1. Financial support of up to a maximum of CNY 10 million may be granted to eligible enterprises that carry out basic core technologies and key common technologies such as AI chips, core algorithms, operating systems, as well as basic software and intelligent sensors.

2. Financial support of up to a maximum of CNY 10 million may be granted to eligible platforms that play a prominent role in supporting and driving the technological improvement of upstream and downstream enterprises in the AI industry chain.

3. Financial support of up to a maximum of CNY 10 million may be granted to eligible enterprises that carry out the R&D and industrialization of key core technologies of intelligent connected vehicles. (Including on-board intelligent sensing, processor chips, on-board computing platforms, operating systems, integrated control and execution systems, communication and information interaction systems, positioning and navigation systems, on-board intelligent terminal and HMI systems, cloud control platform systems, information security systems, automatic driving systems, intelligent cabins, etc.)

4. Eligible start-up enterprises that carry out automatic driving testing may receive financial subsidies of up to a maximum of CNY 2 million.

5. Eligible enterprises with R&D investment increased consecutively for 3 and above consecutive years and higher R&D investment intensity than the average level seen in the core area may receive subsidies of 30% (up to a maximum of CNY 3 million) based on the incremental R&D spending in the previous year.

6. Subsidies of up to a maximum of CNY 2 million may be granted to platforms that have been newly recognized as national and municipal innovation platforms, enterprises or new-type R&D platforms that have undertaken major national and municipal science and technology projects and won national or municipal science and technology awards.

7. Regarding expenditures on R&D, equipment purchases, intellectual property, and other expenses incurred through overseas technical R&D cooperation, eligible enterprises may be subsidized by 50% of the actual contracted expenditures, up to a maximum of CNY 1 million.

8. For intermediary costs on establishment of overseas R&D bases and implementation of overseas M&A, eligible enterprises may be subsidized by 50% of the costs, up to a maximum of CNY 2 million.

9. Enterprises that have repaid the intellectual property pledge loans may be subsidized by 50% of the financing costs, up to a maximum of CNY 1 million.

10. Enterprises, universities, and other innovative entities that have won either national or Beijing patent awards may receive a reward of up to CNY 500,000.

11. Financial support of up to a maximum of CNY 8 million may be granted to high-value patent cultivation and operation centers with commendable operation, exceptional results, and a strong demonstrative and leading role.

12. Annual subsidies of up to a maximum of CNY 3 million may be granted to eligible enterprises that apply for invention patents from abroad and enter the national stage through the Patent Cooperation Treaty (PCT) and the Paris Convention for the Protection of Industrial Property Rights, and obtain the authorization of invention patents.

13. Eligible industrial parks and various incubators that provide enterprises with intellectual property custody services may receive financial support of up to a maximum of CNY 1 million.

14. High-end intellectual property service institutions that settle in the intellectual property clusters to provide characteristic intellectual property services for innovation entities may receive financial support of to a maximum of CNY 500,000 according to their service performance.

15. Enterprises that provide early patent-related warnings both at home and abroad may be subsidized by not more than 100% of the actual expenses. (CNY 300,000 maximum for domestic patent warnings, CNY 500,000 maximum for warnings regarding foreign patents)

16. Units that develop and revise international/national/industrial standards may receive a reward of up to a maximum of CNY 500,000/200,000/100,000 respectively.

17. Zhongguancun Science and Technology Innovation Fund shall be established with a total scale of CNY 5 billion to 5.5 billion in order to support the development of cutting-edge technologies and high-end, precision and sophisticated industries in Zhongguancun Science City through project investment and other means.

18. Innovation and entrepreneurship service enterprises may receive a reward of up to a maximum of CNY 2 million.

19. Lump-sum financial support may be granted to sci-tech start-ups that are registered to pay taxes in the Haidian Cluster, engaged in the ten high-end, precision and sophisticated industries of Beijing and qualified for certain financing requirements.

20. Social organizations, such as comprehensive assessment industrial alliances and industry associations, may be provided with financial support. (The upper limit of funding support may be increased appropriately for social organizations in line with Article 11 of the 15 Measures of Zhongguancun Science City on Development Led by AI Innovation.)

21. Newly established and newly relocated financial institutions, as well as similar financial institutions, may be provided with rent subsidies for three consecutive years. Scientific and technological financial institutions which have settled in characteristic financial buildings may also be provided with rent subsidies for three consecutive years (refer to the building investment promotion scheme for subsidy standards).

22. Newly established and newly relocated headquarters-type financial institutions may be provided with a one-time financial subsidy (refer to municipal policies for specific implementation standards).

