Implementation Opinions on Strengthening the Development of the Government Service System in Shijingshan District

To implement the decisions of the CPC Beijing Municipal Committee and the People's Government of Beijing Municipality on further promoting the reform to streamline administration, delegate power, strengthen regulation and improve service, these Implementation Opinions are formulated in accordance with the Opinions of the People's Government of Beijing Municipality on Strengthening the Development of the Government Service System (Jing Zheng Fa [2016] No. 62), with a view to promoting high-end eco-friendly development of our district and to further improving our district's government service system.

I. General Requirements

(i) Guideline

We will fully apply the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, earnestly study and apply the spirit of General Secretary Xi Jinping's important speeches as well as his important speeches during his two visits to Beijing, and stick to the new development concept. Besides, in accordance with the requirement of building an innovative, clean and service-oriented government ruled by law, we will further improve the service system, change the ways of service provision, optimize service processes, enhance service efficiency, provide better and more convenient services for mass entrepreneurship and innovation, and give strong support for the economic and social development of the district.

(ii) Basic Principles

Observance of laws and regulations. We will base our thinking and approaches on the principles of the rule of law to standardize our government service behavior, restrict our discretion, safeguard the lawful rights and interests of the people, and strive to bring our government service up to a higher level of institutionalization and rule of law.

Consistent standard. We will actively promote the standardization of government services, establish a consistent and normative system of standards, and continuously standardize the development and operation management of government services, items management, and informatization.

Openness and transparency. We will promote the disclosure of government service information, make the government service process open, transparent, traceable and verifiable, and effectively protect people's rights to know, engage and supervise.

Opening up and sharing. We will speed up the development of "Internet + Government Services", strengthen coordination, promote data sharing, break information barriers, realize interconnectivity, and improve the overall efficiency of government services.

Convenience and high efficiency for the people. We will stay demand-oriented, enhance our service awareness, simplify our service procedures, optimize our work processes, improve our service quality, and make our services more easily accessible, convenient and more efficient for the general public and enterprises.

(iii) Work Objectives

In line with the requirement of changing government functions, we will further improve the government service management system and mechanism and promote the in-depth integration of physical platforms and online platforms for government services by centering on regulating the management of government service items, taking standardization as the means, focusing on simplifying procedures and optimizing services, and relying on "Internet + Government Services". According to the master work schedule of Beijing, we plan to build an efficient online government service system that integrates administrative examination and approval and public service functions in 2019, which will achieve four-level connectivity and coordination among the Beijing municipal authorities, sub-districts and communities, so as to effectively serve the people's livelihood.

II. Main Tasks

(i) Strengthening organizational guarantee. We will establish a Shijingshan District Government Service Steering Group to organize and coordinate government services across the district. The standing deputy district head and the executive deputy district head will serve as the leader and deputy leader of the Steering Group, respectively. The members of the Steering Group will consist of the main leaders of relevant government service entities and sub-district offices (Lugu Community) (hereinafter collectively referred to as "sub-district offices"). The Steering Group will have an office located in the district administrative service center.

(ii) Regulating the working system. We will institute a government service work system and establish a district-level government service management body. The sub-district offices will establish their respective government service management bodies, responsible for managing government services in their respective jurisdictions. To further regulate and standardize government services and facilitate public recognition and social supervision, the service hall of the district administrative service center shall be named"Shijingshan District Government Service Center"; the component departments of the district government and its affiliates shall establish their respective specialized service halls as sub-centers of the district government service center, which shall be consistently named "XXX Sub-Center of Shijingshan District Government Service Center"; the resident affairs hall of each sub-district office shall be consistently named "XXX Sub-District Government Service Center of Shijingshan District". The government service centers and sub-centers at all levels shall be equipped with consistent logos, signage, and staff uniforms. Service stations shall be established in communities to provide relevant government services, thereby forming a sound four-level government service system consisting of municipal, district, and sub-district government service centers and community government service stations.

(iii) Defining tasks. The district-level government service management bodies shall be responsible for organizing and delivering district-wide government services, and providing guidance for the sub-district offices o X Sub-Center of Shijingshan District Government Service Center"; the resident affairs hall of each sub-district office shall be consistently named "XXX Sub-District Government Service Center of Shijingshan District". The government service centers and sub-centers at all levels shall be equipped with consistent logos, signage, and staff uniforms. Service stations shall be established in communities to provide relevant government services, thereby forming a sound four-level government service system consisting of municipal, district, and sub-district government service centers and community government service stations.

(iii) Defining tasks. The district-level government service management bodies shall be responsible for organizing and deli n work related to government services. They shall also be responsible for developing, operating, supervising and managing the district government service center, and guiding, coordinating and supervising the construction, operation and management of the government service sub-centers and sub-district government service centers. Besides, they shall be responsible for guiding and promoting the development of the government service system and innovation of service methods, and coordinating and promoting the development of "Internet + Government Services". The government service management bodies of sub-district offices shall be responsible for government service management within their respective jurisdictions, as well as the development, operation, supervision and management of their respective sub-district government service centers and the community government service stations within their respective jurisdictions. The departments and affiliates of the district government shall be responsible for carrying out specific government service work including combing through and dealing with their respective government service items, preparing service guidelines, interfacing service systems, opening up data resources, optimizing service processes, and innovating service methods.

