Opinions on the Integrated Development of the Cultural and Tourism Industries in Mentougou District
The Opinions are hereby formulated to implement the decisions of the CPC Central Committee and Beijing Municipality for culture-tourism integration, advance the integrated development of the cultural and tourism industries in Mentougou District, serve the strategic positioning of the"four centers", i.e. the center for international exchanges, scientific and technological innovation, politics, culture, of Beijing municipality, facilitate the brand building of"Red Mentougou" and "Mentougou with Lucid Waters and Lush Mountains".
I. Guiding Ideology
We will work under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirits of the 19th National Congress of the Communist Party of China and the second, third and fourth plenary sessions of the 19th Central Committee, carry out the important remarks and instructions from General Secretary Xi Jinping during his two inspections in Beijing Municipality. We will stay committed to fostering an ecological civilization under the general principle of the district development, which promotes green development, enriches people through ecological development, carries forward culture, prioritizes civility, and enhances solidarity and stability in accordance with instructions from Cai Qi, the Party Secretary of Beijing Municipality during his six inspection tours to Mentougou District and with three major functions endowed in the new master plan of Beijing Municipality. We will take the Red Mentougou party building as the lead and spare no efforts to build the district into a brand featuring lucid waters and lush mountains. We will take the development of a national all-for-one tourism demonstration zone as the main task, integrate culture with tourism where possible, advance the supply-side structural reform, promote the in-depth integrated development of culture and tourism to help the quality development of the district, and cultivate cultural tourism experience industry as one of the leading industry in the district, so as to develop the district into an attractive historic destination of tourism and leisure with the characteristics of western Beijing (Jingxi).
II. Main Objectives
We will take the construction of a national all-for-one tourism demonstration zone as the overall strategic objective of the district, focus on the main objective of the work, that is, increasing in the number of tourist and tourism revenue. To this end, we will implement the development philosophy of "lucid waters and lush mountains are invaluable assets", optimize spatial layout, develop quality culture and tourism, improve service quality and supporting facilities, build brand image, and innovate administrative systems, so as to increase both the number of tourists and tourism income; we will dedicated to building the district into a national all-for-one tourism demonstration zone as well as a renowned ecological mountain experience destination of all-for-one culture and tourism in Beijing western suburbs.
III. Major Tasks
(I) Building a first-class supporting system of cultural and tourism resources
1. Tapping the resources of "Red Mentougou" and enriching the spiritual connotation of it. To be specific, we will focus on the party building of the "Red Mentougou", explore the resources of "Red Mentougou", enrich the cultural elements of the district, and develop Red tourism as an important part of the Party-building in the district; we will systematically sort out the Red resources in the district, interpret the connotation of revolutionary spirit, and develop Red training courses in light of the revolutionary sites such as Ji(Hebei)-Re(Rehe)-Cha(Chahar) Advance Force Headquarters in Malan village, the site of the first Party branch in western Beijing, Pingxi intelligence liaison station, so as to foster and carry forward socialist core values and build a Red -themed tourism education base that integrates party spirit education, research and training, competency development and practical experience. We will explore the Red value of the ancient paths in western Beijing, connect the red scenic spots and sites through the path, and foster a competitive Red tourist route along Pingxi intelligence liaison station-Tanchang village- the site of the first party branch in western Beijing- Ji(Hebei)-Re(Rehe)-Cha(Chahar) Advance Force Headquarters-Huang'antuo village. 2. Improving the system for protecting and utilizing cultural and tourism resources. To this end, we will step up efforts to survey, sort out, and tap the resources of culture and tourism, classify and file related cultural and tourism resources, and develop resource preservation and exploration directory and big data library, so as to enrich the connation of Mentougou's dedication spirit. Moreover, we will innovate the mode of cultural preservation and inheritance, explore and develop an"6+4+1" mode, under which each village will develop a plan that embodies the cultures concerning ecology, revolutionary history, folk customs, ancient villages and roads, temples, and Jingxi's coal industry, and their locations, regulations, history, and plans for inheritance. This is how we integrate a zoning map with cultural preservation and inheritance and make an overall plan for developing both culture and tourism and conserving historic sites and ancient villages. 