Implementation Plan of the Shunyi District for Fully Promoting the Construction of the Demonstration Zone of Comprehensive Pilot Program for Further Opening up the Service Sector in Beijing Municipality

The Plan is formulated according to the actual conditions of Shunyi District and in accordance with the Overall Plan for Promoting the Comprehensive Pilot Program for Further Opening up the Service Sector in Beijing (Guo Han [2019] No. 16) approved by the State Council and the relevant requirements of the Municipal Government, in order to facilitate the construction of the demonstration zone of the comprehensive pilot program in the district, boost high-quality economic development, and play the exemplary and leading role in the program.

I. General Requirements

With the Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era as the guideline, the spirit of the 19th National Congress of the Communist Party of China (CPC) and the second and third plenary sessions of the 19th CPC Central Committee shall be comprehensively implemented, and the spirit of the important speeches delivered by General Secretary Xi Jinping during his inspection in Beijing Municipality shall be thoroughly carried out. On the basis of Beijing's strategic positioning, an opening-up system of the service sector in line with international rules for investment and trade shall be built in due course, to help develop Beijing into a political, cultural, international exchange and scientific and technological innovation center. The leading role of Beijing Capital International Airport Economy Demonstration Zone and Beijing Tianzhu Free Trade Zone in opening-up shall be given better play to facilitate the coordinated development of the Beijing-Tianjin-Hebei Region. The opening-up and innovation of industrial finance shall be scaled up to promote the high-quality development of the real economy. The quality of consumer service industries shall be improved to advance the building of a top-class capital of harmony and liveability. And a stable, fair, transparent and predictable business environment shall be created to help promote the reform and opening-up in Beijing, so as to shape a new opening-up landscape of the service sector featuring more open market, more reasonable institutions, more effective regulation and better environment.

II. Main Tasks

(I) Serving the construction of a political center and building an important portal for the country to open up to the world. We shall continue to focus on guaranteeing political security and creating a safe and sound government environment; improve the security system for the open economy to enhance security capabilities; make every effort to build the Beijing Capital Airport Economic Demonstration Zone, and facilitate upgrading of the demonstration zone in terms of quality, efficiency and transformation, so as to better perform the function of Beijing as an important portal of China's opening-up.

(II) Serving the construction of a cultural center by vigorously developing cultural trade. We shall actively carry out policies that allow foreign investors to invest in and set up entertainment venues, business entities of commercial performance sites, and performance brokerage institutions without restrictions on investment proportion, and strive to have pilot projects to be implemented in Shunyi; adhere to integrating further opening-up and strengthened regulation, hold on to the bottom line of security firmly, and increase interim and post-mortem supervision of the cultural market. Priority shall be given to developing cultural trade in cultural information, creative design, games and animation copyright. "Culture+" overall export supported by digital technology and led by high-end services shall be promoted. Active efforts shall be made in building national bases for foreign cultural trade and cultural export. International cultural tourism enterprises shall be introduced for establishing well-known cultural tourism IP incubators. The development of overseas Chinese cultural relics trade market shall be encouraged. Vigorous efforts shall be made to develop cross-border cultural trade and establish a full industry chain service platform for international cultural exhibition, exchange, authentication, trade, finance, logistics and industrial cooperation, thus providing new regional support for the development of Beijing as a cultural center.

(III) Serving the construction of an international exchange center by enhancing the functions of airport hubs and business exhibitions. By better utilizing international airport hubs, we shall explore new modes of customs supervision and taxation of corporate aircrafts. promote the development of inbound tourism, shopping, exhibition and business services by fully leveraging the policy of 144-hour visa-free transit in Beijing, Tianjin and Hebei. We shall advance the planning and construction of key projects such as the Phase II and Phase III of new China International Exhibition Center and the Airport International Duty-free Plaza to attract high-quality international business exhibition resources. We shall develop Meeting, Incentive, Conference and Exhibition (MICE) tourism by combining tourism and MICE resources to attract MICE tourists and increase consumption. Exhibits are allowed to be filed in advance according to law, then released by means of guaranty, and transferred to the special supervision zone of the customs after the exhibitions for write-off upon verification. We shall stage successfully the parallel session of China International Fair for Trade in Services in Shunyi District, China Satellite Navigation Conference, and World Intelligent Connected Vehicles Conference, and scale up the exhibitions, to promote international influence and create a world-class industrial exchange hub.

