enterprises with professional equipment and facilities for technology R&D, pilot test, small-batch trial production, inspection and testing, to improve the hardcore technology incubation capability. Subsidies will be granted to cover no more than 30% of the actual investment made by the service agencies for independent construction, purchase, lease, and reconstruction and upgrading of professional hardware and software and recruitment of technicians, up to an annual maximum of CNY 3 million for each entrepreneurship service agency.

Article 6: Support entrepreneurship service agencies in organizing entrepreneurship and innovation activities. Support will be provided to assist Zhongguancun-based entrepreneurship service agencies in sponsoring or organizing entrepreneurship competition, entrepreneurship festival, and other activities with international and domestic influence, or their cooperation with relevant departments to sponsor or organize military-civil entrepreneurship and innovation competition and other activities. Subsidies will be granted to cover no more than 30% of the actual expenses (including site rental, construction fee, and equipment leasing fees) incurred by the service agencies, up to an annual maximum of CNY 1 million for each entrepreneurship service agency.

Article 7: Support entrepreneurship service agencies in encouraging high growth enterprises to settle in Zhongguancun Demonstration Zone. Support will be provided to assist Zhongguancun-based entrepreneurship service agencies in providing follow-up services for graduate enterprises, and guiding excellent graduate enterprises (including those beyond Beijing or China) in compliance with the capital's functional positioning to settle in Zhongguancun parks outside core capital function district. Entrepreneurship service agencies will be provided with a support fund equal to 10% of the aggregate economic contribution of graduate enterprises, up to an annual maximum of CNY 2 million for every entrepreneurship service agency.

Article 8: Support development of overseas talent entrepreneurship park.

1. Provide one-off capital support to overseas talent entrepreneurship park, i.e. CNY 50,000 for every newly registered enterprise founded by returning overseas talents, and CNY 100,000 for every newly registered enterprise founded by foreign talents. The annual support fund for each entrepreneurship service agency shall not exceed CNY 1 million.

2. Support the provision of special services for entrepreneurship and innovation by overseas talents. Fund subsidy will be granted to cover 50% of the actual investment made by the overseas talent entrepreneurship park, up to CNY 200,000 for each special service, in providing special services including talent agency service, investigation and research, domestic and overseas policies publicity, survey on famous international enterprises and service agencies, investment and financing services, and talent training and exchange, etc. The annual support fund for every entrepreneurship service agency shall not exceed CNY 1 million.

A total annual support fund for every overseas talent entrepreneurship park shall not exceed CNY 1.50 million.

Article 9: Support all districts and the Committee in co-building high-level talent entrepreneurship bases. Enterprises that are registered in Zhongguancun high-level talent entrepreneurship base and comply with high-level talent requirements in line with the strategic emerging industry positioning, may receive subsidies according to the enterprise's actual rental area, in principle, not more than CNY 1 per square meter per day for a maximum of 1,500 square meters for each single enterprise, for a subsidy period of not more than two years. Agencies that settle in the base and provide professional services (including human resources, intellectual property rights, legal services, and industrial and commercial tax, etc.) for more than 30 enterprises in the base, may receive a full rental subsidy for no more than 20 square meters. The annual subsidy for each agency shall not exceed CNY 60,000, for a period of no more than two years.

Section 2: Zhongguancun Entrepreneurship and Innovation Talents

Article 10: Support excellent young talents in starting businesses

1. U30 Eaglet Talent Enterprises

For qualified entrepreneurship talents under 30 (35 for foreign talents), one-off start-up capital support will be granted to total no more than 50% of the paid-up registered capital, up to a maximum of CNY 100,000.

2. Eaglet Talent Enterprises Receiving Investment 

For qualified entrepreneurship talents who have received specific investment, one-off start-up capital support will be granted to total no more than 50% of the paid-up registered capital, up to a maximum of CNY 300,000.

Article 11: Support development of Zhongguancun high-end leading talents. According to Implementation Rules for Zhongguancun High-end Leading Talents Aggregation Project, one-off capital support of CNY 1 million will be granted to leading qualified talents.  

Chapter III: Application Review, Supervision and Management

Article 12: To apply for the Support Fund, applicants shall follow the notice for application for specific project to be published on the Zhongguancun Demonstration Zone website . The project application will be accepted online and reviewed for approval offline. One project may only be accepted for just specific type of support, for a period of not more than three years.

Article 13: When applying for the Support Fund, applicants shall fill in relevant forms and provide corresponding materials and supporting documents as per requirements of pertinent implementation rules and application notice.

Article 14: The Committee will, based on the applications, entrust management bodies of branch parks or third-party professional agencies for preliminary examination of relevant project documents. Relevant departments of the Committee will review the applications and formulate a plan of support 

Article 15: After being deliberated and approved, the names of shortlisted candidates to be supported will be made public on the Zhongguancun Demonstration Zone website (except for High-end Leading Talents Aggregation Project) for at least five working days. After the public notification, the candidates not being challenged will be be supported.

Article 16: The applicants that receive the Support Fund shall observe accounting management rules according to relevant national accounting guidelines and financial fund management requirements, accept supervision, inspection, and auditing by the Committee, and assist with relevant work.

Article 17: Any breach of laws and regulations in the use of the supporting fund will be treated according to the Budget Law of the People's Republic of China, the Accounting Law of the People's Republic of China, Regulations on Penalties and Sanctions against Illegal Fiscal Acts, and other relevant provisions.

For applicants committing fraud for the supporting fund, the Committee, aside from disposal according to foregoing provisions, will circulate a notice on the Zhongguancun Demonstration Zone website, and oblige the applicants to return the appropriated fund and pay off the interest (based on demand deposit interest rate issued by the People's Bank of China). Moreover, the Committee will not accept its application for relevant public policy fund any more. In case of breach of laws, the case will be handed over to the judicial authority for investigation pursuant to the applicable laws.

Chapter IV: Supplementary Provisions

Article 18: The Measures shall be interpreted by the Committee.

Article 19: The Measures comes into force as of the date of promulgation, and relevant implementation rules will be further formulated. The Measures of Zhongguancun National Innovation Demonstration Zone on Administration of Support Fund for Improving Entrepreneurship Services and Promoting Talent Development (Zhong Ke Yuan Fa [2017] No. 14) shall be repealed simultaneously.
