3. Enterprises must have projects that incorporate advanced technologies with significant innovation and progress. These technologies should also possess certain technical barriers to entry when compared to existing ones. 
4. Enterprises that are eligible for settlement should demonstrate high potential for market development, and the anticipated economic and social benefits of their presence must be significant. 
5. The project's technical director must have a deep understanding of the technical field and be able to implement and commercialize the technology of their projects.