(IV) Serving the construction of a scientific and technological innovation center and building an international platform for developing the technology service industry. Multinational companies are encouraged to set up their R&D centers in Shunyi District, in order to accelerate the cluster of international R&D centers and high-level talents. The overall coordination and service platform for commercialization of scientific and technological achievements shall be built in all dimensions, with an in-depth docking mechanism with universities, colleges and research institutes in Beijing, so as to promote the commercialization of scientific and technological achievements in Beijing. Support shall be given to set up R&D platforms of the biomedical industry, and basic test conditions for customs clearance of imported medicine shall be formed quickly to improve the clearance efficiency. The construction of demonstration zones of innovative industry clusters shall be speed up with the focus on new-energy intelligent vehicles, third-generation semiconductors and aerospace industries and by facilitating the implementation of a number of key projects. The development of innovative ecological systems in intelligent connected vehicle, industrial Internet, 5G and intelligent manufacturing shall be promoted by building relevant support platforms to ease the organic integration of industry, innovation and ecological chains. A plan for doubling the number of high-tech enterprises shall be formulated and implemented, with priority given to foster "little giant", "unicorn" and vhidden champion" enterprises, and incubate small and micro high-quality start-ups and technology-based enterprises, so as to help form a development pattern featuring "strong large enterprises and prosperous innovative enterprises", and gather more demonstration projects that lead to high-quality development.

(V) Strengthening the leading role of airport economy in the opening-up and promoting the coordinated development of Beijing-Tianjin-Hebei Region. The preferential policies of Beijing Capital Airport Economic Demonstration Zone and Beijing Tianzhu Free Trade Zone shall be leveraged to attract internationally well-known aircraft maintenance projects to settle in Shunyi District. Support shall be given to build an aviation equipment sharing platform. A bonded logistics model based on the logistics chains of enterprise groups with  headquarters shall be put into practice. We will build an aviation equipment exhibition and trading center, and speed up promoting pilot program of support projects on bonded aviation equipment sharing. Exploration shall be made in pilot projects for contract repairing and subcontracting of aviation equipment maintenance that needs imported raw materials and that is entrusted by a foreign company. Aircraft maintenance enterprises are encouraged to undertake overseas aviation equipment contract repairing and subcontracting business. Innovation shall be made in the supervision mode of the finished automobile import port of Beijing Capital International Airport. We will extend the function of the  finished automobile import port to the bonded functional area of Beijing Tianzhu Free Trade Zone and promote the construction of the testing line project for finished automobile import import. Duty-free imported goods shall be sent to Beijing Tianzhu Free Trade Zone for bonded warehousing according to the classified supervision methods of goods. Under the premise of effective supervision and controllable risks, bonded maintenance and related business can be performed. Exploration shall be made to allow qualified enterprises outside the Special Customs Supervision Zone to carry out bonded maintenance businesses with high added value, high technology content and no pollution, and with both raw materials and customers from overseas. Regulatory measures shall be eased for moving solid wastes, sub-quality products products and packaging materials within Beijing Tianzhu Free Trade Zone outside for disposal. In terms of financial leasing for imported aircrafts and other large equipment in the special supervision area of the customs, remote delegated customs supervision shall be implemented according to the actual needs, and the aircrafts and other large equipment shall be deemed as having entered the District in implementation of the taxation, supervision and finance policies. Support shall be given to the construction and development of Xiong'an New Area and Beijing sub-center, with facilitation in the customs clearance for importing necessary and critical materials and equipment. We shall improve the docking of Beijing Tianzhu Free Trade Zone, Beijing Capital Airport Economic Demonstration Zone and Beijing Daxing International Airport Economic Demonstration Zone, and promote regional coordinated development.

(VI) Building the capital industrial finance center with a focus on developing industrial finance and offshore finance. Firstly, we shall develop industrial finance with unique features. We shall actively foster new financial business such as industrial funds, financial leasing and commercial factoring to optimize the financial sector by relying on resources of Houshayu Financial Business District, Mapo Financial Town and Airport Financial Lease Industrial Park. Pilot projects for financial leasing of intangible assets including copyrights, patents and trademarks shall be carried out to boost the real economy. Eligible banks are encouraged to set up branches in Beijing Capital Airport Economic Demonstration Zone on their own commercial wills. Full play shall be given to the platform function of funds and management companies in Shunyi District to attract associated fund companies to settle in. Financial institutions in Shunyi District shall be provided with guidance on innovation in green financial instruments and products to perform green credit business. Secondly, we shall explore and develop offshore finance. Relying on the resources of Beijing Capital Airport Economic Demonstration Zone and Beijing Tianzhu Free Trade Zone, we shall vigorously develop financial leasing clusters and actively strive for relevant preferential policies. Support shall be given to key enterprises, such as Beijing Culture & Technology Financial Leasing Co., Ltd. and AVIC International Leasing Co., Ltd., to make them grow bigger and stronger. Foreign-funded financial institutions shall be actively introduced for vigorous development of financial leasing. And technology-based leasing shall be promoted and exploration in using RMB for cross-border settlements shall be cunducted. Thirdly, we shall increase support for enterprise listing. We shall actively support eligible key enterprises to go public, with a focus on the whole process of listing covering pre-listing tutoring, in-process support and post-listing services, and build a headquarter base for enterprises that go public in groups by coordinating departments, mechanisms and market entities. Fourthly, we shall promote trade finance facilitation, innovate in diversified guarantee models and push forward the reform on customs bonds insurance, so as to reduce the financing costs of foreign trade enterprises.

