To vigorously foster new forms of industry and further enhance Beijing's competitiveness and influence in the gaming and esports sector, the following measures are hereby formulated:
1. Optimizing Game Approval Standards and Processing Efficiency
Key districts, such as Chaoyang, Haidian, Shijingshan, and the Beijing Economic-Technological Development Area (BDA), are expected to integrate procedures like the approval of domestic online game publishing into one-stop service counters.
2. Improving Copyright Service Mechanisms
The process of copyright registration for artwork, music, video content, and other materials included in a game will be reduced from 22 workdays to 10 workdays. Copyright disputes will be addressed rapidly and efficiently through an administrative-judicial collaborative governance mechanism for copyright protection, a copyright mediation mechanism, a cross-regional dispute resolution mechanism, and other related mechanisms.
3. Enhancing Support for Developing High-Quality Games
A cooperative mechanism between game companies and historical and cultural scenic spots will be established. For high-quality game projects that have obtained ISBN codes under the approval of the National Press and Publication Administration and been officially launched during the first half of the previous year, game developers and operators may receive a reward of up to RMB 5 million upon assessments. Those having received international or national awards or honors may be eligible for a reward of up to RMB 500,000.
4. Encouraging the Application of Innovative Technologies
In the field of culture and technology, efforts will be made to increase the number and proportion of projects applying advanced technology to game R&D. Support will be given to game companies for improving R&D efficiency and promoting intelligent technological upgrades through computing infrastructure development, large model deployment, and data governance, among others. A reward of up to RMB 30 million will be granted based on the portion of investment eligible for support under the project.
5. Guiding Industries to Develop in Clusters
Dongjin International Center in Chaoyang District, the AI innovation block in Haidian District, Shougang Park in Shijingshan District, and Beijing Intelligent Esports Contest Center in the BDA, among other areas, are encouraged to enhance their strategic focus on and policy support for gaming and esports industries, and to provide "one-stop" business establishment services.
6. Supporting Esports Competitions
Upon assessments, international and national major esports events held in Beijing may receive rewards of up to RMB 5 million and RMB 3 million, respectively. Major esports competitions held in Beijing for the first time may receive a reward of up to RMB 1 million. Hosts of influential domestic competitions will receive a reward of up to RMB 500,000. Organizers of game exhibitions or esports-consumption crossover events may receive a reward of up to RMB 2 million.
7. Supporting Venue Construction and Operation
Financial and land-related support will be provided for transforming old factories into esports venues, according to relevant policies including the Implementation Plan on Enhancing Transformation and Utilization of Vacated Inefficient Industrial Spaces for High-Quality Industrial Development issued by the Beijing Municipal Commission of Development and Reform, and the Implementation Regulations on Support Policies for State-Owned Construction Land of Beijing's Urban Renewal Projects During Transition Period (Interim) issued by departments including the Beijing Municipal Commission of Planning and Natural Resources.
8. Encouraging Overseas Development
Enterprises that have demonstrated outstanding performance in overseas markets may receive a reward of up to RMB 5 million upon assessments.
9. Building Strong Talent Teams
For game creators whose works are included in national programs such as the Publishing Project of Excellent Online Games or the Top Ten Games, or individuals covered by national talent programs, the requirements may be relaxed as appropriate for applying for senior professional titles in animation and games.
10. Enhancing the Guiding Role of Positive Values
Beijing will encourage enterprises to proactively fulfill their social responsibilities, strengthen self-discipline, and strictly implement measures to prevent minors from game addiction. The city will cultivate a healthy ecosystem for gaming and esports, and promote outstanding games and esports players, so as to foster a more objective and comprehensive public understanding of the two industries.
11. Strengthening Organization for Implementation of Policies
Beijing will promote policy integration, streamline information channels, and establish a regular policy interpretation mechanism to benefit enterprises. It will urge relevant municipal and district-level departments, and social organizations such as industry associations and professional institutions, to enhance targeted and coordinated policy communication. The capital will also encourage districts to introduce relevant measures based on their positions as far as the development of the industries is concerned.
