Guiding Opinions of Yanqing District on Accelerating Sci-tech Innovation and Development of Green High-grade, Precision and Advanced Industries

In accordance with the Master Plan of Beijing (2016-2035), the "10+3" Policies of Beijing to Accelerate Sci-tech Innovation and Development of High-grade, Precision and Advanced Industries and other documents, and in view of the reality of Yanqing District，the Guiding Opinions aims to enable a green high-grade, precision and advanced industrial system at a faster pace, promote its innovative, green and high-quality development, and turn the lush mountains and lucid waters into valuable assets more quickly. Also, it focuses on promoting the smooth implementation of key projects and industries consistent with the regional orientation of Yanqing District, supporting national economy and social development as well as the Beijing International Horticultural Exhibition and Beijing 2022 Olympic and Paralympic Winter Games (hereinafter referred to as Beijing Expo 2019 and Beijing 2022 respectively). 

I. Guiding Thoughts

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress and the 2nd and 3rd plenary session of the 19th CPC Central Committee, the Guiding Opinions follows the important speech delivered by General Secretary Xi Jinping during his inspection of Beijing,  important instructions he gave on Beijing's work, carrying out General Secretary Xi's spirit of his speech at the opening ceremony of Beijing Expo 2019. Complying with Beijing's overall plans, the document practices the strategies of innovation-driven development, Beijing-Tianjin-Hebei coordinated development, and ecological advancement. Upholding the opinion that lush mountains and lucid waters are valuable assets, the document focuses on the major historic opportunities of Beijing Expo 2019 and Beijing 2022, adheres to the two new drivers of sci-tech and cultural innovation, and aims for high-quality and green development featuring ecological industries. With the construction of the Zhongguancun Science Park Yanqing Park at its core, the Guiding Opinions is set to gather green high-grade, precision and advanced industries and technological professionals, strengthening four pillar specialty industries, namely modern horticulture, sports technology, new energy and energy network, and unmanned aerial vehicles (UAVs). By perfecting the policy system for industrial development, the document strives to enhance the endogenous drive and momentum for Yanqing's high-quality economic development while establishing a structure of green high-grade, precision and advanced industries at an early date.

II. Development Goals

By 2022, we will establish a green high-grade, precision and advanced industrial system, focusing on the four specialty industries, namely, modern horticulture, sports technology, new energy and energy network, and UAV. Supported by multiple policies, these industries will primarily be poised for high-end development. At that time, the high-grade, precision and advanced industries will witness a sales revenue of RMB35 billion, the R&D intensity of 4%, nine invention patents per 10,000 people, the establishment of more than 400 high-tech enterprises, and over 12 sci-tech innovation platforms including national or municipal level corporate technology centers, engineering centers and key labs.

By 2025, with distinct features, advantages and benefits, a group of innovation parks and "innovation + entrepreneurship" platforms will be fostered by improving the business environment, enhancing the construction of industrial carriers and perfecting auxiliary policies and measures. A batch of leading enterprises with strong exemplary effects will be gathered, and high-growth sci-tech enterprises in possession of core technologies and key links will be cultivated. At that time, the industrial structure in Yanqing District will be improved with sustained and enhanced endogenous driving force, thus establishing a system of green high-grade, precision and advanced industries characterized by rational layout, advanced technology and apparent competitive edges.

III. Basic Principles

1. Driving the development with innovation. Making use of Beijing's advantages in sci-tech resources, Yanqing District will adhere to high-end development, intensify the integration of production, study, research and application, and attract outstanding sci-tech talents, innovation and startup teams and R&D institutes, so as to invigorate innovation and entrepreneurship.  

2. Leading the development with high-end industries. Based on modern horticulture, sports technology, new energy and energy network, and UAV, Yanqing District will establish an economic structure highlighting high-grade, precision and advanced industries, playing the leading role in its economic and social development.

3. Coordinating the development. To form an open, inclusive and innovative environment for coordinated development, the interaction of industrial clusters will be promoted by improving the carrying and serving capability of such innovation carriers. Incubators and industrial parks will further fortify the innovation platform system as well.

