The Miyun Park of Zhongguancun Science Park consists of Beijing Miyun Economic Development Area, Beijing Miyun Ecological Business District, and the east section of Huairou Science City.
Functional Positioning: The park serves as a major hub for regional economic development, new quality productive forces, and commercialization of achievements.
The park is being developed according to a "1+N" industrial development plan around the four leading industries, namely healthcare, intelligent manufacturing, low-altitude economy, and environmental protection. It seeks to facilitate the comprehensive expansion of its economic scale, improve the quality of its economic development in multiple aspects, and enhance its capabilities of independent innovation and technological impacts. The park is expected to be developed into a distinctive high-tech industrial base with a well-planned spatial layout.

I. Overview
The planned area of the park is 19.44 square kilometers, with 14.25 square kilometers utilized.
The park's management committee was installed by Miyun District People's Government to oversee the development, construction, and management of the park with the aid of Beijing Zhongguancun Miyun Park Development Group Co., Ltd.

II. Geographic Advantages
The park is located within Beijing's half-hour economic circle, 50 kilometers from the urban center and 35 kilometers from Beijing Capital International Airport. Miyun Railway Station on the Beijing-Shenyang high-speed railway is located in the park, and it takes only 26 minutes from there to reach Chaoyang Railway Station. The No. 15-1 and 16 Entrances/Exits of Beijing-Chengde Expressway are also in the park, from where one takes only 30 minutes to reach Beijing-Chengde Expressway's toll gate in downtown Beijing. In addition, Jingmi Expressway (currently under construction) and Tonghuai Road will further ensure convenient access to Beijing's urban center and Beijing Municipal Administrative Center from Miyun.
III. Industrial Development
The park's development follows a "1+N" industrial development plan. Specifically, "1" refers to the healthcare industry which plays the leading role, while "N" means several high-end, precision and advanced industries such as low-altitude economy, intelligent manufacturing, and eco-environmental protection technologies.
Healthcare as a Leading Industry: The construction of Huaimi Medical Center of Peking University, which has a planned area of 1,160 mu (about 773,333.33 square meters), is underway. Once completed, it will integrate with Peking University Health Science Center to develop a research-type hospital.

The park has created a favorable ecosystem for the clustered development of healthcare enterprises, with 56 biopharmaceutical and medical device enterprises that provide hemostatics, anticancer drugs, sustained-release preparations, contrast media in medical imaging, traditional Chinese medicine, and medical devices. It is also home to three G20 Project enterprises, two new drugs of the National Category I, six municipal-level R&D laboratories, one enterprise listed on the Main Board, and one enterprise listed on the Growth Enterprise Market.
Miyun Healthcare Intelligent Manufacturing Park covers a total of 1,065 mu (710,000 square meters). With healthcare manufacturing at its core, the park houses healthcare intelligent incubators, service platforms for common first aid technologies, and industrial clusters for biomedicine, medical devices, and health supplies. Guided by the vision of "keep advanced manufacturing industries in Beijing", it strives to become an innovation hub for the healthcare industry in Beijing, a pool for the scientific and technological achievements to be commercialized locally in Beijing, and a key place for bringing back the healthcare manufacturing businesses to Beijing, supporting the full-lifecycle healthcare services in Miyun District.
Regarding the low-altitude economy, the park is home to Miyun Reignwood Star Airport, a civil aviation airport with the largest airspace, the largest fleet of aircraft most qualifications in Beijing. With 1,100 square kilometers of available airspace, it is one of the first most well-equipped airports in northern China to obtain an A1 General Airport Use Permit. The airport has an 800 meters * 30 meters runway built during the first phase of its construction, with a runway of 1,200 meters planned for the second phase. There are nine existing air routes from Miyun to Chifeng in Inner Mongolia Autonomous Region, and Rizhao in Shandong Province, with annual flight time exceeding 200 days, bringing plenty of new opportunities for air tourism and logistics.
Beihang University Science and Technology Park now has five enterprises and eight laboratories co-built with Beihang University, serving as a park for complete UAV manufacturing, flight testing, gyroscope, and manufacturing of airborne nuclear radiation monitoring equipment. The park seeks to pool aerospace, intelligent manufacturing, electronic information, and advanced material industries.

