Implementing Plan of Yanqing District on Promoting the Comprehensive Pilot Program for Further Opening up the Service Sector

To implement the requirements made in the Reply of the State Council on the Overall Plan for Promoting the Comprehensive Pilot Program for Further Opening up the Service Sector in Beijing (Guo Han [2019] No.16), carry out the spirit of the mobilization and deployment meeting on further opening up Beijing's service sector, and boost the all-round opening-up and high-quality economic development of Yanqing District, this Implementing Plan is formulated according to the district's actual situation.

I. General Requirements

Guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, this Implementing Plan fully implements the spirit of the 19th CPC National Congress and the 2nd and 3rd plenary sessions of the 19th CPC Central Committee. It follows the general principle of pursuing progress while ensuring stability, upholds the new development concept, and promotes high-quality development through supply-side structural reform. Centered on building a new, open economic system and serving the Beijing 2022 and Beijing Expo 2019, the document, with Yanqing Park of Zhongguancun Science Park as the main vehicle, stresses greater efforts to introduce the horticultural industry and ice & snow industry to amass momentum for Yanqing's long-term development and opening up. It aims to improve the business environment and further open up the investment environment, place equal emphasis on "bringing in" and "going global", and concentrate high-grade, precision and advanced industries. It focuses on creating the Zhongguancun Modern Horticulture Innovation Center, operating the public bonded warehouses, and boosting the development of ice and snow industry. The document will present tasks for promoting the comprehensive pilot program to further open up the service sector and make sure the opening measures will play their due role in Yanqing District.

II. Main Tasks (16 Tasks)

(I) Implementing key tasks in the new round of work division made by the municipal government (6 tasks)

1. Serving the Beijing Expo 2019, opening green channels, and handling customs clearance procedures efficiently.

Expected goals: The district will align with the customs inspection and quarantine team for Beijing Expo 2019 to provide good local services. It will set up the one-stop service window for Beijing Expo 2019 to facilitate organizers and exhibitors in performing the formalities with efficient and convenient services. It will familiarize itself with the customs clearance process and stay informed of the incoming personnel, equipment and materials in a timely manner.

2. Serving the Beijing 2022, setting up public bonded warehouses, and efficiently ensuring the entry of materials and equipment for the event.

Expected goals: Based on the existing bonded warehouses in the district, Yanqing will set up public bonded warehouses to meet the demand for supplying, repairing and maintaining of consumable items needed by Beijing 2022, including ski gears, cableways, bobsleighs and snowmakers. The public bonded warehouses will focus on ice and snow sports consumables involved in Beijing 2022 to ensure the supply of important parts and components during the games.

3. Perfecting the management and service mechanisms for foreign-funded enterprises, refining the registration items for their establishment, and innovating the mechanism for the implementation of foreign-funded projects.

Expected goals: Improving the registration procedures at municipal level for the establishment of foreign-funded enterprises, relaxing the application conditions for the establishment of foreign-funded investment companies, and canceling the requirements for foreign-funded enterprises to obtain certified qualifications. Improving the supply of international and professional services and attracting foreign-funded projects to Yanqing.

4. Establishing and improving the in-process and post-project regulatory system which shall be in accordance with the "negative list" approach.

Expectated goals: Implementing the management negative list and system of pre-establishment national treatment, intensifying in-process and post-project regulation, and following the work mechanism of "two randoms, one public"(In the process of supervision, randomly select inspection objects and randomly select law enforcement inspectors. The result of the spot check and the punishment shall be made public in a timely manner). It will, in principle, inspect foreign-funded enterprises at least twice a year.

5. Exploring the formation of the government credibility evaluation mechanism and intensifying the special governance of dishonesty on the government's part.

Expectated goals: After the municipal Government Service Bureau formulates and issues the credibility evaluation mechanism, Yanqing district shall formulate its own credibility evaluation mechanism according to its requirments and put it into practice through the cooperative departments at district level.

6. Establishing and improving the mechanism for handling complaints lodged by foreign-funded enterprises to protect their legitimate rights and interests.

Expectated goals: Yanqing District will implement the municipal methods of handling complaints lodged by foreign-funded enterprises, improve the business environment, and perfect the complaint lodging and handling mechanism to protect those enterprises' legitimate rights and interests. The district Commerce Bureau is responsible for guiding and supervising this work across the district, while district Investment Promotion Bureau is responsible for handling complaints involving district-level authorities or of significance impacts.

