Measures for Implementing the Catalogue of Beijing for Additional Industry Prohibitions and Restrictions (2018 Version)
The Measures are hereby formulated in light of the actual situation of Yanqing District to implement the Measures for Implementing the Catalogue of Beijing for Additional Industry Prohibitions and Restrictions (2018 Version) (hereinafter referred to as the “Catalogue of Prohibitions and Restrictions”), effectively carry out the work for relieving, rectification and promotion and accelerate the construction of a high-grade, precision and advanced industry structure.
I. Strengthening Learning and Training
(I) Intensifying Efforts in Publicity
We will expand the publicity channels and make full use of the portal website of the district government, the WeChat official account of Beijing Yanqing, radio, television and other integrated media platforms to disseminate the full text of the Catalogue of Prohibitions and Restrictions all over the district, and thus to make it well known in society. Publicity of the Catalogue of Prohibitions and Restrictions will be intensified in key areas, especially in enterprise clusters including Yanqing Park of Zhongguancun Science Park, to make the enterprises in the district better understand and master the Catalogue of Prohibitions and Restrictions.

(II) Strengthening Training to Interpret the Contents of the Catalogue of Prohibitions and Restrictions
We will strengthen training for competent departments, formulate the training plan for the Catalogue of Prohibitions and Restrictions and make an in-depth interpretation of the relevant contents to build a pragmatic and proficient team of cadres. We will also strengthen training for service-window entities to continuously improve the professional competence of service-window staff and thus to show the glamour of service-window entities to the whole society.

II. Highlighting the Leading Role of Planning
(I) Being Aligned Actively with Municipal Planning
Each competent department shall actively communicate and coordinate with the municipal departments and strive to be aligned with the municipal planning to jointly support the industrial development of the district. With respect to the special planning for convenient service facilities, warehousing and logistics, tourism, new energy environmental protection and high-end manufacturing, the district departments shall communicate with the municipal competent departments and form a policy synergy to promote the gathering of high-grade, precision, and advanced projects in line with the positioning of the district.

(II) Speeding Up the Compiling of Zoning Plans
Centering on the leading industries in the district, We will speed up the compiling of zoning plans and strengthen the top-level design, incorporate major industrial projects promoted by the district into the overall planning, reserve enough land for industrial development, offer planning support for the settlement of subsequent projects and provide powerful carrier for the rapid development of industries in the district.

(III) Promoting the Implementation of Projects in Line with the Industrial Direction of the District
We will strengthen project packing and planning to actively introduce modern gardening, ice-snow sports, high-end manufacturing, tourism and leisure, and other projects in line with the development direction of high-grade, precision and advanced industries in the district.We will intensify the investigation and analysis of stock enterprises, guide the transformation and upgrading of existing enterprises to realize the overall attraction, transformation, upgrading and technological transformation of enterprises, and accelerate the construction of the high-grade, precision and advanced industry structure.

III. Improving the Project Management Service Mechanism of the District
(I) Formulating a Full Life Cycle Management Service Mechanism for Industrial Projects
We will formulate and issue the implementing opinions on the life-cycle management service of industrial projects in the district and conduct a whole process of dynamic evaluation, supervision and service for the projects within the land use term by the five stages of project access, project construction, project operation, project evaluation and project exit, to optimize the internal structure of industrial land.

(II) Promulgating Access Standards for Key Industrial Projects
The access standards for corresponding industrial projects in the district shall be discussed and promulgated through in-depth investigation into the development background of key industries in the district and in combination with the construction of high-grade, precision and advanced industry structure. The access standards for projects concerning modern gardening industry, industrial industry (new energy and environmental protection, etc.), ice-snow sports industry, business service industry and tourism industry shall be given high priority, and all relevant industry authorities shall carry out more research to ensure the access standards are formulated scientifically. We shall, in combination with the layout of industrial development, delineate accessible areas for projects in the district to realize the orderly and high-quality development of industrial projects in the district.

(III) Working Faster to Improve the Index Calculation of High-Grade, Precision and Advanced Enterprises
We will accelerate the improvement of the index calculation of high-grade, precision and advanced enterprises to form the corresponding index calculation results in line with the characteristics of the district as soon as possible. All departments shall be instructed to strengthen the analysis and identification of enterprises and introduce or remove enterprises in a more scientific and targeted manner by making good use of the high-grade, precision and advanced enterprise index.

(IV) Formulating a Manual for Solving Problems
We will carefully sort out the problems encountered in the implementation of the Catalogue of Prohibitions and Restrictions, find standardized and unified answers, and work out a manual for solving difficult problems in the promotion of the Catalogue of Prohibitions and Restrictions to accurately answer the questions raised by enterprises and better serve the enterprises in going thorough various formalities.

(V) Establishing a District-Level Joint Meeting System for the Catalogue of Prohibitions and Restrictions
A district-level joint meeting system for the Catalogue of Prohibitions and Restrictions will be jointly established by the District Development and Reform Commission, the Beijing Municipal Commission of Planning, Land and Resources Yanqing Branch, the District Economy and Information Technology Commission, the District Education Commission, the District Agriculture Commission, the District Commission of Urban Management, the District Commission of Housing and Urban-Rural Development, the District Commerce Commission, the District Tourism Commission, the District Health and Family Planning Commission, the District Statistics Bureau, the District Environmental Protection Bureau, the District Water Bureau, the Beijing Administration for Industry and Commerce Yanqing Branch, and the Administrative Committee of Yanqing Park of Zhongguancun Science Park will jointly establish a district-level joint meeting system for the Catalogue of Prohibitions and Restrictions in order to effectively manage the Catalogue of Prohibitions and Restrictions. The system is mainly responsible for the interpretation, implementation and difficult issues consultation of the Catalogue of Prohibitions and Restrictions. The office is located in the District Development and Reform Commission, and its main responsibilities are to play a coordinating role, organize and promote the implementation of various tasks and key tasks, and do a good job in communication and coordination .
IV. Establishing a Decision-Making Management Mechanism for Matters Unspecified in the Catalogue of Prohibitions and Restrictions
(I) Clarifying Scope of Projects Subject to Decision-Making Management
The matters unspecified in the administrative measures for the Catalogue of Prohibitions and Restrictions and the projects which can orderly relieve Beijing of functions nonessential to its role as the capital, improve the quality of the city, ensure the operation of the city, meet people’s needs for living and services and can help build a high-grade, precision and advanced economic structure shall, upon expert discussion organized by their competent entities, be included in the scope of projects subject to decision-making management and reported to the district-level joint meeting office for the Catalogue of Prohibitions and Restrictions.
(II) Setting Procedures for the Decision-Making Management Mechanism
The district joint meeting office for the Catalogue of Prohibitions and Restrictions will report to the meeting of the leading group on tax source construction the relevant conditions of the projects that need to be made decisions, and after the deliberation of the meeting, the projects will be implemented by the project units in accordance with relevant procedures and requirements . The projects that need to be submitted to the District Government for approval will be done so at the relevant meeting after deliberated at the meeting of the leading group on tax source construction. After the completion of all the district-level decision-making procedures, the decision-making and construction of the relevant projects will be reported to the municipal joint meeting office for the Catalogue of Prohibitions and Restrictions.
(III) Intensifying Supervision and Inspection
More measures shall be taken to supervise and inspect general projects, especially the issues including environmental impact assessment of projects and the consistency between the content of the approved project and that of the constructed one by combining regular and casual, or general and random inspection. For the key projects which have been included in the scope of decision-making management and have gone through district-level decision-making procedures, effective supervision and management should be carried out in aspects such as expert discussion process, follow-up project procedures, and project implementation.
