I. Main Features
1. Work began in the draft process by combining national and municipal tasks for facilitating trade, specifically national special action cross-border trade facilitation measures, the Beijing Deepening the National Service Industry Expansion and Opening-up Comprehensive Demonstration Zone 2.0 task list, and the 2024 Beijing Overall Optimization of the Business Environment and Creation of "Beijing Service" Work Plan and by highlighting key tasks.
2. A focus on enterprise concerns and trade facilitation resulted in the introduction of measures such as importing remanufactured products as new products, single applications for general licenses for specific dual-use items to be exported in multiple batches within a year, extending customs advance rulings, exploring remote supervision, and continuously shortening the processing time for import food quarantine approval licenses.
3. The promotion of the integrated development of trade in goods and services and digital trade has resulted in facilitation measures, optimization of the mechanism for promoting national service export bases, the addition of a service trade section to the international "single window", the continued opening up of the service industry market, and innovative initiatives for digital trade promoting new technical standards and piloting statistical measurements in specific regions.
II. Main Content
1. The first issue concerns the establishment of a working mechanism to facilitate trade and oversight and optimize the construction of a mechanism for promoting national service export bases.
2. This is followed by the improvement of port services and facilities, the expansion of trade services at the international "single window", the standardization of port services and charges, and the enhancement of internationally competitive "double hubs".
3. Reform and oversight of trade entails pilot remanufacturing of certain products as new, single applications for general licenses for specific dual-use items to be exported in multiple batches within a year, permission for qualified enterprises to import cell and gene therapy products and urgently needed drugs following a safety risk assessment, optimization of inspection and oversight measures for certain equipment and materials, the sale of eligible inbound exhibits (except drugs) of the China International Fair for Trade in Services according to the cross-border e-commerce bonded retail import commodity model, an extension of customs advance rulings, improvement of customs clearance efficiency for fresh agricultural products, an exploration of remote supervision, increased support for the innovative development of high-tech enterprises, national and pilot free trade zone versions of the negative list for cross-border trade in services, and improved outbound security assessment of data.
4. The cultivation of new drivers for industrial development include the continued perfecting of the Capital Airport Economic Demonstration Zone for import trade, exploration of pilots in the comprehensive bonded area, promotion of places of bonded supervision, improved support and service of cross-border e-commerce, expansion of the scale of "bonding + consumption upgrade" business, support for the pilot of private low-orbit satellite export and the docking and sharing of information among businesses in processing, and the promotion of new technical standards for digital trade.
5. Improving the liberalization and facilitation of trade requires further optimization of quarantine approval, greater cultivation and convenience of policy for advanced certified enterprises (AEO), optimized financial services for cross-border trade, and pilots for statistical measurement of digital trade in specific regions.
6. Better coordination and facilitation of trade in the Beijing-Tianjin-Hebei Region requires improvements to the mechanism of cooperation for ports in the Beijing-Tianjin-Hebei Region, coordination of customs supervision in the three regions, and promotion of shared customs clearance logistics information between the ports.
