[2019] No. 216 Announcement of the General Administration of Customs
To implement the reform requirements of the State Council on delegating powers, improving regulation and optimizing services, further optimize the business environment, and promote trade facilitation, the General Administration of Customs has decided to fully promote the pilot reform of "two-step declaration" for imported goods. Relevant matters are hereby announced as follows:
I. Import consignees or agents can adopt "two-step declaration" for imported goods through the International Trade Single Window (https://www.singlewindow.cn) or the "Internet + Customs" integrated online service platform (http://online.customs.gov.cn). They can also carry out the " brief declaration of goods not involved in certification, inspection and taxation through the “e-Customs" APP.
II. Domestic consignees or consignors with a general credit rating or above may adopt "two-step declaration" for the actual imported goods.
III. The "two-step declaration" reform will be promoted while the existing declaration model will be retained. Enterprises can choose either model for declaration.
This Regulation shall come into force as of January 1, 2020. Other relevant matters shall be implemented in accordance with the [2019] No. 127 Announcement of the General Administration of Customs.
The Regulation is hereby issued.