(II) Implementing the measures for deepening the reform and expanding opening-up in Yanqing District (6 tasks)

7. Supporting the development of new businesses and models of service trade.

Expectated goals: The district will carry out the Implementation Plan for the Pilot Program of Innovative Service Trade Development in Beijing, and encourage enterprises to develop new business forms such as experience-based services and online and offline services.

8. Implementing the service trade market access system under such circumstances as cross-border delivery, overseas consumption and movement of natural persons.

Expectated goals: Following the municipal requirements and in accordance with the Catalogue of Encouraged Technologies and Products for Import, Yanqing District will actively expand the import of advanced technologies and encourage enterprises to make innovations on the basis of introduction, digestion and absorption.

9. Implementing the service trade policies that support the export of emerging services and the import of key services.

Expectated goals: Publicizing and implementing the municipal policies on service trade, setting up service platforms, and promoting the export of emerging services and the import of key services.

10. Carrying out the overall national deployment of financial opening-up, encouraging the establishment of wholly foreign-funded or JV financial institutions in Yanqing, and supporting the participation of foreign investment in local asset management companies.

Expectated goals: Formulating and issuing relevant policies on developing foreign-funded financial institutions in Yanqing.

11. Encouraging foreign-funded enterprises to set up for-profit nursing institution for the aged, medical and nursing service institutions, community-based nursing institution for the aged and professional nursing service organizations in Yanqing.

Expectated goals: Fully implementing the Opinions of the General Office of the State Council on Promoting the Development of Elderly Care Services (Guo Ban Fa [2019] No.5), and encouraging foreign-funded enterprises to set up for-profit nursing institution for the aged in Yanqing. Those accepting elders covered by government subsidy shall be entitled to enjoy operation subsidy and other favorable policies. 

12. Improving the mechanisms and channels of international cultural cooperation, setting up platforms for cultural display and exchanges, and hosting influential cultural activities.

Expectated goals: Taking the opportunity of building the cultural center of a new era and serving the Beijing Expo 2019, creating new ways of work and plan characteristic cultural activities to enhance Yanqing's cultural influence, fully utilizing the advangtage of being the host district of both Beijing Expo 2019 and Beijing 2022, fully displaying Yanqing's distinct culture, tapping and introducing excellent cultural resources, promoting its cultural performance brand of "three styles in one performance", bringing in excellent works of national and municipal art-performing groups, enhancing public engagement, and creating a normalized performance mechanism.

(III) Promoting the development of technological service industry based on the Yanqing Park of Zhongguancun Science Park (4 tasks)

13. Focusing on the high-grade, precision and advanced industries, advancing the convergence and upgrade of characteristic industries by relying on the innovation platforms and bases for modern horticulture, new energy, energy conservation and environmental protection, and sports technology.

Expectated goals: Accelerating the convergence of modern horticulture, new energy, energy conservation and environmental protection, and sports technology industries, advancing the construction of Zhongguancun Modern Horticulture Innovation Center and Sports Technology Park.

14. Reasonably planning tourist routes with Yanqing characteristics around the Great Wall, Beijing Expo 2019 and Beijing 2022 and incorporating "beautiful Yanqing" in the municipal list of recommended routes to facilitate incoming tourists.

Expectated goals: Leveraging the brand culture of Great Wall and the opportunity of hosting the Beijing Expo 2019 and Beijing 2022, reasonably planning and integrating Yanqing's tourism resources, producing mature tourism products recognized and favored by tourists, boosting the reputation and influence of its urban tourism brand, effectively matching tourism resources with tourist markets, and translating tourism advantages into economic edges.

15. Promoting the construction of the Expo Casual Town

Leading department: Kangzhuang Town

Deadline: ongoing

Expectated goals: In terms of modern horticulture industry, Yanqing, taking advantage of development edges of the agricultural parks, will actively introduce flower and gardening industries into its horticultural industrial zone and build gardenscapes at a large scale. In terms of health and recreation industry, horticulture-themed beautiful villages will be built in areas which are not fenced due to the Beijing Expo 2019, and modern flower industry and innovative agriculture such as farmland art, balcony agronomic and recreational farms will be boosted. As to recreational tourism, the district will work harder to cultivate high-end homestays and foster a group of thematic homestays in villages around the Beijing Expo 2019 venue to improve the capability of receiving and serving the tourists. Yanqing District will strive to create an Expo Town by providing better public services and ecology, promoting cultural heritages, and improving the social governance system.