Regarding its pillar industry of intelligent manufacturing, its measurement and control equipment industry cluster was formally acknowledged as one of "2024 Distinctive Industrial Clusters of Small and Medium-Sized Enterprises in Beijing Municipality" and "National Distinctive Industrial Clusters of Small and Medium-Sized Enterprises".
Some of the niche sectors in the park are new energy vehicles (NEVs) and parts (represented by BAIC and HL Mando), safety monitoring (represented by Nuctech and Nuclover), precision machine tools (represented by CTB, Beijing Machine Tool Research Institute, and HPUP), and smart power (represented by Hezong and Bosch). There are 60 enterprises seeking to develop and produce NEVs, high-end CNC machine tools, intelligent sensors, control equipment, and electric power equipment with an annual output value of nearly CNY 10 billion. BAIC's "Stelato S9" all-electric passenger cars are also produced in the park.

The park is also a key player in the eco-environmental protection technology industry. Leveraging the big-science facilities of great significance in sci-tech research, such as the earth system science numerical simulator in the east zone of Huairou Science City, the facilities for science education bases of the Chinese Academy of Sciences, and Tsinghua University's research platform for environmental perception and intelligent response, the enterprises in the park enjoy priority regarding undertaking national-level projects, other scientific research projects and achievement commercialization projects of scientific research institutions for strategic emerging industries. Some of these institutes include the National Engineering Research Center of Industrial Wastewater Detoxication and Resource Recovery of the Chinese Academy of Sciences, and the China National Environmental Monitoring Centre. The park aims to develop application scenarios concerning ecological and environmental protection, drive the development of the eco-environmental protection industry in Miyun, and contribute to the creation of a scientific and technological innovation hub for eco-environmental protection technologies.

IV. Preferential Policies for Enterprises
(I) Support Policies
Enterprises registered in the park enjoy preferential national-level, municipal-level, and park-exclusive policies along with targeted support policies in Miyun District.
Policy support has been earmarked for newly introduced entities, entities certified for the first time as "little giants", entities that lease unused factories and supporting facilities in the park, entities recognized as R&D institutions at or above the municipal level, and entities certified for the first time as national-level high-tech enterprises.
(II) Talent Incentives
High-tech enterprises aligned with Miyun's industrial development goals and those receiving outstanding annual evaluations will be prioritized for the issuance of the work-type residence permits in Beijing, quotas for university and college graduates to enter Beijing, enrollment in kindergartens and schools, and public rental housing for talent.
There are 1,415 public rental housing units in the park for the employees of the enterprises within the park.
V. Spatial Advantages
1. A total of 1,119.07 mu (about 746,047 square meters) of land is available for bid invitation, auction, or listing for sale, with 549.52 mu (about 366,346.67 square meters) for construction (including 350.75 mu / 233,833.33 square meters for manufacturing, 65.78 mu / 43,853.33 square meters for logistics, and 133 mu / 88,666.67 square meters for multi-purposes).
2. A total of 14 industrial plants are ready for use, with a total area of 229,000 square meters comprising standard plants and office buildings;
3. A total of 20,000 square meters of commercial buildings are ready for use;
4. A total of 170,000 square meters of office buildings can be used through cooperation (held by China Resources and Greenland). These office buildings can be purchased or leased.
5. Prices for Land Transfer and Plant Rental: The price for industrial land transfer is about CNY 600,000 per mu (excluding the cost of engineering power access); the standard cost of engineering power access is CNY 390 per square meter or CNY 260,000 per mu. The factory rental fee is CNY 1 per square meter per day.
6. Free office space is provided for cutting-edge sci-tech enterprises for three years.
