I. Purpose
To seize opportunities for industrial development, integrate resource-relevant advantages, promote innovation in new energy storage technologies and development of new energy storage industry of Beijing, and better support the building of the International Center for Science & Technology Innovation.
II. Details
(I) Advancing Breakthroughs in Technological Innovation
l Beijing will boost the capabilities for innovation in key new energy storage technologies by providing support to enterprises in this field and addressing industrial deficiencies and technical challenges with a subsidy of up to CNY 30 million.
Beijing will support the establishment of innovation carriers in the field of new energy storage and enterprises specializing in new energy storage to actively participate in the construction of industrial innovation centers and pilot-scale test verification platforms.
Beijing will foster a new model of integration between the new energy storage industry and educational institutions, promote deeper collaboration between the national energy storage technology industry-education integration platform and the enterprises in the new energy storage industry in the city, with the goal of cultivating industrial leaders and multi-skilled professionals capable of meeting the demands of industrial development.
(II) Promoting the Development of Industry Clustering
New energy storage demonstration industrial parks will be constructed. Changping District will be supported to leverage the advantages of its "Energy Valley" and establish an integrated innovation zone that emphasizes collaboration between colleges and businesses as well as between central and local entities. Fangshan District will be encouraged to engage key enterprises across the industry chain to foster a coordinated development zone that promotes collaboration between central and local entities, as well as coordination within the Beijing-Tianjin-Hebei region. The demonstration industrial parks will be encouraged to develop and attract benchmark enterprises in the new energy storage industry, launch demonstration and industrialization projects concerning energy storage, and establish an industrial ecosystem that integrates R&D, production, and practical application. Each region will be encouraged to tailor its approach based on its own unique circumstances and formulate regional policies that support the growth of the energy storage industry.
The cultivation of enterprises that use special and sophisticated technologies to produce novel and unique products will be promoted. Support will be given to professional institutions that provide public services such as diagnosis, incubation, and investment for the innovation-driven SMEs in the field of new energy storage, as well as for enterprises that use special and sophisticated technologies to produce novel and unique products, with incentives to be granted on the basis of performance evaluation.
The implementation of industrialization projects of the new energy storage industry will be promoted. Support will be provided to projects in the new energy storage industry that meet international, national, and local standards for digitalization and intelligence. Subsidies of up to CNY 30 million will be granted. Major construction projects of the industry, which hold overarching and strategic significance and have secured project loans will receive interest subsidies, the annual subsidy amount not exceeding CNY 30 million, and the subsidy period limited to a maximum of three years.
The intelligent and green development of the new energy storage industry will be enhanced. Support will be provided to new energy storage enterprises to facilitate their development of intelligent and green technologies, thereby promoting high-quality development of the industry. Projects demonstrating satisfactory outcomes will receive support, with a subsidy of up to CNY 30 million.
The coordinated development of the new energy storage industry will be promoted. Efforts will be made to attract and nurture high-quality enterprises throughout the industry chain to establish their presence in the Beijing-Tianjin-Hebei region. New energy storage enterprises that actively participate in initiatives to "shore up weak links in the industrial and supply chains" and satisfy certain criteria will be rewarded with five percent of the actual contracted amount, up to a maximum of CNY 30 million.
(III) Enhancing the Application of New Technologies and Products
Support will be provided for pilot projects of new energy storage in sparsely populated areas, such as industrial plants, logistics parks, and data centers outside the 5th Ring Road in Beijing. Measures will also be taken to encourage new energy storage demonstration industrial parks to focus on the demonstrative application of high-safety energy storage technologies, such as solid lithium-ion batteries and flow batteries.
Any manufacturing enterprise that has installed new energy storage facilities within its plant or park and therefore boosted energy efficiency will be eligible for a reward of up to CNY 30 million, not to exceed 30 percent of the total investment included in the scope of the reward.
Construction businesses responsible for new energy storage facility projects will be encouraged to conduct small-batch validation of new technologies and products that meet the requirements, with a reward of up to 30 percent of the investment in small-batch testing to a maximum of CNY 10 million for each project.
Support will be provided to new energy storage enterprises seeking to boost the intelligent operation and management of facilities and systems for energy storage by leveraging energy digitalization technologies. High-quality solutions that effectively address typical application scenarios in the energy storage field for the first time and are successfully implemented will be eligible to receive a grant of up to CNY 30 million.
Support will be extended to the demonstration and promotion of new technologies and models, including "photovoltaic-storage-charging-inspection", "photovoltaic-storage-charging-battery swapping", and vehicle-to-grid interaction (V2G). New charging facilities will be encouraged to participate in power grid load regulation aimed at improving the efficiency of power grid resource utilization.
(IV) Providing Stronger Support for Innovation Factors
The collaborative innovation in new energy storage technologies and standards will be promoted. Enterprises and institutions in Beijing will receive support to participate in the formulation of international, national, and industry-specific standards.
Greater financial support will be provided for the new energy storage industry. Subsidies of up to one percent of the interest rate or guarantee costs will be provided for "first-time loans" to the micro, small and medium-sized enterprises (MSMEs). In addition, rewards will be conferred upon high-quality enterprises listed on the specialized board for enterprises in Beijing that use special and sophisticated technologies to produce novel and unique products, along with those listed on the National Equities Exchange and Quotations (NEEQ), and those that successfully go public.
The development of talent in the new energy storage industry will be promoted. Beijing will focus on attracting leading talent to the industry and help new energy storage enterprises provide practical training opportunities for universities. The city will also encourage industrial clusters to attract talented individuals for key enterprises in the industry. In addition, further support will be provided to the talented individuals, including convenient services provided for their children's enrollment in schools, as well as assistance with settlement and housing.
