I. Categories and duration for deferred payment of insurance

Deferred payment of the three social insurance premiums applicable to the part payable by enterprises in the catering, retail, tourism, civil aviation, and highway and railway transport industries. The deferred payment for individual businesses having employees and other entities that are enrolled for social insurance in the above-mentioned industries shall refer to the payment procedure of enterprises. In terms of the part payable by individual employees, employers shall pay the insurance in full amount in time every month. 

Employers can apply for deferred payment of insurance for pensions, unemployment, and work-related injury for employees from April and June 2022, which will be applicable to the part payable by the enterprises. During the deferred payment period, no delay charges will be issued to enterprises, meaning that no influence on social insurance benefits for employees and personal benefit records. 

II. Qualification Certification

Qualified enterprises for the deferred payment will be comprehensively identified by Beijing Municipal Human Resources and Social Security Bureau in accordance with the industries approved for their insurance registration, name lists confirmed by the relevant municipal industrial authorities, and the list of enterprises with dishonesty and serious breaches of laws authenticated by the market regulation authority.

A notification-commitment system shall be implemented in the case that the provided information of employers does not fulfill the qualification requirements for deferred payment, where the employers shall submit an commitment statement indicating the industries they are engaged in. 

III. Application Process

1. Qualified employers shall log in to the website of Beijing Municipal Human Resources and Social Security Bureau within the specified time to apply for deferred payment in the section "Phased Implementation of Deferred Payment of Social Insurance in 2022". 

Social security agencies of the different industries shall be responsible for informing enterprises under their management and handling the applications for deferred payment.

2. If the provided information of employers does not fulfill the qualification requirements of deferred payment, the employers shall define their industry in the section "Phased Implementation of Deferred Payment of Social Insurance in 2022". The deferred payment becomes valid starting from the month when the application was submitted. Employers not qualified for deferred payment shall pay delay charges for the social insurance premium not paid on time in accordance with relevant regulations. 

3. From May 9 to 13, employers can apply for deferred payment to be available from April. From May 16 to 25, insured employers can apply for deferred payment to be available from May. From the 1st to the 15th day of June, July, August, September, and October, employers can apply for deferred payment. The deferred payment is valid for approved employers from the month of application. Employers may only need to complete the application once. 

IV. Deadline for deferred payment and supplementary payment

1. Employers applying for the deferred payment of insurance for pensions, unemployment, and work-related injury for employees shall pay the relevant insurance premium by December 25, 2022. In case of overdue insurance premium payments, delay charges shall be paid for the three deferred social insurance premiums according to relevant laws since January 1, 2023.

2. Employers can voluntarily terminate the deferred payment and apply for paying the deferred part in advance. 

3. If employers fail to pay for the social insurance premiums within the specified time, it will be recorded truthfully in the personal benefit records of the employees. 

4. Employees applying for benefits of pension insurance or unemployment insurance or for transfer of pension insurance or unemployment insurance during the period of deferred payment can receive relevant benefits or handle the insurance transfer only after the three social insurance premiums for this employee are paid by the employer in full at one time. 

5. Employers applying for cancellation in accordance with the law shall pay the deferred payment in full before starting the cancellation process. 

V. Schedule for Collection of Premiums

To ensure employers benefiting from the deferred payment policy from April, the collection of the three social insurance premiums and the basic medical insurance for employees due in April 2022 shall be completed from May 16 to 27, 2022. The monthly window for collection of social insurance premiums will be restored from June 2022.