(iv) Regulating the management of service items. We will organize relevant government service providers to compile a list of government service (public service) items and a service guide in accordance with relevant laws and regulations and the list of rights and responsibilities of our district, release them to the public as required by relevant laws and regulations, and update and maintain the same on a real-time basis. The government service items shall be included in district and sub-district government service centers by the "inclusiveness"principle. Government service items approved not to be included in district and sub-district government service centers shall be uniformly managed by the district and sub-district government service management bodies to realize information sharing.

(v) Intensifying service operation management. We will continue to standardize the operation and management of the government service centers, improve relevant working policies, standardize government services, and research and develop relevant standards for the management of government service items and for the service organization, operation, management, supervision and evaluation of the government service centers, so as to achieve professional, normative and streamlined management. We will gradually establish an operating mechanism featuring "one-window acceptance, one-stop service, one-platform sharing and one-network inclusion". We will actively explore the possibilities for government service providers with relatively concentrated powers of administrative examination and approval and relevant conditions to gradually integrate their examination and approval functions and personnel scattered in multiple internal bodies and concentrate them at the examination and approval departments and offices, and then concentrate these departments and offices at the government service centers.

(vi) Speeding up the promotion of "Internet + Government Services". We will coordinate the relevant government service providers to smoothly interface with and properly use the municipal administrative approval management platform and the municipal investment project online approval and regulation platform, open up data resources, and extend relevant platforms to sub-districts and communities. We will rely on relevant platforms to break through data barriers and, in line with the deployments and schedule requirements of Beijing, gradually promote the coordination of government services across the district as well as information connectivity and sharing, particularly the connectivity among basic information databases such as social credit, population, juridical persons and geographical databases. We will gradually integrate the physical platforms and online platforms for government services, integrate business systems, coordinate service resources, and unify service standards, so as to achieve seamless connectivity and integration of all services.

(vii) Optimizing service methods. We will actively comb through key and difficult items concerned by enterprises and the general public in a targeted manner, develop government service products, optimize the service methods, and provide quality service products. We will promote the integration of the government service system and the grid-pattern city service management system, extend government service items closely related to the general public to the grassroots level, and implement service modes such as door-to-door service, appointment-based service, self-service, entrusted service, and city-wide general service. We will popularize online consultation, application, acceptance, handling and feedback for government service items wherever possible throughout the process. We will promote the online sharing and reuse of service materials, online verification of service information, and the application of electronic certificates, documents and signatures in government services. We will bring in private resources and engage third-party platforms to provide appointment inquiry, license mailing, and online payment services, so as to maximize the convenience of government services.

(viii) Expanding the scope of services. We will make the best of the physical platforms and online platforms for government services, explore possibilities of including information inquiry, policy release, public welfare publicity and other services into the scope of the government service system, and further expand the scope of services. Where possible, we may factor in information disclosure, public opinion collection, and comprehensive regulation in light of the needs of service recipients and the development of the government service system.

(ix) Strengthening personnel management. Following the principle of "simplification, consistency and efficiency", the relevant government service providers shall assign civil servants or personnel who meet the statutory requirements of corresponding posts to government service centers at different levels, and provide them with relevant business training. To improve the service quality, more personnel can be assigned to auxiliary posts by means of government procurement of services according to the post requirements. The government service management bodies at district and sub-district levels shall put in place comprehensive assessment mechanisms and grassroots post incentive mechanisms for personnel of government service centers at different levels and organize relevant special training, so as to constantly improve the personnel's service level.

(x) Intensifying supervision and management. We will strengthen the overall coordination and information exchange for government services across the district. Besides, we will intensify supervision and inspection over the handling of government service items and the service behavior, efficiency, and attitude of relevant personnel. Moreover, we will improve the electronic supervision system so as to realize dynamic supervision of government services throughout the process. Furthermore, we will explore possibilities of developing a government service evaluation system engaged by the public, build an interactive platform between the government and the public, and actively respond to social concerns. In addition, we will tighten the accountability system and promptly order personnel who have violated relevant rules and regulations to make rectification. Those who are suspected of violating disciplines and laws shall be dealt with by relevant authorities according to discipline and law.

III. Supporting Measures

(i) Unifying cognizance and strengthening leadership. Government service providers shall place a high priority on the development of the government service system, unify their cognizance and make concerted efforts to this end. We will establish a working mechanism under which top leaders take overall responsibility and other leaders in charge take specific responsibilities. On this basis, we will define the responsible departments and personnel, conduct research and make arrangements on a regular basis, organize research and development of work plans for the development of the government service system, define responsibilities, tasks and the deadlines, strengthen supervision and inspection, and secure earnest implementation thereof.

(ii) Intensifying coordination and linkage. We will establish a coordination and linkage mechanism for government services, particularly for government service matters involving a number of relevant government service providers, so as to engage in consultation and communication by different categories, industries, levels and stages, strengthen overall coordination and ensure smooth progress. We will step up efforts in publicity of government service management in diverse forms, provide proper guidance for public opinions and create a good atmosphere for the development of the government service system.

(iii) Assigning responsibilities and tightening assessment. The district government will include the development, management and innovation of the government service system at the district, sub-district and community levels into the scope of government performance assessment, strengthen the supervision, inspection and accountability of government services, and ensure the steady progress of the three-level government service system.