16. Promoting the construction of the Winter Leisure Olympic Town

Leading department: Zhangshanying Town

Deadline: ongoing

Expected goals: After the Winter Olympic Town is approved by the district government, Zhangshanying Town will actively promote the construction of Winter Leisure Olympic Town. The upgrade and renovation project of Xidazhuangke Village has been reviewed and approved by both the municipal and district governments. After land requisition, demolition and resettlement work is completed, the project operator - Beijing Shangdu Jiaye Properties Co., Ltd. - will take over and proceed with the next steps, making sure that the upgrade and renovation project of Xidazhuangke Village will be put into use simultaneously with the Winter Olympic Village.

III. Organization and Implementation

(I) Strengthening organization and leadership

A joint meeting system will be established for the comprehensive pilot program for further opening up the service sector in Yanqing District, and the competent district chief will be the convener of the meeting. The office of the joint meeting will be set in the District Commerce Bureau, which would handle the daily works, and director of the Commerce Bureau will also be the director of the joint meeting office. The office, according to instructions of district leaders and actual needs, will hold work meetings irregularly and member units shall regularly report their work progress.

(II) Improving work mechanisms

A liaison mechanism at the municipal level will be established. Yanqing District will earnestly implement its tasks in accordance with municipal deployments and take the initiative to secure municipal support for further opening up its service sector. The district-level inter-departmental interaction and coordination mechanism will be improved, so that all district departments will communicate more closely, form an efficient and orderly administrative system with clear division of duties, and jointly promote the all-round open development.

(III) Promoting in-depth development 

The district will delve into the policies on the comprehensive pilot program for further opening up the service sector and follow up on the development dynamics of key areas. It will pay close attention to the implementation effects, keep clearing the channels of service guarantee, benchmark against demonstration districts like Chaoyang District, and promote in-depth policy implementation.

Joint Meeting System of Yanqing District for Promoting the Comprehensive Pilot Program for Further Opening up the Service Sector

To promote the further opening-up of the service sector, further boost Yanqing's development and opening up, and improve the quality and efficiency of its economic growth, the district will establish the Joint Meeting System to further promoting the opening-up of the service sector. 

I. Organizational Structure

The competent district chief shall be the convener of the joint meeting and people in charge of the member units shall be members of the joint meeting. Any adjustment of the joint meeting members due to work arrangement shall be reported to the office of the joint meeting in a timely manner. The office of the joint meeting will be set in the District Commerce Bureau, which performs the office's daily work, and director of the Commerce Bureau will also be director of the joint meeting office. Heads of relevant divisions in the member units shall be liaison officers of the joint meeting.

The 14 member units of the joint meeting include: District Development and Reform Commission, State-owned Assets Supervision and Administration Commission, Science and Technology Commission (Administrative Committee of Yanqing Park of Zhongguancun Science Park), Commerce Bureau, Culture and Tourism Bureau, Gardening and Greening Bureau, Civil Affairs Bureau, Government Service Bureau, Economy and Information Technology Bureau, Market Regulation Bureau, Investment Promotion Bureau, Kangzhuang Town, Zhangshanying Town, and Badaling Beijing International Convention and Exhibition Center.

II. Main Tasks

The joint meeting will hold plenary sessions regularly or irregularly as work requires. The District Commerce Bureau is responsible for convening the meeting. The competent district chief will preside over the meeting and main leaders and task undertakers in each member unit shall attend. Other units and enterprises shall attend too as work requires, and member units shall regularly report their work progress. The office of the joint meeting may hold special work meetings as per district leaders' instructions and actual needs.

Main tasks of the joint meeting include:  Make overall plans for Yanqing District to promote the comprehensive pilot program for further opening up the service sector, organize the implementation of relevant documents issued by the municipal government, and guide relevant departments of Yanqing District to work out phased goals and measures; Coordinate in a holistic way with relevant municipal departments to support Yanqing in further opening up the service sector and timely communicate and coordinate with those departments when facing significant problems; Debrief work progress, grasp the overall situation of further opening up the service sector, summarize achievements and problems, point out future directions,  study and put forth measures for next steps; Make objective and comprehensive analysis of the district's progress in further opening up the service sector, pinpoint bright spots and new growth points, summarize replicable experience, identify existing difficulties and problems, and propose targeted work suggestions and policy measures.

III. Duties of Member Units

Main duties of the member units include: Carry out the specific opening-up measures under the overall planning and deployment of the joint meeting of Yanqing District for promoting the further opening-up of the service sector; Timely align with superior departments based on their duties, fully grasp the policies and put them into practice, summarize the results in a timely manner, and propose opinions and suggestions on experience promotion; Do well in news coverage, publicity and information release to disseminate the work progress and innovative results, and timely organize the explanation and interpretation of policies; Complete other tasks assigned by the joint meeting.