3. Building a sophisticated smart city of culture and tourism. We will rely on the Mentougou national smart city pilot project to promote the wide application of artificial intelligence, big data, the Internet of things, cloud computing and other technologies in the fields of culture and tourism. We will press ahead with the development of smart tourism systems such as smart scenic spots, smart hotels, smart villages, and smart home stays. We will establish the on-line "main entrance" of Mentougou cultural and tourism service and a cultural and tourism big data center integrating traffic, meteorology, public security and passenger flow information. We will ensure the full coverage of free WiFi, communication signals and video surveillance at all travel-related sites, as well as the online booking and online payment for major tourist consumption sites, and intelligent tour guides, electronic interpretations and real-time information push for major tourist areas. We will develop and build intelligent tourism service systems, such as consultation, travel guides, tour guides, shopping guides, navigation services, sharing and evaluation services, and strengthen cooperation with well-known online travel agents in the country to improve the level of cultural and tourism informatization. 4. Building a think tank for integrated development of culture and tourism. To be specific, we will invite prominent experts on culture, tourism, and cultural creativity from Beijing-based higher learning institutions, research institutes, and social organizations to set up an expert committee and a think tank on the integrated development of Mentougou culture and tourism, establish Mentougou District Association of Cultural and Creative Industry to serve the needs of theoretical innovation, strategic planning and professional guidance for the integrated development of culture and tourism in our district. 5. Establishing Mentougou District intangible cultural heritage center. To be specific, we will integrate the talent pool for intangible cultural heritage at the district level and set up the "intangible cultural heritage" center in the district and the special fund for intangible cultural heritage, increase the support for the staffing and the work related to intangible cultural heritage, carry out a census of intangible cultural heritage resources, advance the digitization of intangible cultural heritage "memory project", and improve the treatment and social status of the inheritor of intangible cultural heritage. We will promote the development of the district's intangible cultural heritage center, and set up a number of sites for teaching, learning and digital experience of intangible cultural heritage, so as to increase the influence of intangible cultural heritage projects. (II) Improving the spatial layout highlighting the appeal of culture and tourism
6. We will develop the overall pattern of historical and cultural preservation and utilization of "six cultures, two cultural belts, three cultural routes, one cluster of ancient villages, and three historical functional areas. We will take "ecological landscape culture, red historical culture, folk culture, ancient village and route culture, religious temple culture, and coal industry culture of western Beijing" as the focus, and comprehensively coordinate the overall preservation, display and utilization of historical and cultural remains in the district. We will make a concentrated and continuous effort to advance the building of the Xishan Yongding River cultural belt and the Great Wall cultural belt, make more efforts to establish the Yongding River culture museum and build it into a new landmark of culture and tourism in the district. We will also strive to include the Donghulin ruins in the national key cultural relics preservation units, speed up the planning and construction of the Donghulin Ruins Park, and building the cultural brand of"Xishan Yongding River, the spiritual home to Beijing people". We will accelerate the progress on the building of three cultural routes, namely Jingxi ancient road, which witnessed the business boom taking place in Mentougou from the Liao dynasty to the Qing dynasty, Mentougou-Zhaitang railway, which saw industrial and mining development in modern Mentougou, and the Yongding River national cultural park. On top of fostering a cluster of ancient villages with Jingxi's mountainous features, we will create three major historic areas, comprising Tanzhe and Jietai Buddhist Temples, Zhaitangchuan center for red revolution education, and the base for preserving folk customs and craftsmanship originated in Miaofeng Mountain and Liuliqu Village. 