Shijingshan is one of the central districts of Beijing and it sits along the west extension line of Chang'an Avenue. The district is only 14 kilometers from Tiananmen Square, covering a total area of 84.38 square kilometers. There are 590,000 permanent residents in Shijingshan. The district used to be an industrial powerhouse as the eight major manufacturers in west Beijing led by Shougang Group used to make outstanding contributions to the capital's development. As of the 2008 Beijing Olympic Games and adjustment of urban function positioning, a group of sophisticated industries have thus emerged rapidly in the district, such as modern finance, cultural creativity and hi-tech sector. Shijingshan boasts favorable eco-environment. Shijingshan got its name from Shijing Mountain, known as "the First Celestial Mountain in the Capital of the Yan State". Moreover, Yongding River, Beijing's mother river runs through the district and stretches up 13.8 kilometers. Mountainous areas and urban green space cover 23% and 52.38% of Shijingshan respectively, meaning the per capita green space is 20.51 square meters, making it the central district with the richest forest and mountain resources, with the highest green space coverage rate and the largest share of public green space per capita. Thus Shijiangshan is praised as enjoying the privilege of having "half mountains and rivers, half urban areas".
Shijingshan boasts profound culture. Shijingshan enjoys 110 historic and cultural resources, among which the most well-known ones are Beijing Lingguan Temple where one of the world's only two tooth relics of Buddhist Sakyamuni is kept, and Dharma-samudra Vihāra, world-renowned for its mural paintings from Ming Dynasty, as well as Cishan Temple, Wanshan Bridge and Nanmachang Reservoir. Besides, there are Shijingshan Amusement Park, International Sculpture Park and Langyuan Park. Altogether, Shijingshan is a cultural and artistic district that integrates urban art center, grassland art gallery and creative experience.
Shijingshan enjoys rock-solid industrial foundation. Centering on functional layout designated by Beijing's urban master planning, Shijingshan will spare no efforts to build a "1+3+1" portfolio of sophisticated industry cluster dominated by modern finance, supported by business service and featured by science&technology service, digital creativity and next-generation IT. Up to now, the district owns 14 national-level science&technology innovation bases, 78 municipal science&technology bases of all categories and up to 900 national hi-tech enterprises. In 2019, the district-wide GDP was CNY 63 billion and tertiary industry's contribution to economic growth stood steadily over 70%.
There is abundant room for development here in Shijingshan. The New Shougang High-end Industry Comprehensive Service Zone covers an area of 8.63 square kilometers, being the only area available to be developed at large-scale jointly. Moreover, there are 9.67 million square meters of industrial land to be tapped in the district. With a number of projects being completed and put in operation, including Bank of Beijing Insurance Industry Park, China Sea Century Technology Finance Town, West Beijing Business Center, over tens of millions of square meters of office space will be available in the future and provide ample room for the implementation of major industrial transformation projects.
Shijingshan offers excellent services. Under the framework of Beijing's "9+N" policies, Shijingshan mapped out a three-year action plan to improve its business environment. As a result, the coverages of "administrative affairs online handling", "all-in-one offline service" and "one-window request handling" have all exceeded 90%. Moreover, the district has set up green channels and the one-stop administrative service area. As a result, residents can now get up to 30 frequently handled matters done "once for good". Furthermore, Shijingshan rolled out "Hundred People Matching Hundred Companies" and "One for One" targeted corporate service mechanism, and offered services including talent attraction, children education and executive healthcare in order to address any distractive factors for corporate staff outside their work life. Meanwhile, Shijingshan issued up to 20 policies targeting public services, industry development and park building, set up the framework of the "1+N" policy system and offered an array of favorable policies like supportive policies for science&technology innovation, loan interest subsidy, rental reduction and waiver as well as talent apartment. Apart from that, Shijingshan is now actively trying to set up a development fund for modern innovative industries. With the support of sufficient capital, Shijingshan is able to encourage competitive enterprises within the district to be bigger and stronger.
Shijingshan offers rare development opportunities. As the Organising Committee for the 2022 Olympic and Paralympic Winter Games was located in Shijingshan in 2016, the district has now become home to a number of training venues serving 11 national teams in training 45 types of ice-sports, and home to women's snowboarding jumping platform for official competition event of 2022 Winter Olympics Games. Meanwhile, Shijingshan has embraced Beijing Work Station for Overseas Academics and Experts as well as Beijing Doctoral Achievements Transformation Base. All of these provide golden development opportunities for the district to gather high-end talents, improve its infrastructure and promote its urban environment.
