Announcement of the General Administration of Customs [2018] No. 180 (Announcement on Fully Adopting the Paperless Operations for Altering Manifests and Relevant Electronic Data)

To cooperate with customs clearance integration, and further facilitate the inward and outward logistics, the General Administration of Customs decides to fully adopt the paperless operations for altering manifests and relevant electronic data. The relevant matters are hereby announced as below

I. The shipping bill sender and the related data sender of shipping bill may process the change procedures for shipping bill and its related data at the Customs, without the submission of paper documents.

If the relevant data cannot be transmitted normally due to customs management needs or system failure, the shipping bill sender and the related data sender of shipping bill should provide paper documents.

II. Adjustments of some shipping bills and the related electronic data are as follows:

(I) Add the data of "Description of Change", "Name of Contact Person for Application of Change", "Phone Number of Contact Person for Application of Change" in Original Shipping Bill Data, Advance Shipping Bill Data, Loading Shipping Bill Data, Tally Report Data and Allocation and Split Arrival Report Data, Application Data and Port Evacuation Application Data of Allotted Goods and Articles, Export Discharging and Loading Application Data, and Re-booking Application Data of Export Loading in terms of waterway and airlines.

(II) Add the data of "Description of Change", "Name of Contact Person for Application of Change”, “Phone Number of Contact Person for Application of Change" in Original Shipping Bill Data, Advance Shipping Bill Data, Arrival Report Data, Tally Report Data, Discharged Goods Data, and Re-booking Application Data of Discharged Goods in terms of roads.

(II) Add the data of "Description of Change", "Name of Contact Person for Application of Change", "Phone Number of Contact Person for Application of Change" in Original Shipping Bill Data, Advance Shipping Bill Data, Tally Report Data, Arrival Report Data, Waybill Integration Data, Separate Declaration Data, Entry Permission Application Data of Inward Goods, Exit Permission Application Data of Outward Goods, Arrival Goods Information Data with Entry (Exit) Permission of Railways, and Departure Information Data with Exit Permission of Railways in terms of railways.

(II) Rules for filling out the data of "Description of Change", "Name of Contact Person for Application of Change", and "Phone Number of Contact Person for Application of Change" are as follows:

(I) "Description of Change", please fill in the reason and statement of changing the shipping bill or the related electronic data in Chinese, and the field can be a maximum of 1024 characters.

(II) "Name of Contact Person for Application of Change", please fill in the name of enterprise's contact person who applies for changing in Chinese or English, and the field can be a maximum of 50 characters.

(III) "Phone Number of Contact Person for Application of Change", please fill in the phone number of the contact person who applies for changing, and the field can be a maximum of 50 characters.

The Announcement shall come into force as of January 1, 2019.

The Announcement is hereby issued.
