Notice of the Work Related to the Improvement of Business Environment for Low-voltage Power Access Projects Involving the Approval of Occupying and Excavating Roads

Beijing Municipal Economic and Technological Development Zone, Urban Administrative Committees, Road Administration Departments, and Public Security Traffic Administrative Bureaus of all districts, and State Grid Beijing Electric Power Company:

To accelerate the optimization of the business environment in Beijing, increase the world ranking of "getting electricity" indicator, and cooperate with experts of the Data Verification Team of the World Bank who visit China in carrying out surveys,

we request all units to further optimize the approval process, shorten the approval time, and well complete the approval of low-voltage power access projects involving road occupation and excavation, on the basis of the Opinions on Further Optimizing the Business Environment of Power, Water, Gas and Heat Access in Beijing (Trial) (Jing Guan Fa [2018] No. 31). Related work is hereby notified as follows:

I. Optimize Approval Process Except planning permission, all relevant departments shall handle other approvals in parallel.

II. Shorten Approval Time. All the units shall further shorten the approval time for low-voltage power access projects involving approvals of road occupation and excavation to 15 working days. Specifically, the planning approval time shall be unchanged for seven working days, and the approval time in all other approval processes shall be reduced to eight working days.

III. We request State Grid Beijing Electric Power Company to organize power supply companies in each district to apply low-voltage power access projects involving approvals of road occupation and excavation to the approval bodies in accordance with the requirements of the Notice.

IV. We request the Road Administration Departments, and Public Security Traffic Administrative Bureaus in all the districts to well complete the approval work in strict accordance with the requirements of parallel approving and shortening approval time.

V. We request the Urban Administration Commission to lead, supervise and coordinate planning land, housing urban and rural construction, landscaping, road administration, public security traffic control departments at the district level. The above departments in Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District, and Shijingshan District must complete two power access projects involving road occupation and excavation before May 10. Relevant departments in remaining districts and Beijing Economic and Technological Development Zone shall complete at least one power access project involving road occupation and excavation before May 10. Each project shall retain the entire process record, so as to provide word descriptions, procedure documents and video materials.