4. Promoting green development with demonstration. Sticking to our functional positioning as an ecological conservation area, Yanqing District, with "ecological progress" and "green development" at its core, will create a sound system of green high-grade, precision and advanced industries, promote the green way of production and life, and strive to be the demonstration zone of green development in the capital city. 

IV. Main Tasks

(I) Specifying the developing direction of high-grade, precision and advanced industries

1. Vigorously developing modern horticulture industry. Seizing the opportunity of hosting the Beijing Expo 2019, we will go all out to build the Zhongguancun Modern Horticulture Innovation Center, attracting and supporting innovative entities such as cutting-edge horticulture companies and research institutes, as well as relevant innovation elements including horticulture modernization and automation, IoT technology and environment-friendly and energy-saving materials. By 2022, the horticulture industry and its derivative industries will achieve a sales revenue of RMB900 million. Boasting of prominent cluster effect, the Zhongguancun Modern Horticulture Innovation Center will be home to 200 modern horticulture businesses. At that time, 100 new species, technologies and products with independent IP or patent will be fostered. 100 industrial innovations translated and commercialized in Yanqing, will drive industrial transformation and upgrade and the integrated development in many sectors such as culture, tourism, business and agriculture. By 2025, with internationally influential enterprises, breakthroughs in some key and core technologies, a modern horticulture cluster will primarily take shape while horticultural sci-tech results are going to be successfully translated. A demonstration area of modern horticultural development will be in place.

2. Accelerating the development of sports technology industry. To pursue independent innovation and R&D breakthroughs in core technologies including ice and snow equipment, intelligent training facilities, sports medicine and recuperative apparatus, as well as smart sports devices covering VR, sports performance analytics, and sports big data, we will attract a group of sports technology companies to Yanqing as well, continuously developing electronic sports, sports training, contest performance, and also sports service industries like sports-based tourism, recreation and health care. Seizing the historic opportunity of hosting the Beijing 2022, Yanqing District will develop ice and snow industry, which will help enterprises make new technologies and products in the equipment, devices, venues and facilities for ice and snow sports, and create new service modes in ice and snow tourism, training and events. By 2022, controlling a number of core technologies and IP in this field that are leading in China, the sports technology industry will achieve a sales revenue of RMB800 million with over 100 sports technology companies based in Yanqing District ; those with market potential are fostered, and the innovative or leading ones are also converged. At that time, there will be more than two sports parks and bases with prominent main businesses, distinct characteristics and sound auxiliary facilities. as well as a sports technology development zone integrating company cultivation, technological innovation and application demonstration. By 2025, a sports technology industry with international competitiveness and technological superiority will be primarily in shape, paving the way for an industrial system in Yanqing in the post-Olympics period. 

3. Enlarging and strengthening the new energy and energy network industry. Relying on the Yanqing energy network demonstration zone and the near-zero carbon emission demonstration zone, we will focus on five areas regarding energy development, namely, energy network, hydrogen energy, high-end energy equipment, energy efficiency and conservation, and advanced environmental protection. In new energy sector, we will actively carry out the R&D for major cutting-edge technologies and equipment, including high-end equipment manufacturing, energy production, storage and transmission, and testing. In terms of energy conservation and environmental protection, we will promote the application of advanced core technologies and equipment concerning soil reclamation, environmental monitoring and solid waste disposal. More effort will be made on the in-depth integration of new energy, energy conservation and environmental protection with the help of energy network, IoT and big data. We will strongly push for the implementation of major demonstration projects such as the new energy park and cloud computing & data center, and we will encourage the use of new technologies and products in those projects as well as key national projects. By 2022, the new energy and energy network industry will reach the sales revenue of RMB16 billion. Resolving the bottlenecks for certain enterprises and provide overall solutions, we will make breakthroughs in key and core technologies of new energy industry. We will form a cluster of high-tech enterprises with core technologies. By 2025, a group of leading Chinese and foreign enterprises will be gathered, some of which take the lead with small and medium-sized enterprises (SMEs) following closely behind. Those companies will significantly improve quality and performance as well as great economic contributions to the district by leading the development of the new energy and energy network industry.

