6. Optimize the market access environment for new forms and models of business

7. Deepen the reform of separating business licenses from operation permits

8. Continuously improve the financing environment for micro-, small and medium-sized enterprises (MSMEs)

9. Deepen the reform of government procurement, bid and tendering

(III) To create a more open environment for investment and trade, Mentougou District shall:

10. Enhance the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone to liberalize and provide more conveniences for investment and trade

(IV) To create a more stable employment environment, Mentougou District shall:

11. Lower the standards and simplify employment conditions in some industries

12. Encouraging the flow and flexible employment of talent

(V) To create a better environment for governance, Mentougou District shall:

13. Concentrate on improving the government service quality

14. Promote the development of the digital government

15. Continue to optimize tax payment services

16. Facilitate real estate registration

(VI) To create a more standardized environment for regulatory enforcement, Mentougou District shall:

17. Vigorously promote the full coverage of supervision featuring "random selection of supervisors and supervised targets, public notification of the supervision results"

18. Strengthen whole-process credit supervision

19. Promote innovative supervision that is inclusive and prudent

20. Further standardize the supervision and enforcement

(VII) To create a fairer environment based on the rule of law, Mentougou District shall:

21. Deepen the reform of separation between complicated cases and simple ones in civil procedure

22. Establish and complete the enterprise bankruptcy system
