[2019] No. 4
In accordance with the Administrative Provisions of the People's Republic of China on the Registration of Customs Declaration Entities (Decree No. 221 of General Administration of Customs) and relevant regulations, the customs shall put on record the errors made by the customs declaration entities in the process of handling customs affairs.
The customs declaration entities may log on to the Customs-Enterprise Cooperation Platform on the Import and Export Enterprise Credit Management System set up by the Customs (website: http://jcf.chinaport.gov.cn/jcf) to inquire about their own errors in customs declaration.
We will not record declaration errors, if the enterprise modifies the import date, or changes the means of transport for goods due to loading, load planning and other factors under the "advance declaration" mechanism. If the errors are not required to be recorded, the customs declaration entities may, within 15 working days from the date on which the relevant errors are recorded, file an application with the customs for double check via the "Customs-Enterprise Cooperation Platform", without submitting paper applications and relevant explanatory materials on site. After receiving the application, the customs will double check the errors and correct the records meeting the conditions. Double check time frame is reduced from 15 working days to 3 working days and the records which are corrected will not be deemed as basis for the customs to evaluate the credit of enterprises.
The Announcement is hereby given.
