An Implementation Guide to the 2024 High-End, Precision and Sophisticated Industrial Development Fund in Beijing Municipality has been formulated to provide a better understanding of the key areas and directions supported by the Fund (hereinafter referred to as the High-End, Precision and Sophisticated Funds).

I. Key Areas of Support

(I) Enhancing system capacity for scientific and technological innovation and improving supply and industry chain resilience and security

The role played by industrial innovation platforms in supporting significant technological advancements and accelerating industrialization and commercialization will be increased alongside a commitment to fostering the high-quality development of industrial innovation platforms in key areas such as humanoid robotics, industrial software, bio-medicines, and industrial mother machines and furthering the systematic promotion of key tasks in these areas. There are plans to establish a group of new adaptation verification platforms and shared processing centers for information technology application innovation and intelligent equipment. Breakthroughs will be sought in key technologies and projects will be carried out to lay a solid industrial foundation while the city focuses on crucial aspects of key industry chains to facilitate the implementation of 100 typical product research actions. Finally, support will be provided to leading, forward-looking breakthroughs centered around future industries planned by the city alongside strengthened coordination of the industrial and supply chains within the Beijing-Tianjin-Hebei region.

(II) Strengthening key breakthroughs in major fields and supporting the growth of characteristic, advantageous industrial clusters

In the electronic information area, the principles of corresponding documents shall be implemented to foster innovative growth in the integrated circuit industry, with support for the iterative advancement and application promotion of IP products and the first round of high-end design product tape-out (multi-project wafers and engineering products) of integrated circuit design enterprises. Key technological breakthroughs in the integrated circuit field will be prioritized alongside the utilization of independent innovations by downstream enterprises. In the audiovisual electronics sector, the focus will be on helping enterprises achieve key breakthroughs in vital technologies and fostering the application and promotion of ultra-high-definition displays.

In new energy and intelligent connected vehicles area, policies such as the plan for the high-quality development of new energy vehicles will be implemented. Auto parts industrial parks for new energy vehicles and enterprises in these parks will receive support to carry out projects. Efforts will be made to promote breakthroughs, upgrade development, and speed up advancements in automotive-grade chips. Measures will be taken to speed up the development of next-generation power batteries, advanced motors, and related projects. Finally, support will be provided for the development of roadside infrastructure for vehicle-road collaboration based on the Enhanced Ultra High Throughput (EUHT) scheme. Application scenarios for intelligent connected vehicles will be established, and key technologies and product applications will be promoted.

In medicine and healthcare area, collaborative innovation action plans will be implemented with the development support for Contract Development and Manufacturing Organization platforms for medical devices, antibody-drug conjugate pilot-scale testing platforms, and other relevant projects and tasks. Major support will follow the introduction of a group of innovative drugs and medical devices and the establishment of reliable production capacity in the city. The industrialization of key drugs in short supply within the city will also be supported.

In intelligent manufacturing area, the innovative development action plan for the robotics industry will be implemented, which includes the establishment of a humanoid robot innovation center, breakthroughs in key technologies and products, and the application of the 100 scenarios and 100 products. Support will also be provided for the establishment of pilot-scale testing and verification centers for industrial mother machines, with a focus on enhancing service capabilities, supporting the first trial and use of new products before they reach full maturity, and constructing industrial mother machine demonstration application production lines.

In commercial aerospace and satellite application area, the principles of relevant state-issued documents aimed at fostering the growth of the commercial aerospace industry will be implemented. Relevant support will be given to improve the production and carrying capacity of satellites and rockets, and spacecraft launches will be promoted through insurance subsidies.

In new materials area, the general plan of the national leading group for the development of the new materials industry and guidelines for new materials industry development will be comprehensively implemented, with specific support for the first round of utilization and demonstration of new materials. In addition, the expansion of application demonstration of new technologies and products and the key production capacity construction plans will be supported in hydrogen energy and energy storage.

