
Shunyi District
Shunyi is located in the northeast of Beijing, adjacent to the capital's sub-center. The district is where Beijing Capital International Airport lies and is the most important area out of the "Multiple Points" spatial structure layout defined by the new version of Beijing's urban general planning. In 2019, Shunyi achieved 6 percent of district GDP growth year-on-year. The revenues in general public budget recorded 4 percent annual increase, reaching 16.57 billion yuan. District-wide per capita disposable income increased by 9.2 percent compared with last year. Investment in fixed assets reached 46.27 billion yuan, maintaining a stable size overall. Meanwhile, retail sales of consumer goods totaled 50.61 billion yuan, realizing 5.7 percent growth yearly.
Shunyi District has a solid industrial foundation. As the base for advanced manufacturing and the ground for science&technology achievements transformation in Beijing, Shunyi has fostered two hundred-billion-level mega-industries, namely, automobile manufacturing and aerospace industry. As the major district for intelligent connected vehicle (ICV) industry and Beijing's automobile industry, Shunyi has developed a complete set of industrial chains, attracting over 400 automakers from more than ten countries to come here and the total investment amounts to 50 billion yuan. Shunyi is a district that pools traditional automakers, new energy vehicles (NEV) and ICV automakers together, gathering companies like BAIC Group, Beijing Hyundai, Mercedes-Benz New Energy, BMW China R&D Center and Didi Chuxing. Moreover, a number of industries in the fields of chips, electronics, 5G communication, high-precision mapping quickly gathered here. At present, Shunyi is home to four finished automobile companies, nine R&D centers and a hundred auto parts companies and thus has the capacity to produce over one million traditional vehicles and over 100,000 NEVs annually, with close to 180 billion yuan of industrial output of the auto industry.
Shunyi is Beijing's industrial financial center, national industry-finance cooperation pilot district and Beijing finance (financial) lease cluster. At the moment, the district has over 300 top financial organizations including China Minsheng Banking Corp (CMBC) headquarters, China Asset Management Co., Lt. (ChinaAMC), Beijing Life Insurance and Cul &TechFLCo. Shunyi takes pride in its industrial finance sectors including fund, finance lease, commercial factoring and it is the second largest conglomeration of finance lease in Beijing, pooling over 80 prime funds such Guochuang Fund, SDIC Fund, CCCC Fund and ChinaLCO Fund. Altogether, the district has 1.8 trillion RMB of fund under management and 400 billion yuan of industrial fund. Furthermore, Shunyi is gaining strength in the real economy of financial services and its financial sector has become the third pillar for the district.
Moreover, Shunyi boasts major international exchange platforms including the New China International Exhibition Center and National Base for International Cultural Trade. In 2018, Shunyi's economic aggregate ranked fifth in Beijing, being the first among urban development new districts. At the same time, the district's total industrial output also ranked among the top in Beijing. At the moment, Shunyi is focused on building a "3+4+1" new landscape dominated by sophisticated industries, namely, giving priority to three innovation-driven industry clusters including "new energy intelligent vehicles, third-generation semiconductor and aerospace industry", four modern service sectors including "airport economy, industrial finance, business convention&exhibition and cultural creativity tourism", as well as one industrial eco-system of "intelligent manufacturing".
Shunyi is an extremely attractive place. There are two important rivers running through the entire district of Shunyi and the riverside of Wenyu River is a villa area with the most characteristic Western style. The riverside of another river, Chaobai River, is endowed with ChaoBai River National Forest Park covering 63,000 mu (a unit of area=0.0667hectares). Moreover, Shunyi is the district where lies the Wucai Shallow Mountain that stretches hundreds of kilometers, Olympic Rowing-Canoeing Park with green rippling lakes and Beijing International Flower Port with blooming flowers. The district's per capita green space and greenery coverage rate ranked second and third respectively in Beijing. Moreover, over the recent years, Shunyi has made a number of achievements including being listed as the "National Hygienic Urban Area", "National Verdurization Model City". It will be acknowledged as a "National Ecological Demonstration Area" and a leader in building national and municipal-level towns with great environment and villages with great ecology. At the same time, Shunyi is working to build itself into a "National Civilized Urban District". Apart from that, the district owns a number of high-end supportive living facilities, including the central villa area, which is the most vintage comprehensive, high-quality and international villa cluster, as well as international schools, five-star hotels, clubhouse, polo clubs and golf clubs. All these make the beautiful district rather livable for its residents.
Shunyi has a complete set of supporting facilities. The district enjoys a wholesome set of public services. It boasts five tertiary hospitals, eight higher institutes of learning, three municipal-level model high schools and 5,400 beds for elderly nursing. Moreover, it is becoming a business center in northeast Beijing with major brand businesses such as Sam's Club and Carrefour, and is speeding up its effort to build Beijing Airport International Duty-free Town. Furthermore, Shunyi boasts superb traffic networks. Among them is Beijing Capital International Airport, ranking second in the world with its annual ridership of nearly one hundred million and being one of the first airports in China to adopt 72-hour transit without visa policy. In addition, the district has two subway lines and six expressways, making it the new district with the most dense road traffic networks in Beijing. Shunyi is a rather international district as there is a specially-purposed entry and exit service hall which provides ten categories of special policies for foreigners. Shunyi is actively pushing ahead the construction of international talent community and the district has over 10,000 permanent foreign personnel, one sixth of Beijing's schools for children of foreign nationality and half of capital's best international schools, making it Beijng's largest international education hub. Besides, there are over 700 foreign-invested enterprises including BMW (China) R&D Center and Munters (Beijing). Among them, there are over 80 multinational companies and over 30 Fortune 500 ones. Furthermore, Shunyi has fostered sister city ties with a number of cities from Germany, Italy and US.
Shunyi boasts ample room for development. In order to promote city-industry integration, Shunyi is committed to building four major project spaces. Among them is Beijing Tianzu Comprehensive Bonded Zone, which is the only comprehensive bonded zone encompassing airport cargo port in Beijing and even China, offering policies including bonded inbound foreign cargo, duty-free for cargo circulation within the area and outbound domestic cargo tariff drawback. Altogether, there are over 400 enterprises located here, with a number of pillar industries represented by medicine, aerospace, culture, cross-border e-commerce and distinctive finance, making the district an essential driving force for further opening-up in the service sector in both Shunyi and Beijing. The Beijing Airport Economic Core Zone centers on Beijing Capital International Airport and is the core area of the airport economic area, which is one of the six high-end functional areas prioritized by Beijing. At present, 2,600 enterprises have joined the rank and there formed an array of major fields represented by aerospace, modern logistics, emerging finance, business convention&exhibition as well as hi-tech sector. Zhongguancuan Shunyi Science Park is the main area for Beijing's leading industry and the major undertaker of scientific achievements transformation and industrialization, as well as a demonstration area for the development of innovation-driven industry cluster in Shunyi. Over time, the Shunyi Science Park has attracted over 2,000 enterprises and 300 hi-tech ones and formed a number of pillar industries represented by intelligent new energy vehicles, third-generation semiconductor, aerospace, next-generation IT, high-end equipment manufacturing, biomedicine and big health. On the other hand, the Green Eco-Industry Function Zone encompasses the most unique and representative tourism resources in the district and there formed a distinctive eco-industry cluster featured by large-scale sporting events, cultural tourism, sports and leisure and featured agriculture.
