Regulations on Further Strengthening the Query and Update of Cadastral Map

All branches and municipal registration center,
In order to carry out reforms in the real estate registration systems, continue to promote the optimization of the business environment in Beijing, establish and perfect the update management mechanism of cadastral map, and facilitate the query of cadastral map for enterprises and people, you are hereby notified of the relevant work to cadastral map of registered land parcel in Beijing as follows:
I. Establish a multi-channel query method
The cadastral map is critical to the real estate registration data. Registration centers at the district and municipal levels should carry out the external inquiry of the cadastral map in accordance with relevant regulations.
1. Improve query channel for everyone
Since April 20, 2019, everyone is allowed to visit the "Cadastral Map Query" under "Online Query" of the online service platform of Beijing real estate registration systems, to access the information of all cadastral and sub-cadastral areas of Beijing, including the name and number of cadastral and sub-cadastral areas. Anyone who visits the "Land Parcel Query" under "Online Query" is able to get the parcel identifier, real estate unit number, location, area, type of rights and attached drawings of corresponding land by entering parcel identifier, real estate unit number or specific location of the land (see Appendixes 1 and 2 for the templates of query results). For the land with collective land ownership, information including the name of the landowner can also be obtained.
2. Improve the application mechanism of query
The real estate owner with identity certificate is allowed to access land parcel map and related information through self-service information inquiry equipment or inquiry windows at the real estate registration hall in the district where the land parcel is located. The real estate registration materials should be photocopied or notification of real estate information query result should be issued by real estate registration hall for the real estate owner.
Real estate stakeholder, with identity certificate and supporting documents for the interested relationship, can access to the information of the land parcel, such as the owner, type of rights, location, parcel identifier, real estate unit number, area, purpose, scope, etc., through inquiry windows at the real estate registration hall in the district where the land parcel is located. The Notification of Real Estate Cadastral Information Query Result (See Appendix 3) should be issued by real estate registration hall for the stakeholder.
There is no charge for the query and copies of the cadastral map.
II. Ensure the timely update of database
Each branch should establish an integrated management of the graphics, attributes, materials and other information on the investigation results of the real estate ownerships based on the "Beijing Real Estate Registration Information System v2.0". After completing the review and registration of the data results of daily real estate ownership investigation, the system data should be updated in time to ensure the information on the certificate is the same with that in the data results.
The regulations are hereby released.