(III) Boosting digital economy growth and empowering the establishment of emerging business forms

Enterprises will be supported in their use of computing power resources and in speeding up the training, application, and promotion of general and vertical AI models and the adaptive application of domestic chips in intelligent computing centers will be bolstered. Enterprises will be supported in the initial registration, transaction, entry, and opening of their data assets to expedite the opening of data elements and the realization of asset value. Support will be extended to the execution and application of industry-level first schemes and the promotion of first standards in vital sectors such as finance and energy. Finally, support will also be offered for the settlement and development of open-source organizations in Beijing.

(IV) Facilitating the high-end, intelligent, and green development of industries, and improving the quality upgrading of enterprises  

Industrial internet platforms, leading enterprises in key sectors, large central and state-owned enterprises, and industrial park operation and management enterprises will be engaged to push local manufacturers to achieve their comprehensive intelligent and digital transformation. Support will be offered for the cultivation and development of a group of benchmark factories, including national intelligent manufacturing benchmarks, intelligent manufacturing demonstration factories, and global lighthouse factories.

Support will be given to industry and software information service sector in their green and low-carbon growth and to enterprises in their pursuit of full-scale green development diagnoses. Special support will be provided to upgrade the environmental protection performance of key industries and enterprises in air pollution emergency response. Enterprises will be encouraged to execute green, low-carbon transformations such as energy conservation, water conservation, pollution reduction, carbon emission reduction, and clean production and cultivate green factories. Finally, support will be provided for the application demonstration of new green transformation technologies and products such as hydrogen energy, energy storage, and carbon capture and storage utilization.

(V) Guaranteeing key enterprises and projects and promoting the stable growth of investment operations

Enterprises will be cultivated in a systematic way with support for small enterprises in key areas to reach the designated size and enterprises above the designated size to grow stronger and help them expand beyond their current scale and achieve stability. Support will be offered to disaster-stricken enterprises as they rebuild and resume their work and production. Assistance will be provided for investment in key projects and loans with reduced interest offered to major enterprises and projects. Finally, enterprises will be encouraged to make the most of industrial space left after demolition and old factory buildings for advanced manufacturing projects construction.

II. Types of Financial Support

The High-end, Precision, and Sophisticated Funds will make use of a variety of financial tools such as loans with reduced interest, insurance subsidies, incentives, and allocated subsidies. Project entities will be encouraged to open digital renminbi accounts to receive financial support. The types of financial support include:

(I) Loans with reduced interest

Loans with reduced interest will be offered to projects or entities that have signed loan contracts with banks and satisfy relevant requirements.

(II) Allocated subsidies

Allocated subsidies will be offered to projects tackling key development problems and investment projects.

(III) Incentives

Incentives will be granted to projects or entities in key areas that satisfy relevant requirements.

(IV) Insurance subsidies

Insurance subsidies will be offered to projects or entities that have signed insurance contracts with insurance companies and satisfy relevant requirements.

Ⅲ. Application Requirements and Introduction

(I) Application timeline

More details on how to apply for the 2024 High-end, Precision, and Sophisticated Fund will be released in batches this year via official notices. The specific support requirements, application deadlines, and processes are subject to the content of the notices.

(II) Application conditions and requirements

1. Project entities applying for High-end, Precision, and Sophisticated Fund should be registered in Beijing and have no serious dishonesty record in the past three years.2.同一项目单位只能获得2024年内

2. Project entities can only apply for individual support from the 2024 High-end, Precision, and Sophisticated Funds and investment project applications should not have obtained support from any other municipal financial fund subsidies or incentives. Major projects and key enterprises at the municipal level may not subject to the above restrictions and shall make applications in accordance with the plans or policies reviewed by the People's Government of Beijing Municipality.

3. Projects that require local support and are engaged in industrialization in Beijing may receive support based on relevant national requirements.

5. Project entities should accept tracking inspections and performance supervision from relevant departments such as the economy and information technology bureaus and finance bureaus at district and municipal levels in accordance with the Administrative Measures for the High-End, Precision and Sophisticated Industrial Development Fund in Beijing Municipality.
