First, it aims to optimize government services. Review, inspection, and issuance of the TV Drama Production License (Type B) in the six administrative districts where sub-zones of the China (Beijing) Free Trade Zone are located and the whole region of the Beijing Economic-Technological Development Area have been canceled. A TV Drama Production License (Type B) is not required for filming TV dramas during the validity period after the project filming filing is made public. After the reform, seven government services related to the Beijing Municipal Radio and Television Bureau (hereinafter referred to as the Bureau) will be handled at once and 51 government services will be conducted twice. Ten licenses issued by the Bureau can be given in electronic forms. Five government services will be processed in a shorter time and with simplified materials. Approval after notification and commitment will be adopted for 17 government services provided by the Bureau. In addition, the Bureau has actively explored and established new smart government services for enterprises with good credit and reputation, and these are no longer required to make applications, submit materials, or extend the validity of licenses on their own initiative.

Second, it aims to make innovations to meet enterprises' needs. The Bureau will boost the integrated development of media and support eligible enterprises in key industrial parks of the Integrated National Demonstration Zone for Opening up the Services Sector and China (Beijing) Free Trade Zone to apply for the License for Publication of Audio-Visual Programs through the Internet or Other Information Network. The Bureau will optimize the filing system for major Internet audio-visual platforms and organize major audio-visual platforms in Beijing to register and record matters online. The Bureau will achieve more efficient review processes by taking measures to optimize the content to be reviewed, qualifications and services. Meanwhile, the Bureau will also enhance the interpretation and publicity of the policies related to the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone.

Third, it aims to carry out pilots. The restrictions on qualifications related to the TV drama filming cooperation between Chinese production institutions that are registered in Beijing Municipality and foreign institutions will be relaxed. The requirement that the Chinese institutions shall hold a TV Drama Production License (Type A) is removed. Chinese production institutions that are registered in Beijing and hold a Radio and TV Program Production and Business Operation License can conduct cooperation with foreign institutions to produce TV dramas.

Fourth, it aims to strengthen support for Chinese and foreign audio-visual filming cooperation projects. The Bureau will support Huairou Film and Television Industry Park, Beijing China (HRFT) to establish the International Film and Television Production Service Centre and guide relevant funds for the new audio-visual industry to play a leading role and encourage eligible projects conducted under the cooperation of Chinese and foreign institutions to apply for filming. It will motivate the development of VR-based broadcast equipment and the expansion of film and television financial lease for equipment by making good use of bonded services. Meanwhile, the Bureau will promote cooperation with financial institutions such as banks, cultural investment institutions, and trust companies to discover more potential for providing financing support for filming cooperation projects conducted by Chinese and foreign institutions.

Fifth, it aims to boost international exchanges and cooperation. The Bureau will support audio-visual program service providers to introduce high-quality overseas films and TV dramas and will offer convenient channels for the review of films and TV dramas introduced by them. The introduced works will be reviewed in a timely manner and licenses for film and TV drama screening will be issued immediately after approval. The Bureau will encourage Chinese and foreign enterprises to participate in exhibitions of the new audio-visual industry in Beijing. It will also organize Beijing Top TV Dramas & Films Broadcasting Season and focus on the international promotion of the brand "Beijing in Motion".

Sixth, it aims to advance the development of the audio-visual industry corridor in the Beijing-Tianjin-Hebei region and the development of industrial clusters. The Bureau will support the coordinated development of China (Beijing) High-tech Visual Industrial Park, Star Park, and the Huairou Film and Television Industry Park, Beijing China (HRFT), and provide help for the development of national bases for international cultural trade in Dongcheng District, Chaoyang District, and Tianzhu Free Trade Zone. It will approve and incubate a batch of small and high-quality municipal key audio-visual industrial parks and advance the development of the audio-visual industry corridor in the Beijing-Tianjin-Hebei region.

Seventh, it aims to cultivate and develop new consumption forms, new business forms, and new modes for audio-visual industry services. The Bureau will implement the digitalization development strategies for national culture and support the smart action plans for the development of the audio-visual industry. It will organize the recognition of key laboratories and demonstration projects and promote the high-quality development of the new audio-visual industry in Beijing Municipality. The Bureau will establish a development map for the 5G+8K new audio-visual industry and strengthen coordination and innovation in the industrial working group. It will launch typical application scenarios to facilitate innovations in the 5G new audio-visual industry and continue to create more scenarios, enhance commercialization of relevant achievements, and develop new consumption forms, new business forms, and new modes for the audio-visual industry services.
