To boost intelligent robotics industry and create a favorable policy environment in Zhongguancun Science Park (Z-Park), the Administrative Committee of Z-Park, Daxing District People's Government and the Administrative Committee of Beijing Economic-Technological Development Area (BDA) jointly formulated Several Measures for Promoting the Innovation and Development of Intelligent Robotics Industry in Zhongguancun and hereby issued to you for conscientious implementation.

Several Measures for Promoting the Innovation and Development of Intelligent Robotics Industry in Zhongguancun Science Park

Robotics, bestowed the name of "the crown jewel of manufacturing", represents a country's strength in scientific and technological innovation. In response to the plan of "Made in China 2025" (State Council, Guo Fa [2015]No. 28 ) and Beijing Municipality's Action Plan for "Made in China 2025" (JZF [2015] No. 60),and in order to promote the innovation and development of intelligent robotics industry in Z-Park as well as to speed up the building of an economic structure featuring high-end, precision and sophisticated industries, we hereby formulate Several Measures as follows:

Article 1. Accelerating the building of a global innovation center for intelligent robotics

We will seize the great opportunities presented by the in-depth integration of the new generation of global information technology and manufacturing industry as well as the high priority the country is placing on the development of the robotics industry, give full play to the first-mover advantage of Z-Park in cutting-edge robotics technologies, and press ahead the innovation and integration of robotics with artificial intelligence, brain science, new materials and other frontier fields. In addition, we will take Yizhuang Park, Daxing District of Z-Park as a base to integrate the upstream and downstream innovation resources of the whole industrial chain, make all efforts to build an industrial ecology for intelligent robotics; speed up the building of a global innovation center for intelligent robotics in Z-Park, so as to play a leading and supporting role in the innovation and development of China's robotics industry.

Article 2. Developing a forward-looking intelligent robotics industry roadmap

We will give prominence to the R&D and commercialization of cutting-edge technologies such as deep learning, AI operating systems, sensing and recognition, smart chips, and nano materials; speed up the in-depth integration of intelligent robotics with big data, cloud computing, Internet of Things and other industries. We will vigorously develop industrial robots for human-machine collaboration, digital workshops and intelligent factories, service robots for autonomous intelligent driving, edutainment and healthcare, as well as special-purpose robots for public safety, emergency rescue, and special operations.

Article 3. Speeding up R&D, achievements commercialization and industrialization of core technologies of intelligent robotics

We will support enterprises and research institutes in tackling key challenges in intelligent robotics. For those whose R&D results have been accredited as new hi-tech products or services by Beijing municipal government or state departments concerned, a subsidy of up to RMB 1 million will be granted in accordance with the proportion of 20% of the input cost and in line with the project outcome. We will also support commercialization of key research achievements for intelligent robotics, for the commercialization of those projects with proprietary IPR of world class, the priority will be given in the recommendation for the candidate project for government equity support.

Article 4. Promoting the application of products with intelligent robotics

For robotics machine, spare parts, operating system, application software and solutions for industrial applications independently developed by the enterprises engaging in providing products or services with intelligent robotics in Z-Park and accredited as hi-tech new products or services by Beijing municipal government or state departments concerned, within one year after accreditation, a subsidy of up to RMB 4 million will be granted in accordance with the proportion no more than 20% of the actual sales. We will support local enterprises in Beijing in purchasing products and services with intelligent robotics provided by enterprises registered in Z-Park. For those who purchase the products or services for the first time for the construction or renovation of digital workshops or intelligent factories, a subsidy of up to RMB 2 million will be granted in accordance with the proportion of 20% of the actual purchase amount of products or services.

Article 5. Supporting enterprises engaging in providing products or services with intelligent robotics to conduct standard developing and patent filing

We will support enterprises and industrial alliances engaging in providing products and services with intelligent robotics to take the lead in the development of industrial standards for Z-Park. For each of the national standards, industrial standards that has been published, or each of the international standard proposals that has been adopted, which are developed under the leadership of such enterprises or industrial alliances, a subsidy of up to RMB 0.4 million will be granted; for each of the international standards that has been published, a subsidy of up to RMB 1 million will be granted. For each of such enterprises and industrial alliances that take the lead in developing the standards, an annual subsidy no more than RMB 2 million and 4 million, respectively, will be granted. For enterprises engaging in providing products and services with intelligent robotics in Z-Park, who have filed international patents for inventions and have entered the national phase procedures, the maximum subsidy of RMB 60,000 will be granted for each country or region the patent enters, and the maximum subsidy for each patent shall not be more than those for the patent to enter three countries or regions; for each patent granted for domestic inventions, a subsidy of no more than RMB 10,000 will be granted. The maximum annual subsidy for international and domestic invention patents of each enterprise shall be no more than RMB 6 million.