7. Developing a national all-for-one tourism demonstration zone that features"two major tourist destinations, three scenic trials, and eight cluster of tourist attractions". To drive the development of the tourism industry, we will create two core tourist destinations, namely the New Town urban destination of culture, leisure and tourism, and the capital city-based mountain ecological cluster of immersive cultural and tourism industries. By following state policies, we will enable Jingxi ancient road to move up the value chain and energize the cultural and tourism sectors by developing scenic byways along Jingxi ancient road, the Yongding River, and the small train sightseeing scenic road along the Baili Landscape Gallery. To propel the development of the all-for-one tourism in Mentougou, we will foster and upgrade the eight cluster of tourist attractions, namely the Tanzhe Temple-Jietai Temple-Dingdu Mountain-Jiulong Mountain tourist attraction, the Jingxi Grand Canyon-Baihua Mountain-Lingshan Mountain tourist attraction, the Cuanbo Scenic Spot-Lingshui Village-Huangcaoliang Scenic Spot tourist attraction, the Miaofeng Mountain-Cherry Ravine-Rose Garden-Shenquan Gorge tourist attraction, the Pearl Lake-Nanshiyang Gorge Forest Park-Jieshi Village tourist attraction, the Qingliangjie Scenic Spot-Shiba Pond-Luopoling Village-Beiling Village tourist attraction, the Datai coal mine tourist attraction, and the Jingxi ancient trade road attraction. (III) Shaping a demonstration zone for the integrated development of public cultural and tourism services
8. Stepping up the development of ancillary facilities and improving the system of public cultural and tourism services. We will start with the building of an all-for-one tourism national demonstration zone and a capital demonstration zone for public cultural services, shore up weak spots in constructing cultural and tourism facilities, improve the public cultural services system, and set up a well-structured, functional, practical and efficient three-tire public cultural service network that covers both urban and rural areas, so as to improve the overall public cultural and tourism services of the district. We will make the most of the"two noted brands"events, that is, Beijing International Mountain Trekking Conference and the Yongding River Culture Festival, to make a big move in planning a host of major cultural events and film and television products. Moreover, we will explore the construction and upgrading of comprehensive cultural and tourism service facilities and further plan, develop, and manage public cultural facilities the way we do to facilities in scenic spots. We will carry out the further integration of "library +homestay facility", put in place public cultural facilities in tourist attractions and villages, and actively introduce public cultural facilities such as cinemas, theaters, libraries, book stores, and museums, so as to create a new space for cultural and tourism shared by both the host and the tourists. 9. Strengthening environmental protection and advancing the joint development and shared benefits of cultural and tourism industry. To achieve the goal of developing into a national civilized district and national forest city, we will put in extra effort to protect the natural resources and the environment, including natural ecology, rural landscapes, traditional villages, and historical and cultural sites; continue to build an innovation base for the practice of the theory of"lucid waters and lush mountains are invaluable assets", harness the sources of sand storms in Beijing and Tianjin, afforest over one million mu (amounting to 66, 667 hectares) of land, restore abandoned mines, comprehensively harness the Yongding river, and the ecosystem, carry out the centralized renovation of the landscapes along the 108 and 109 national highways and other major tourist routes, and comprehensively improve the cultural and tourism environment. We will step up efforts to implement the rural revitalization strategy, provide targeted support to the villages with low tourism income, strengthen tourism services for the benefit and convenience of the tourists, promote free access to museums, national patriotic education demonstration bases, libraries, cultural centers and science and technology centers, strengthen cultural tourism services for the elderly, the disabled and other special groups, and explore ways to establish comprehensive cultural and tourism services that are well-structured and that are shared by both the host and the guest. 10. Strengthening the governance and control of landscapes and fostering cultural and artistic spaces for tourism. In the New Town landscape area, leveraging the city square, the public rest area for tourist, the cultural and public space for tourist, such as the scenic byway, the greenway, and the river course, we will add cultural sketches of tourist landscapes, transform the architectural styles, renovate the surrounding environment, and create distinctive and personalized cultural and tourist public art spaces; In shallow and deep mountainous areas, we will promote the construction of beautiful villages and the improvement of the living environment. In accordance with the "Guidelines for the Design of Residential Style in Villages" and the "Handbook for Villagers ", we will strengthen the control over the landscape, the architectural style and the color of villages, and build distinctive village landscape and architectural style. (IV) Building a system of selected cultural and tourism products that supports the sophisticated economy
