(2) Further promoting the online registration of market entities.
All qualified market entities can handle registration matters such as establishment, change (filing), and cancellation through the "e-window" platform.
(3) Facilitating information changes for the branches of chain enterprises.
Online centralized handling services will be provided for branches of large enterprises;
We will guide the districts to open green channels for chain enterprises and provide them with offline centralized bulk registration services by relying on the comprehensive service desks of the district government service centers.
Legal representatives (persons in charge) who need to register several branches all at once can get the approval and obtain the electronic business licenses in bulk.
(4) Continuously releasing domicile (business premise) resources.
We will reinforce the disclosure of information on the domiciles (business premises) available for the registration of enterprises, and implement the reform of "one consolidated business license for business with multiple locations", to reduce the operating costs of enterprises.
(5) Piloting ex-ante services for handling food business licenses
Before a market entity officially submits the application for food business license, relevant approval departments may provide guiding services for market entities in need, including appointments for drawing review and advance on-site inspections.
(6) Deepening the reform of "joint application for permits and licenses".
We will deepen the reform of the "joint application for permits and licenses" for food-related licenses based on the principle of "getting things done all at once".

To be specific, we will provide them with professional support services such as reliability tests, measurement testing, standard development and revision, and certification and accreditation, so as to improve their innovation capability and quality levels.
(2) Developing advanced standards to support the innovative development of enterprises.
We will support enterprises to develop advanced standards in such fields as high-end, precision, and sophisticated industries, resource conservation and ecological environmental protection, urban planning and construction management, etc.
(3) Giving full play to the leading role of Party building to support the development of micro and small enterprises, individual businesses, and trade markets.
III. Supporting the Well-regulated Development of Enterprises
(1) Intensifying the anti-monopoly compliance guidance for platform enterprises.
We will guide enterprises to establish and intensify anti-monopoly compliance management systems to consciously regulate their operations, with the aim of ensuring the sustainable, healthy, and orderly development of enterprises.
(2) Carrying out pilot projects for trade secret protection.
We will strengthen supervision and law enforcement on the protection of trade secrets, and intensify law enforcement for cases involving infringement of trade secrets. We will guide enterprises to establish an internal management system in line with the characteristics of the industry and their own technical requirements to improve the self-protection capability of enterprises.
(3) Introducing the list of administrative compulsory measures that shall not be implemented by market regulatory authorities.
We will clarify the specific circumstances, applicable conditions, and legal basis for withholding compulsory administrative measures. Where the severity of the illegal acts are minor or do no obvious harm to society, and where non-compulsory measures can be taken to achieve the purpose of administration according to law, administrative compulsion measures shall not be enforced.

(1) Strengthening fair competition review.
We will ensure that all policies and measures related to the economic activities of market entities are included in the scope of review;

V. Providing More Standardized and Efficient Government Services for Market Entities
(1) Strengthening the normalization and standardization of digital services.
We will prepare a unified, normative, concise, and easy-to-understand working guide, and establish a normative and efficient consulting and response system.
(2) Improving the digitization and intelligence level of government services.
We will build a digital service platform for more government service items to be processed online, citywide and across provincial boundaries, which will be accessed through mobile devices, intelligently, and with no need to submit an application.
(3) Promoting the handling of government affairs service items with one single business license.
We will build an electronic license database for the market supervision system of Beijing Municipality to collect all electronic licenses for enterprises issued by the market supervision departments. The database will automatically import the electronic business license information through the system to facilitate enterprises in handling enterprise affairs.
