Ⅰ. Policy Innovations

Designated certification institutions shall conduct only electrical safety testing and inspection. Based on the comprehensive evaluation of the applicants' self-declaration materials and test results, the institutions shall make certification decisions and issue CCC certificates.

Ⅱ. Policy Basis

Announcement of the State Administration for Market Regulation and the General Administration of Customs of the People's Republic of China on Adjusting China Compulsory Certification (CCC) Requirements for Imported Information Technology (IT) Equipment in Qualified Pilot Free Trade Zones (FTZs) and Free Trade Ports (No. 47 [2023])

Ⅲ. Applicable Scope

Entities that have registered in the pilot areas and imported IT equipment for sale in the Chinese market.

Ⅳ. Eligibility

1. Self-declarations shall be made in accordance with Procedure A of the Implementation Rules for Compulsory Product Certification: Self-Declaration (No. CNCA-00C-008:2019), as annexed to Announcement No. 26 (2019) of the National Certification and Accreditation Administration. Applicants are exempted from submitting conformity information via the CCC Conformity Self-Declaration Reporting System.

2. CCC applicants shall be importers that have registered in the pilot areas and imported IT equipment for sale in the Chinese market.

3. For samples required during CCC testing, applicants shall apply to local market regulation authorities in the pilot areas for CCC Exemption Certificates prior to import, in accordance with the Notice on Clarifying the Requirements for Exemption from China Compulsory Certification (Notice by the State Administration for Market Regulation, [2019] No. 153).

4. IT equipment that obtains a CCC certificate through the above procedure shall be imported exclusively into the pilot areas.

Ⅵ. Required Materials

All materials required by the China Compulsory Certification Implementation Rules: Self-Declaration shall be submitted.
