Announcement of General Administration of Customs [2019] No. 18 (Announcement on Amendment of the Specification for Completion of Declaration Form for Imported and Exported goods of the General Administration of Customs of the People's Republic of China) 

In order to standardize the declaration behavior of shipper and consignee as declarant and realize the uniform requirements of completing the Declaration Form for Imported and Exported goods, the General Administration of Customs made amendment of the Specification for Completion of Declaration Form for Imported and Exported goods of the General Administration of Customs of the People's Republic of China (Announcement of the General Administration of Customs [2018] No. 60). The revised normative text and related contents after the amendment are hereby announced as follows:

I. In accordance with the current relevant regulations, corresponding adjustment and amendment have been made to Paragraph 5 of Article III, Paragraph 4 of Article VII, Article VIII, Paragraph 2 of Article IX, Paragraphs 1 and 2 of Article X, Paragraph 2 of Article XII, Paragraph 6 of Article XIV, Paragraphs 2 and 4 of Article XV, Article XVI, Article XVIII, Article XXII, Article XXVIII, Article XXIX, Article XXX, Paragraphs 1 and 3 of Article XXXI, Paragraphs 5, 8, 25, 27, 28 and 29 of Article XXXII, Article XXXIII, Article XXXIV, Paragraphs 9 and 12 of Article XXXV, Paragraph 4 of Article XXXVI and Article XXXXII.

II. In the event that enterprises under the Special Customs Supervision Zones declare to the customs for entry and exit of goods, they shall complete the Entry Record for Imported and Exported goods of the General Administration of Customs; in terms of goods entering and exiting between the Special Customs Supervision Zone and domestic (out of the district), the enterprise out of the district shall complete the Declaration Form for Imported and Exported goods of the General Administration of Customs of the People's Republic of China. Circulation of bonded goods shall be implemented in accordance with the relevant provisions.

III. Completion of the Entry Record for Imported and Exported goods of the General Administration of Customs shall be completed in accordance with the relevant requirements for the Specification for Completion of Declaration Form for Imported and Exported goods of the General Administration of Customs of the People's Republic of China.

The Specification for Completion of Declaration Form for Imported and Exported goods of the General Administration of Customs of the People's Republic of China after amendment (See Appendix) came into force on February 1, 2019 and the Announcement [2018] No. 60 of the General Administration of Customs was repealed simultaneously.

The Announcement is hereby issued.
