On September 16, the People's Government of Beijing Municipality released the Implementation Plan for Expanding Capacity and Improving Quality of Modern Service Sector in Beijing (2026–2030), which sets out 24 key tasks covering five dimensions.
Development Goals Balancing Demands and Realistic Potential
The Implementation Plan sets out the key targets for the development of Beijing's service sector. By 2030, the added value of the city's service sector will reach approximately 6 trillion yuan, with the added value of the producer services sector accounting for around 65 percent of the total. Trade in services will exceed 1.5 trillion yuan. Significant progress will be made in the high-quality development of the service sector, with its global competitiveness continuing to strengthen and people experiencing an overall greater sense of benefit and fulfillment.
Among these goals, the target of "6 trillion yuan in added value of the service sector" underscores the service sector's role as a key engine of economic growth and its contribution to high-quality economic and social development. The target of "producer services accounting for 65 percent of the added value of the service sector" reflects continued efforts to optimize the structure of the service sector, move producer services toward the higher end of the value chain, and promote deeper integration between scientific and technological innovation and industrial innovation. The target of "1.5 trillion yuan in imports and exports of services" reflects efforts to further advance the development of the Comprehensive Demonstration Zone for Expanding Opening-up in the Service Sector and enhance the capacity and competitiveness of the modern service sector. The target of "an overall improvement in people's sense of gain" calls for strengthening producer services while improving the quality of consumer services, addressing gaps in supply, and ensuring that the benefits of development are shared more widely by the public.
Boosting Innovation Capacity of Technology-enabled Services
The Implementation Plan lays out 24 key tasks in five dimensions: empowering and advancing producer services, renewing and improving consumer services, fostering new growth drivers for services, raising the quality and efficiency of service-sector development, and building a sound development environment for the service sector.
For producer services, the Implementation Plan proposes measures including enhancing the innovation capacity of technology-enabled services, strengthening the leading role of the software and information services, elevating the development level of the financial sector, advancing the internationalization and professionalism of business services, improving the quality and efficiency of modern logistics services, and vigorously developing green and low-carbon services.
For consumer services, the Implementation Plan calls for greater convenience of residential services, building community-friendly convenient living circles for all residents, developing multi-functional neighborhood stores and one-stop commercial complexes, upgrading domestic services, improving industrial standards and credit systems, and expanding new types of home-delivery services.
Fostering Growth Drivers Across Four Key Directions
The Implementation Plan specifies that Beijing will focus on four directions: expanding new intelligent-technology-driven services, scaling up new life-health-related services, deepening integrated development of culture, tourism, sports and exhibitions, and energizing new experience-economy-oriented services. For instance, for new intelligent-technology-driven services, Beijing will cultivate globally influential foundation models and industry-specific vertical large models, and develop AI-powered science assistants and "AI scientists". It will also encourage the development of a token-based economy, foster new business models such as token-as-a-service and model-as-a-service, and promote integrated development of intelligent terminals and AI agents.
In response to development trends in the service sector, the Implementation Plan proposes to promote digital-intelligent transformation of services, integrated development of advanced manufacturing and modern services, higher international standing for services, greater brand influence of services, and green development of the service sector.
To address bottlenecks and challenges in the development of the service sector, the Implementation Plan calls for checklist-based management of government service and approval procedures involving business models that cut across multiple government departments. It also calls for fostering a group of leading ecosystem builders, major platform-based enterprises, and high-growth companies; developing innovative asset-light financing models tailored to the service sector; and promoting the early testing, adoption, and wider rollout in Beijing of new technologies, new business forms, and new models in the service sector.