1. For headquarters-type financial institutions that have received a one-time financial subsidy and increased paid-in capital by CNY 1 billion and above may be rewarded for the capital increase (refer to municipal policies for specific implementation standards).
2. Newly established and newly relocated headquarters-type financial institutions may be provided with a one-time house subsidy for purchase of office buildings, or rent subsidies for three consecutive years.

23. A single enterprise (including those newly relocated to Haidian District) may receive a one-time subsidy of CNY 500,000 (or CNY 1 million) for a single relevant business qualification (or financial license) approved by the national financial regulatory authorities.

24. Newly established or newly relocated China headquarters of foreign-funded financial institutions and foreign-controlled financial institutions may be awarded up to a maximum of CNY 5 million for settlement.

1. Non-governmental organizations and units that have made outstanding contributions to the introduction of key foreign-funded financial institutions' regional headquarters may be rewarded up to a maximum of CNY 1 million for the introduction.

25. Fintech institutions that carry out underlying key technological innovation, major infrastructure construction, and expansion of application scenarios may be supported by 30% of the project investment (refers to relevant policies of municipal departments for support standards).

1. Fintech institutions that have settled in Fintech theme buildings and have a registered capital of CNY 10 million and above are privy to rent subsidy (as well as the related policy support for scientific and technological enterprises).

26. Newly established and newly relocated corporate equity investment funds or management organizations (registered and taxed in Haidian Cluster, and managing funds of over CNY 100 million in Haidian) may receive rent subsidies.

1. Fund managers who have successfully exited may be awarded according to the actual investment scale in Beijing (refer to municipal policies for specific implementation standards).

27. When high-end foreign professionals (Category A) apply for foreigner's work permits, leniency-based acceptance may be allowed for provision of non-core elements such as degree certification and work qualifications. A declaration and commitment system may be adopted for the police clearance. Basic services such as extension, cancellation, and information alteration may be handled online during the entire process.

28. Employees of third-party service organizations and enterprises, public institutions, social organizations, and other organizations that have made special contributions to the Haidian Cluster and are public management service-oriented in nature may apply for public rental housing for talents on a household basis.

29. The professional and technical talents of enterprises and public institutions engaged in engineering technology work may directly apply for the professional and technical senior engineer qualifications under any of the following conditions:
a. Have previously obtained national talent recognitions and rewards
b. Have previously won national science and technology awards
c. Have formerly served as a lead of major national science and technology projects
d. Have made outstanding achievements in the process of independent innovation and commercialization of scientific and technological achievements.

30. Talents of scientific and technological innovation subjects such as high-tech enterprises, innovative headquarters enterprises, and new R&D institutions may apply for talent introduction under any of the following conditions:
a. Earning an income eight times the social average in the past three years
b. Holding a Master's degree or above
c. Holding a senior professional technical title.

31. For those working in scientific and technological innovation entities such as high-tech enterprises, innovative headquarters enterprises, and new R&D institutions, with more than two years' working experience (including more than one year in registered enterprises in Haidian Cluster) and having legal and stable residency, they may apply for a Beijing Work Residence Permit under any of the following conditions:
a. Earning an income four times the social average in the past three years
b. Holding a Bachelor's degree or above
c. Holding an intermediate professional technical title.

32. Subsidies of up to a maximum of CNY 10 million may be granted to eligible game and e-sports enterprises based on their innovation and investment amount. (Including game development common technology platforms, open source and open innovation platforms, public technical service platforms, game engine R&D platforms, game R&D centers, and technology centers as well as 5G, VR, AR, AI and other software and hardware technology integration.)

33. Original game software which is formally approved to operate and has a certain impact may receive supporting fund based on no higher than 30% of the development investment, up to a maximum of CNY 5 million. Games with a large influence or selected for major electronic competitions may be granted up to a maximum of CNY 10 million in funding.

34. For local registration of leading game enterprises, clubs, live streaming event companies, and event operation companies with a significant influence at home and abroad, supporting measures for the settlement may be adopted on a "case by case" basis. Subsidies for office buildings may be given to those settled in the Digital Culture Industrial Park of Zhongguancun Science City.

35. Clubs that have achieved superior results in important events will be awarded a maximum of CNY 2 million.

36. Express review and approval channels will be set up for hosting registered electric competitions. The hosts of such events may receive a reward based on not exceeding 30% of the competition budget, up to a maximum of CNY 5 million.

37. Enterprises and institutions participating in the development of specifications for e-sports venue construction, operation services and live broadcasts as well as standards for e-sports event system may receive financial support of up to a maximum of CNY 3 million according to the Measures of Zhongguancun Science City for Supporting Standards Innovation and Development (Trial).

38. Innovation entities that hold exhibitions, forums, product releases, and other industry exchange activities may be granted a subsidy of no more than 50% of the actual investment, up to a maximum of CNY 3 million.
