The application is now open for foreign innovative and entrepreneurial talents in the "Two Zones", who apply for the recommendation letters for points-based evaluation for permanent residency in China. Details are as follows.
I. Application Criteria
(I) Applying enterprises must meet the following criteria:
Enterprises must meet the recognition criteria for key enterprises and institutions in Beijing's "Two Zones" (Integrated National Demonstration Zone for Opening Up the Services Sector and China (Beijing) Pilot Free Trade Zone), be registered, pay tax, and be included in the statistical reporting system of Beijing, and align with the strategic positioning of Beijing as a national capital.
Method to Check the Status of Key Enterprise / Institution:
Access the "Open Beijing Public Information Service Platform" (开放北京公共信息服务平台; http://open.beijing.gov.cn/), proceed to the "Exit-Entry Services for Foreign Talents in 'Two Zones'" (“两区”外籍人才出入境事项服务) section, and select "Check Enterprise's Application Eligibility" (查询企业申请资格).
(II) Requirements for Foreign Innovative and Entrepreneurial Talents in Beijing
The applicant must meet at least one of the following criteria:
1. Hold a managerial or professional technical position at the director level or above, or possess a professional title at the associate senior level or above.
2. Serve as the person in charge of a special task force or a major project.
3. Be a professional talent in a field deemed critically needed or in urgent demand within the corresponding industry.

III. Application Method and Requirements
(I) Application Method
All applications for this year shall be submitted online via the designated portal. Applicants should log in to the "Open Beijing Public Information Service Platform" (http://open.beijing.gov.cn/), click the "Exit-Entry Services for Foreign Talents in 'Two Zones'" (“两区”外籍人才出入境事项服务) under the "Services and Interaction" (服务互动) section, and select the option "2. Application for Permanent Residency by Foreign Innovative and Entrepreneurial Talents (Points-Based Assessment)" (2 外籍创新创业人才申请在华永久居留(积分评估)). After registration, applicants shall complete the information forms and upload all required supporting documents as specified. Applicants must fill out the online forms, download templates, sign and stamp them as required, and upload scanned copies.
(II) Required Application Documents
1. Application letter from the employer (the template of which is available on the application platform)
2. Commitment letter from the employer (the template of which is available on the application platform)
3. Personal commitment letter (the template of which is available on the application platform)
4. A completed "Application Form for Points-Based Evaluation for 'Two Zones' Foreign Innovative and Entrepreneurial Talents Applying for Permanent Residency in China" ( “两区” 外籍创新创业人才申请在华永久居留积分评估申报表) (to be filled out online on the application platform, exported, then signed, stamped, and re-uploaded to the application platform)
5. A formal employment contract from the employer, specifying the applicant's position
6. The applicant's valid passport
7. A copy of the employer's business license or its legal person registration certificate
8. Proof of tax payment in Beijing
9. The applicant's work permit
10. Other necessary supporting documents:
--Education credentials: The certificate of the highest academic degree or the highest diploma, supported by an authentication report issued either by a Chinese embassy/consulate abroad, or by a certification authority designated by China's national education authority
--Years of employment in China: Documentation that verifies the length of employment history in China, such as proof of tax payment in China or a Foreigner's Work Permit / Foreign Expert Certificate
--Relevant work experiences: Contract(s) or employment proof from previous employer(s) (detailing position(s), professional title(s), job duties, and duration(s) of employment), along with supporting documents verifying the qualification(s) of the employer(s) (e.g., a QS World University Rankings listing if employed by a QS-ranked university)
--Total annual compensation: Proof of salary and performance-based bonus for the past year, which shall be issued by the employer
11. Other optional supporting documents: These may include, but are not limited to, copies of enterprise recognition certificates (e.g., a National High-Tech Enterprise Certificate), proof of intellectual property ownership (e.g., patent certificates or software copyright certificates), proof of honors or awards received by the enterprise or the applicant, as well as professional/technical certificates recognized in China or globally.

V. Application Process
(I) The applicant completes and uploads all the required materials on the application platform.
(II) Backend review of the submitted materials
(III) Expert review and scoring of materials
(IV) On-site due diligence for applicants who receive 70 points or above from experts.
(V) The Leadership Office of "Two Zones" Development in Beijing Municipality issues the recommendation letters and notifies the eligible applicants to complete the permanent residency procedures at the Exit-Entry Administration Reception Hall.
VI. Notes
(I) An applicant may be required to attend an interview if the responsible authority deems it necessary.
(II) All materials must be completed in Chinese, unless otherwise specified.
(III) Any document in a foreign language must be translated into Chinese by a certified translation company and affixed with both a certified translation seal and the official seal of the translation company concerned.
(IV) Applicants who pass the review must cooperate to complete the on-site due diligence within one month of receiving the notification.
(V) Original documents must be presented for verification during the on-site due diligence.
(VI) All documents must be uploaded in PDF format and bear clear, descriptive filenames.
