On September 20, 2026, the Beijing Municipal Commission of Development and Reform, Beijing Municipal Bureau of Economy and Information Technology, and Beijing Municipal Ecology and Environment Bureau jointly issued Several Measures of Beijing Municipality on Encouraging the Standardized and Sound Development of Enterprises Engaged in the Recycling and Utilization of Waste Traction Batteries (hereinafter referred to as the "Measures").

The Measures covers 10 key areas:

To strengthen green technology research, first, collaborative research among enterprises, universities and research institutes will be carried out, and support will be provided for developing key laboratories in waste traction battery recycling and utilization. Second, the National Green Technology Trading Center platform will also be leveraged to organize technology matchmaking events.

To support pilot-scale verification, support will be provided for the development of eligible pilot platforms for technologies, processes and products related to the recycling and utilization of waste traction batteries.

To promote the application of advanced technologies and products, first, greater support will be provided for eligible first-of-a-kind technical equipment related to the recycling and utilization of waste traction batteries. Second, efforts to promote advanced green and low-carbon technologies for waste traction battery recycling and utilization will be strengthened.

To support the development of a standardized collection and transportation system, first, the layout of recycling service outlets will be standardized. Second, support will be provided for the development of eligible recycling outlets with centralized storage functions and the renovation of vacated spaces into recycling outlets. Third, waste traction batteries generated by power battery and new energy vehicle manufacturers must be transferred to comprehensive utilization enterprises for disposal in accordance with laws and regulations.

To enhance the level of green and low-carbon comprehensive utilization, first, the construction of projects with high energy consumption and high emissions is strictly prohibited. New green and low-carbon technologies are encouraged for the construction of comprehensive utilization demonstration projects. Second, enterprises are encouraged to adopt green power and take part in market-based green power transactions. Third, certification and application of recycled materials will be encouraged to increase the utilization ratio of recycled materials.

To further coordinate industrial development across the Beijing-Tianjin-Hebei region, first, the development of the waste traction battery recycling and utilization industry will be incorporated into the overall plan for building the Beijing-Tianjin-Hebei intelligent connected new energy vehicle industrial cluster. Second, battery manufacturers, recycling operators and comprehensive utilization enterprises will be encouraged to strengthen cooperation.

To support the development of industrial organizations, market players are encouraged to build a regional circular system for waste traction battery recycling and utilization, and industrial organizations are encouraged to develop in Beijing.

To strengthen the guiding role of standards, first, enterprises will be encouraged to participate in the formulation and revision of various standards. Second, authorities will explore methods for calculating the full-life-cycle carbon footprint of waste traction batteries and support research on carbon emission reduction methodologies for waste traction battery recycling and utilization.

To strengthen supervision and law enforcement, Beijing will accelerate the development of its municipal supervision information system for lithium batteries and launch special joint law enforcement operations.

To enhance financial and tax support, first, authorities will encourage greater support for equity financing and from financial institutions. Insurance providers will be encouraged to develop and promote relevant insurance products. Second, preferential tax policies for comprehensive resource utilization will be implemented.