Article 6. Building high-level generic technology platforms and industrial promotion platforms for intelligent robotics

We will actively seek the support of relevant Ministries and Commissions of the state to facilitate the development of a number of generic technology platforms and industrial promotion platforms in the areas of R&D, inspection and testing, achievements commercialization, industrial design, intellectual property services, exhibitions and exchanges, and market application for intelligent robotics. We will also strive for the approval of relevant Ministries and Commissions of the state to set up the sub-center of National Robotics Testing and Assessment Center in Yizhuang Park, Daxing District. Based on the construction expenses (including equipment purchase, information system development, office rent, labor costs, etc.) of the platform spent in the previous year, a subsidy of up to RMB 10 million will be granted in accordance with the proportion no more than 50% of the construction expenses of the platform. Further, we will support such platforms to provide enterprises in Z-Park with cooperative R&D, inspection and testing, achievements commercialization, collaborative innovation, demonstration and promotion, and other services. Based on the service quality, a subsidy of up to RMB 6 million will be granted in accordance with the proportion of no more than 30% of the contract value.

Article 7. Boosting incubation of intelligent robotics startups

We will support the development of intelligent robotics startups. For the startups invested by well-known venture capital institutions in the previous year, a subsidy of up to RMB 2 million will be granted in accordance with the proportion of no more than 10% of the total investment. We will also promote the construction of a service system for intelligent robotics startups, give professional incubators for intelligent robotics the priority in the recommendation of the candidate institution for the financial support from Zhongguancun National Innovation Demonstration Park for startup service platforms.

Article 8. Attracting top world-class intelligent robotics companies and research institutes to settle regional headquarters and R&D centers in Z-Park

We will support world-class and industry-leading intelligent robotics companies and research institutes to set up regional headquarters and R&D centers in Yizhuang Park, Daxing District, and grant them a maximum of RMB 50 million one-time subsidies in accordance with the proportion of no more than 20% of the total investment.

Article 9. Facilitating agglomeration development of intelligent robotics enterprises

For intelligent robotics enterprises registered in Yizhuang Park, Daxing District, and on the basis of the actual leased area, a subsidy will be granted in accordance with the proportion of no more than 50% of the total rent, and with a unit price of no more than RMB 3 per sqm per day, a leased area of no more than 5,000 sqm and a leasing period of no more than 36 months (starts from the registration). We will support the development of industrial parks featured in intelligent robotics. For each of the owners who has been approved to build a national ecological demonstration city, a subsidy of RMB 2 million will be granted. Likewise, for each of the owners who has been approved to build an ecological demonstration zone in Beijing, a subsidy of RMB 1 million will be granted.

Article 10. Attracting world-class top talents and teams in the field of intelligent robotics

We will introduce world-class top talents and teams in intelligent robotics to Z-Park, and give them the priority in the recommendation for the candidate for Thousand Talents Program, Beijing Overseas Talent Aggregation Project and Z-Park Hi-tech Talent Aggregation Project. For intelligent robotics enterprises and the backbones of them who were registered in Yizhuang Park, Daxing District, and featured industry-driving or technology-leading capacities, upon accreditation, a financial support will be granted in accordance with Yizhuang Park's incentive policy for leading talent introduction prescribed in High-level Innovation and Entrepreneurship Talents Introduction Project.

Article 11. Strengthening financial support

We will diversify financial support approaches, such as financial leasing, credit loans, intellectual property pledge loans, and credit insurance financing, etc., to support the intelligent robotics enterprises to grow and prosper. For enterprises who are eligible for the support, a subsidy will be granted in accordance with rules for the regulations of relevant funds. For enterprises that have obtained loans through guarantees, discount interests subsidies will be granted in reference to the standard granted to Gazelles companies in Z-Park. We will facilitate flagship enterprises, industry associations, VCs, and universities and institutes to set up VC funds for intelligent robotics.

Article 12. Building an international exhibition and exchange platform for intelligent robotics

Taking advantage of the permanent venue of the World Robot Conference, we will facilitate organizations, companies and startup service providers in intelligent robotics at home and abroad to host a wide range of events with global impact in the regard, such as entrepreneurship and innovation competitions, technology and industry forums, exhibitions and other exchanges, in Yizhuang Park, Daxing District. Each of such events will be granted a one-time subsidy of up to RMB 5 million.

Article 13. Funding

The Measures are jointly implemented by the Administrative Committee of Zhongguancun Science Park and the Administrative Committee of Beijing Economic-Technological Development Area.

(1) For intelligent robotics enterprises and institutions registered in Yizhuang Park, Daxing District, and eligible for subsidies in line with Article 4, 5, 6, 7 and 9 hereof, the funding will be jointly assumed by Administrative Committee of Z-Park and the Administrative Committee of BDA at 50/50 each year. The funding specified in Article 8, 10 and 11 hereof will be jointly assumed by the Administrative Committee of Z-Park and the Administrative Committee of BDA. The funding specified in Article 3 and 12 will be assumed by the Administrative Committee of BDA.

(2) For intelligent robotics enterprises and institutions registered in Z-Park but not in Yizhuang Park, Daxing District, and are entitled to enjoy 50% of the funding as specified in Article 4, 5, 6 and 7. The funding will be assumed by the Administrative Committee of Z-Park. For the support as specified in Article 10 and 11, the current relevant measures of Administrative Committee of Z-Park shall prevail.

Article 14. Supplementary Provisions

The Administrative Committee of Z-Park, the People's Government of Daxing District and the Administrative Committee of BDA shall be responsible for the interpretation of the Measures. It shall come into force 30 days after the date of its promulgation and shall be valid for five years.