4. Boosting the cluster development of UAV. We will strongly support key technologies and innovative resources upstream and downstream the UAV chain in Yanqing District, helping to cover power system, control system, payload, data processing, navigational communication, and UAV countering, and promote the in-depth integration of UAV industry with AI, big data, 5G and remote sensing. Pushing the construction of UAV airworthiness accreditation center, standard plants and innovation platforms, we will also focus on the translation of core UAV technologies, testing and experiment, high-end manufacturing, assembly and delivery, after service, industrial application, and education and training. Application of new technologies and products will be encouraged. The use of UAV will be expanded to various scenarios such as emergency relief, protection of farmland, forest and vegetation, security patrol, and patrol and check of the Great Wall. Military-civilian integration will be upheld to push the industry toward high-end technologies and equipment. By 2022, the UAV industry will achieve the sales revenue of RMB10 billion and a complete industrial chain will be established. By 2025, Yanqing District will become a base for the translation of cutting-edge technological innovations in the UAV system, a comprehensive industrial management and control center, a demonstration area for application scenarios, and a sci-tech innovation exchange and service center.

5. Promoting the coordinated development of high-grade, precision and advanced industries. Taking the opportunity of industrial restructuring in  downtown areas, we will actively take over enterprises engaged in high-grade, precision and advanced industries that consist with Yanqing's functional positioning for ecological conservation by revitalizing idle space to make room for them. Strong support will be given to enterprises in biomedicine, new materials and other areas. By upgrading their production process and equipment and building green, digitalized and intelligent plants, existing enterprises will facilitate the development of green high-grade, precision and advanced industries.

(II) Specifying key tasks in developing high-grade, precision and advanced industries

1. Accelerating the construction of carriers for high-end industries. (1) We will create a high-quality Innovation Park. We will prepare for the construction and expedite operation of the Zhongguancun Science Park near the Great Wall (Sci-tech Town). The Science Park will undertake the high-end links, cutting-edge areas and emerging business forms in such key industries as high technology and technological service, and form a landmark industrial cluster featuring full spectrum of elements and industry-city integration, which will serve as an important engine for the development of green high-end industries in Yanqing. (2) We will move faster to revitalize idle and low-efficiency space. Focusing on raising the efficiency of industrial land, we will readjust the land allocation with strategic reserve and put low-efficiency land into better use either through efforts by the enterprises themselves or by leasing the land in bulk, thus releasing low-cost space for innovation and business startup. (3) We will support the construction of featured parks within the Innovation Park. Positioned to develop high-end industries with a corresponding functional layout for innovation, the district will support the construction of specialized park areas, such as industrial park for military-civilian integration and sports technology innovation center park, to build innovative carriers for clustered industrial development. (4) We will promote the construction of incubation carriers. The the development of incubation carriers will be better guided and managed, with better certification and statistics of incubators and maker spaces. Maker spaces like TusStar will be encouraged to bring in innovative enterprises featuring a high starting point, good performance and strong driving force. Incubators and maker spaces are encouraged to focus on hard technology innovation in key industries, pooling together resources like research equipment, skilled talents and venture capital. Market-oriented, professional and internationalized technology incubators will be founded to serve technology-driven startups every step of the way, ranging from product R&D, industrial design, small-scale trial production and pilot testing to inspection and testing, industrial matching and startup tutoring.

