To all branches and real estate registration centers in Beijing:
In order to continuously improve the real estate registration services in Beijing, perform well in optimizing business environment and strictly implement the handling standards at the comprehensive service windows, the related matters are notified as follows:
I. Unifying the set-up of service windows at registration halls
Set three kinds of service windows of comprehensive window, acceptance window and window for paying fees and obtaining certificates at all registration halls in strict accordance with the Regulation on Strengthening the Construction of Service Window in Real Estate Registration (Jing Zheng Fu Fa [2019] No. 15) (hereinafter referred to as the "Regulation") jointly issued by Beijing Municipal Administration of Government Affairs Service, Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Commission of Housing and Urban-Rural Development and Beijing Municipal Tax Service on April 28, 2019. Among them, the comprehensive window refers to the business window jointly operated by more than two departments for enterprises and the public, of which services includes online execution of real estate contracts, tax assessment and payment, real estate registration, registration fee collection and certificate issuance involved in the process of property title transfer. Each district shall take matters like their service type, registration demand, business acceptance capacity and other factors into consideration, and try to win the support from district governments and relevant departments in setting more comprehensive windows, ensure sufficient personnel and office equipment, and constantly improve the business handling capacity of comprehensive windows.
II. Handling business in strict accordance with the "One Procedure, One-day Completion" Standard
According to the Regulation, when handling business at the comprehensive window, the registration model of "one-window acceptance, internal circulation, immediate settlement and certificates issued from the same window" should be adopted. Specifically, the whole-process businesses, including online execution of real estate contracts, tax assessment and payment, real estate registration, and registration fee collection and certificate issuance involved in stock housing transactions should be completed at the comprehensive window all at once. Besides, the enterprises and the public can continue to enjoy "One Procedure, One-day Completion" services by interacting with one person at one service window, submitting one set of application documents and going through the formalities for obtaining certificates onsite. Then the procedures will be completed on the day of acceptance, and the handling time can be strictly controlled within one day. For non-residential stock housing sales between enterprises, the current policy will apply, i.e., neither party need to sign the housing sales contract online and can directly apply for tax payment and transfer registration of non-residential real estate such as warehouses, commercial and office buildings at the comprehensive window with the sales contract signed by themselves and relevant materials.
III. Implementing the authorized collection of house transaction-related fees in practice
The entrusted collection of taxes for real estate transactions is an important reform measure taken by the comprehensive window to deeply integrate , simplify and incorporate various procedures. All branches should perform in strict accordance with the Regulation as well as the Opinions on Implementing the Authorized Collection of House Transaction-Related Fees (Jing Shui Fa [2019] No. 90) jointly issued by Beijing Municipal Tax Service and Beijing Municipal Commission of Planning and Natural Resources on April 30, 2019, further to optimize business processes, and specify job responsibilities and business standards with tax departments so as to provide more convenient and safer services for the enterprises and the public.