(VII) Improving the quality of consumer-oriented service industries to advance the building of a top-class capital of harmony and livability. Firstly, import of diversified and high-end service provision shall be facilitated. Support shall be given to pilot schools with international characteristics for admitting children of expatriates and Chinese residents. A more relaxed and easy entry-exit process as well as living environment for high-level foreign talents shall be provided through the Shunyi District Entry-Exit Service Hall for Foreigners. Foreign investors are encouraged to donate money for setting up non-profit nursing institution for the aged. Relying on the national inspection platform for five categories of imported goods and cross-border e-commerce platforms, we shall optimize and simplify supervision and supporting policies to build a whole-industry-chain platform for five categories of imported goods that integrates the functions of cross-border e-commerce, exhibition and trading, processing and cutting, warehousing and logistics, and safety traceability. Secondly, new forms and models of consumer-oriented service industries shall be developed. Cooperative projects with Alibaba and JD.com in Shunyi District shall be advanced quickly, and efforts shall be made to implement demonstration projects of new retail, intelligent logistics, cross-border e-commerce, health, entertainment and other fields in Shunyi District. The construction of a comprehensive pilot zone for cross-border e-commerce shall be promoted, and the warehousing of bonded goods under cross-border e-commerce is encouraged with the policy on trial implementation of the "1210" supervision model for online shopping of bonded goods put into practice, to improve efficiency of e-commerce customs clearance. Full play shall be given to direct-purchasing channel and warehousing of bonded goods, to scale up the warehousing and personal direct mail service. In line with the current regulations, efforts shall be made to test cross-border e-commerce modes for import of certain pharmaceutical products. Thirdly, the construction of international talent communities shall be advanced. Infrastructure construction shall be strengthened and public service level shall be promoted, to facilitate exchange and integration of diverse cultures and build an innovation and entrepreneurship platform for high-level foreign talents. 

(VIII) Referring to advanced international rules to create a world-class business environment. Firstly, government services shall be improved. The "e-registration" model for enterprise registration shall be innovated, and electronic application for the whole process shall be encouraged, with the use of electronic business licenses in all aspects to significantly increase the efficiency of starting a business. Tentative measures shall be taken to simplify the registration procedures for company changes and further optimize the summary procedures for de-registration. The "breakfast meeting" system for business environment shall continue to be implemented and an information platform for serving enterprises shall be built, to accurately meet the needs of enterprises and solve their difficulties. Foreign talents holding permanent resident permits shall be allowed to enjoy national treatment when setting up technology-based enterprises in Beijing Tianzhu Free Trade Zone. Secondly, the corporate credit system shall be improved. A district-level public credit information service platform shall be built with accelerated data collection, sharing and application, so as to speed up its integration with the municipal platform. Meanwhile, efforts shall be made to dock with the enterprise credit information disclosure system of Shunyi District and "Intelligent Shunyi" platform and gradually perfect the complex functions such as unified credit information disclosure, risk warning, credit restraint and joint punishment, so as to promote enterprise information sharing among district government departments, realize cross-departmental interactions on work and improve governance. Cross-departmental supervision by "two random selections, one disclosure" (randomly selecting objects of inspection and inspectors, and disclosing inspection results to the public) and management of the list of enterprises with abnormal operations shall continue. Thirdly, cross-border trade facilitation shall be promoted by further extending the functions of China (Beijing) International Trade Single Window to fields of bonded processing trade, cross-border e-commerce and trade in services.

III. Organization and Implementation

In accordance with the work requirements of Beijing Municipal Leading Group for Further Opening-up the Service Sector and in light of the actual conditions of Shunyi District, we shall continuously improve the leading group and special shift system of Shunyi District to build the demonstration zone of comprehensive pilot program for further opening up the service sector in Beijing Municipality, and establish work mechanisms for scheduling and negotiation, supervision and assessment, and special case reporting. All district-level responsible departments shall focus on further reforming institutions and putting new business forms and projects in practice as per the requirements of "making pilot tasks to be a project", and perform well in promoting demonstration projects, enterprises, reforms, zones and platforms, to make concerted efforts to boost open development. New cases and issues arising in further opening up the service sector shall be analyzed and discussed in a timely manner, so as to adjust and optimize the pilot measures accordingly. For major matters in the pilot work, the district leading group office shall report promptly to the Municipal Leading Group, to ensure the success of all tasks of Shunyi District in building the demonstration zone.
