To various district governments,

To improve Some Provisions on Optimizing the Examination and Approval Service for New Simple and Low Risk Construction Projects with Social Investment (Jing Zheng Ban Fa [2019] No. 10) and the Circularon Printing and Distributing the Opinions on Improving the Examination and Approval Services for Simple and Low-risk Construction Projects (Jing Gui Zi Fa [2019] No. 439),andlift the engineering survey service quality of construction projects, the Opinions of Beijing Municipal Commission of Planning and Natural Resources on Engineering Survey Work of Simple and Low-risk Construction Projects with Social Investment are hereby formulated.

I. Inform the project owner of relevant policies and handling processes of simple and low-risk projects through the "One-stop Express" service system of simple and low-risk construction projects with social investment. For simple and low-risk projects approved, Beijing Municipal Commission of Planning and Natural Resources will provide engineering survey reports according to the government-purchasing mode.

II. Specific requirements.

(i) For new, renovated and expanded simple and low-risk projects on self-owned land (including unlisted collective construction land), the project owner may request the consulting report on geological conditions of the land where it locates from Beijing Municipal Commission of Planning and Natural Resources; after determining the architectural design scheme, the survey report within the scope of construction land shall be obtained from the original entityproviding the consulting report.

(ii) For new projects with land transfer (including listed collective construction land), the engineering survey work of simple and low-risk projects entering the market with plans shallbe completed before land transfer; for simple and low-risk projects entering the market without plans, the consulting report on geological conditions shallbe completed before land transfer. After it is confirmed that the construction body has completed the design scheme, the engineering survey report shall be obtained from the original consulting report provider.

III. Beijing Municipal Commission of Planning and Natural Resources will establish the list of comprehensive qualification site inspectors according to the requirements of public procurement. These entities will undertake the survey work based on the order of obtaining planning permission for the project in the queuing form. Our commission will apply for the expense of government-purchasing services on a quarterly basis, and the financial department will approve and include such expense in the fiscal expenditure.
