Beijing begins to receive applications for recommendation letters for point-based evaluation of individuals applying for permanent residence in China in 2023 as innovative and entrepreneurial talented individuals, to further promote the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones" for short), improve services for talented individuals sourced from abroad, and create new advantages in attracting talented individuals to contribute to Beijing's international development.

I. Eligibility Criteria

(I) The applicant enterprises must satisfy the following conditions:

Eligible enterprises and public institutions are those meeting the criteria of the key enterprises and public institutions in the "Two Zones" in Beijing, having been registered in Beijing, paying taxes in Beijing, and having been included in the statistical database of Beijing Municipal Bureau of Statistics, while also aligning with the strategic positioning of Beijing as a national capital.

Each enterprise or public institution can check whether it is qualified at the Open Beijing Public Information Service Platform at http://open.beijing.gov.cn/ by clicking on "'Two Zones' Foreign Talent Exit-Entry Services" and then "Inquiry about Application Qualifications of Enterprises".

(II) Foreign nationals seeking accreditation as innovative and entrepreneurial talented individuals in Beijing shall satisfy one of the following conditions:

1. Management or technical professionals holding positions of director or above, or those with vice-senior titles or above.

2. Heads of specialized research teams or significant projects.

3. Professionals who are in high demand or urgently required in particular fields or industries.

III. Application Methods and Requirements

(I) Application Methods

Applications must be submitted online through the Open Beijing Public Information Service Platform (http://open.beijing.gov.cn/). Select the "'Two Zones' Foreign Talent Exit-Entry Services" in the "Service and Interaction" section and proceed to the second sub-section "Application for Permanent Residence in China by Foreign Innovative and Entrepreneurial Talented Individuals (Point-based Evaluation)". Upon completing the registration process, each applicant is required to fill out the relevant information, upload the specified supporting materials as outlined in the attachment, and download and print out the provided template. After the template has been signed and stamped as required, it can then be scanned and uploaded.

(II) Required Documentation

1. Employer’s application form (Please download the template from the application platform.)

2. Employer’s commitment letter (Please download the template from the application platform.)

3. Applicant’s commitment letter (Please download the template from the application platform.)

4. A completed Application Form for the Point-based Evaluation for "Two Zones" Foreign Innovative and Entrepreneurial Talented Individuals Applying for Permanent Residence in China (It must be filled out online, downloaded, signed, stamped, and uploaded back to the same filing platform from which it was downloaded.)

5. An official employment contract issued by the employer, which indicates the applicant's position

6. The applicant's valid passport

7. A duplicate of the employer's business license, or a legal entity registration certificate

8. Tax payment certificate(s) in Beijing

9. The applicant's work permit

10. Additional materials required include:

- Proof of education: A diploma and a certificate specifying the highest academic qualification and degree respectively, and the corresponding authentication certificate(s) issued by Chinese embassies/consulates abroad or certification institutions designated by China's national education authority;

- Proof of working years in China: Documents substantiating the duration of employment in China, such as tax payment certificates or a foreigner employment permit, and any other relevant materials;

- Documentation of relevant work experience: A contract or a work certificate from a previous employer (specifying position, title, job description, and years of service), and qualification certificates and other supporting materials of the previous or current employer;

- Information about annual salary: Documentation of the previous year's salary and performance issued by the employer;

11. Optional supporting materials: Photocopies of certificates confirming the enterprise's accreditation, proof of intellectual property ownership, proof of honors and awards received by the enterprise or applicant, as well as internationally or domestically recognized professional technical certificates.

V. Application Process

(I) Applicants fill out the necessary information online and upload materials to the application platform;

(II) Review of materials through the platform;

(III) The reviewing experts assess the materials and score;

(IV) On-site due diligence is carried out for any applicant receiving 70 points or higher from the experts;

(V) The Leadership Office of "Two Zones" Development in Beijing Municipality issues recommendation letters, notifying eligible applicants to proceed to the Exit-Entry Administration Reception Hall to complete the permanent residence procedures.

VI. Notice

(I) Applicants may be required to receive an interview if it is deemed necessary by the responsible authority handling the applications;

(II) With certain exceptions, all materials must be provided in Chinese;

(III) Foreign language application materials must be translated into Chinese by a qualified translation company and bear a certified translation seal and the official seal of the translation company concerned;

(IV) Applicants who have successfully passed the initial review are required to take part in on-site due diligence within one month after receiving notification;

(V) The original copies of the application materials will be verified during the on-site due diligence process;

(VI) All materials should be uploaded in PDF format and labeled appropriately.