2. Bettering the ecology for high-end industries. (1) We will provide better talent introduction and services. The "talent gathering program" will be implemented on full scale to gather outstanding talents, and the talent service system will be covered to back the talents in fields of housing, medical service and children's schooling. Auxiliary facilities such as non-public and informal locations for exchanges will be built, to foster a living and working atmosphere suitable for the innovative development of preeminent talents. (2) We will improve the financial service system for technology. Efforts will be made to secure the sub-fund of Beijing Science & Technology Innovation Fund in Yanqing, and explorations will be conducted to set up a district-level fund to guide investment in sci-tech innovation and startup. A technology-targeted financial service system will be established integrating technology credit, guarantee and insurance as well as financial leasing. (3) Sci-tech innovation resources need to be converged more quickly. Leading enterprises in high-end industries strongly pushing the industry forward are propped up to set up regional headquarters and R&D centers in the Zhongguancun Science Park Yanqing Park. We also motivate top universities and research institutes to create R&D centers and technology organizations and tech service agencies to set up branches in Yanqing Park. (4) We will reinforce the capability of coordinated innovation. Centering on key industries' demand for innovative development, it's essential for innovation entities, such as enterprises, research institutes and universities to carry out sci-tech exchanges and cooperation, and form cooperative bases or alliances for technological innovation, which can also work together in high-end R&D services or productive services, from joint R&D, technology transfer and conversion, common technology R&D and open services, to engineering technology integration and large-scale trial production.

3. Setting up innovation service platforms for high-end industries. (1) We will build up professional technological service platforms. Industrial alliances, universities and research institutes and other main bodies will join hands with enterprises either in the upstream or downstream of the industrial chain of engineering centers, R&D centers, open labs and other professional technological service platforms. The platforms, pivoted on key industrial links, can serve enterprises in testing and inspection, joint R&D, and other aspects. (2) We will set up service platforms for technology transfer and transition. Innovation entities, such as enterprises, research institutes and universities, are supported to set up service platforms for the transfer and transition of key and core technologies and cutting-edge subversive technologies in special industries. Steps are taken to encourage technology traders to take an active part in technology transaction and to promote innovative technologies to Tianjin, Hebei Province, Inner Mongolia and the rest of the country. (3) Sci-tech service agencies should be set up. Agencies outside of Yanqing District are encouraged to start branches or service platforms in Yanqing, and Yanqing-based enterprises, research institutes, universities, innovators and business startups are also encouraged to form agencies and innovation and startup service alliances. We will make the process more convenient for innovation and startup by providing open, comprehensive and better services. Service agencies in Yanqing are urged to cooperate with Chinese and foreign counterparts. (4) We will build up IP service and management platforms. Online platforms for public IP services will start to assist relevant national and municipal departments in establishing the IP protection and management systems and mechanisms for Beijing Expo 2019 and Beijing 2022.

4. Carrying out application demonstration projects for high-end industries. (1) We will promote the construction of application scenarios. Focusing on substantial demands such as lean urban governance, environmental protection, and the new rural construction, we will actively build application scenarios and propel enterprises to engage in the application demonstration projects in the district, so as to provide scenarios for the use of new technologies, products and modes. (2) We will more vigorously promote new technologies, products and services. All those are promoted citywide and nationwide, covering new technologies, products and modes in the district's key industries and projects, such as modern horticulture, sports technology, new energy and energy network and UAV. Industrial organizations, alliances and large enterprises are backed in providing opportunities to display and exhibit the products and setting up exchange platforms. (3) We will coordinate supportive policies for the demonstration of their application. In this process, promotion of the new results shall serve as the motivation, construction of major projects, industrial transformation and upgrade and better livelihood services can be utilized as resources, and innovation in organizational system and mechanism can provide the guarantee. Supportive policies will be issued for the construction of application scenarios, with special attention given to data sharing, testing and verification and scenario provision, to launch the new technologies and products onto the market at a greater pace. 

5. Accurately grasping the development path of high-end industries. (1) We will foster the sci-tech innovation development zone in northwest Beijing. Yanqing District will actively coordinate with Haidian District to complement and interact with each other in the transition of innovations and technological services. While exploring for policies for win-win cooperation, Yanqing will proactively undertake the transfer of technological factors and spillover of enterprises related with high-end industries, in a bid to achieve win-win cooperation among Haidian, Changping and Yanqing throughout the industrial chain. (2) We will seize the opportunities presented by Beijing Expo 2019 and Beijing 2022. Based on main traffic arteries including the Beijing-Zhangjiakou High-speed Railway, Beijing-Chongli Highway, Beijing-Xinjiang Highway and Beijing-Tibet Highway, we will take full advantage of the international effects of the two major events to realize the complementarity and optimal allocation of industrial resources among different districts. Efforts will be made to refine the talent team, service platforms and innovation and entrepreneurial environment to attract leading Chinese and foreign companies, universities and research institutes to settle in Yanqing, so as to comprehensively boost the high-quality development of its green high-end industries. 

V. Safeguards

1. Intensifying organization and leadership. A taskforce will be formed to be specifically responsible for developing high-end industries in Yanqing District. Its work includes guiding and arranging the priorities for that purpose and coordinating for the solution of major problems encountered in the process. All relevant departments shall appoint a person in charge, detailing the work measures and work out their implementing plans, a special team formed for key projects. Projects in high-end industries will be registered and placed under dynamic management, covering project discussion, approval, preliminary formalities, construction, completion and production, for which dedicated personnel will be assigned all the way through. Organization and coordination need to be intensified overwhelmingly, with the procedures streamlined and the whole projects back-scheduled to ensure their efficient implementation while meeting the quality and schedule requirements.

2. Improving business environment. All units shall implement the "9+N" policy measures across the board. The system and mechanism reform will be deepened regarding such milestones as business licensing, issuance of construction permit, electricity access, asset registration, credit acquisition and tax payment. Meanwhile, steps will be taken to streamline procedures, improve services, lower cost and strengthen supervision to help enterprises overcome difficulties with better services. The Yanqing Park shall function as a bridge between government departments and entrepreneurs, and provide all-round services with accuracy and consideration for enterprises to enhance their sense of gain. The responsibility-clarity system will be refined to better the one-on-one and targeted services for each enterprise.

3. Providing more policy support. We will implement the policies issued by the CPC Beijing Committee and Beijing government on talents, capital and land, while formulating auxiliary policies in view of Yanqing District's actual situations to materialize key projects of the high-end industries. (1) We will actively introduce excellent talents to Yanqing to give special support to the introduction and cultivation of those specialized in high-grade, precision and advanced industries, thus fostering a talent system with Yanqing characteristics. (2) We will issue policies on the special financial support for high-end industries and offer greater fiscal, tax and financial support. (3) We will specify the industrial plans and spatial layout in the district to control and lower the cost of newly supplied industrial land, in order to guarantee the high-quality development of high-end enterprises with favorable land policies. (4) We will create an evaluation reference system for enterprises in Yanqing. We will use an industrial index assessment mechanism and monitoring system with Yanqing features to guide, in a more scientific and efficient manner, the materialization of projects and the formation of a high-end economic structure in the district. (5) We will perfect the supportive policy system to bolster the development of key high-end industries and the building of their innovation capabilities. The policy measures will ensure the establishment of a high-end industrial structure.

4. Reinforcing industrial research. While accurately understanding the laws, trends and dynamics of industrial development, we will study and analyze the industrial chain, value chain and innovation chain, concentrate resources on key areas with distinct features and employ targeted policy measures. Special attention will be paid to the implementation of a batch of sci-tech achievements, industrial projects and development policies while reserving a group of key projects, so as to enhance the motivation of regional development. Experts-advisers -industrial alliances will be given full play, including a team of cadres and officials with capability, sense of responsibility and international vision who understand economy, the Park and industry and are good at administering, coordinating and serving the enterprises will be cultivated. By establishing mechanisms and platforms, releasing policies, improving services and creating a favorable environment, we are committed to fostering ecology conducive to the high-end industrial mix.

5. Stepping up examination and assessment. We will enhance regular examination and targeted inspection to timely understand how the tasks and policy measures are being implemented and find solutions for problems occurring in the process. The implementation of action plans carefully assessed, according to which relevant policy measures will be adjusted and perfected, so as to create the right conditions for all work and make sure the tasks will be achieved on time with high quality.

6. Increasing publicity. Grasping the opportunities of hosting the Beijing Expo 2019 and Beijing 2022, we will utilize all kinds of media and platforms to promote the policies in support of high-end industries. We will draw public attention to industrial development and strive to maintain a favorable atmosphere where all market entities, agencies and government departments will jointly contribute to forming a green, high-grade, precision and advanced industrial structure.