11. Developing boutique towns with distinctive features. By exploring features, improving facilities and upgrading cultural and tourism products, we will promote the in-depth integration of the town's industrial functions, cultural and tourism functions and community functions, cultivate a number of boutique towns with distinctive cultural and tourism features, including Tanzhe Buddhist Temple-based cultural and tourism Buddhist meditation town, Junzhuang innovation and entrepreneurship town, Miaofeng Mountain all-for-one scenic tourism demonstration town, Wangping sports and leisure LOHAS town, Datai industrial transformation town, Yanchi riverside leisure town, Zhaitang ancient-village cultural and tourism town, and Qingshui ecological leisure and tourism town. 12. Pursuing the coordinated development of tourist attractions for quality scenic spots. In line with the concept of"driving by key attractions, and integrating tourism resources", we will plan to build eight clusters of scenic spots, cultivate a new mode for the cultural and tourism development in Mentougou, and strive to build one or two 5A quality scenic spots with demonstrative effect in the region within 3-5 years. We will strive to enhance the core competitiveness of the traditional tourist attractions，rationalize the operational mechanism for the scenic spots of Tanzhe Temple, Jietai Temple, and the Miaofeng Mountain. We will actively develop and grow Jingxi Tourism Investment Co., LTD., integrate our spare tourism resources, and revitalize representative historic scenic spots, such as Longmen Gully and Nanshiyang Grand Gorge, in accordance with modern enterprise systems and market-oriented operation mechanisms. 13. Seeking transformation and upgrading for boutique homestays. To this end, we will put the development of quality homestays on the agenda of growing regional industries and develop relevant policies to improve the environment for the selected homestay business. Beyond that, we will launch a fund designated for industrial development and expand channels for fund-raising in a bid to build demonstration and leading branded homestays and villages with local features and quality services, and to cultivate high-caliber and professional talents in the homestay industry. By leveraging the strengths of the cluster of ancient villages, we will shape a host of villages with featured culture and tourism, and build the villages where conditions were met into scenic villages in line with the standard of the scenic spot. 14. Integrating the development of cultural & tourism industries and diversifying the product supply. To be specific, we will tap into the added value of the boutique tourism industrial chain and advance the integrated development of the cultural and tourism industries. While innovating the products and business forms of tourism through technologies, we will translate more resources into tourism products, particularly those with complete cultural features and elements, and thus launch quality routes of cultural tourism. Together with the program of filling the"trunk"of the cars of the tourist with local products, we will research and develop a series of practical and portable tourism products with cultural connotation to increase the income from the tourist shopping. Additionally, we will make intangible cultural heritage a part of people's lives and implement the overall protection of ancient villages and intangible cultural heritages. Relying on the national traditional village of Liuliqu village, we will explore the development mode combing the traditional and the modern of the village. And we will promote the combination of film and television shooting, animation games, fashion shopping and tourism, and develop creative digital tourism products. 15. Creating a space for cultural and creative tourism through cultural innovation. We will develop cultural and creative innovation space around the renovation of old factory buildings, build a group of cultural and creative industrial parks led by Zhongguancun (Jingxi) AI industrial park and Liuli cultural and creative industrial park, and form a new tourism space of a certain scale that integrates fashion creativity, artistic creation, sports and leisure and other cultural experience. 16. Fostering new business forms of cultural and tourism experience through industrial cross-border integration. To this end, we will implement the"+culture"and"+ tourism"policies, expand the development space of the cultural and tourism industries, extend the tourism industry chain, and foster new forms of business. We will promote the integrated development of culture and tourism with agriculture, forestry, science and technology, sports, transportation, and land, and launch a series of new forms of tourism products, including leisure agriculture, industrial and mining tourism, sports tourism, research tourism, TCM health tourism, and science and technology tourism. We will introduce or build catering cultural blocks with local characteristics, historical and cultural blocks, tent hotels, forest wooden houses, self-driving camps, winter snow and ice tourism, outdoor sports, low-altitude tourism, night tourism and other featured tourism products. 17. Improving quality cultural accommodation services for a complete accommodation system. While bringing in branded chain hotels, we will accelerate the building of boutique rural hotel brands, such as Ziyang Mountain Villa, Zhaitang Youzhou Flower Inn, Yanchi Lechao Hotel, Qingshui Hongshuikou Village Inn, so as to establish five globally renowned chain hotels, five hotels with a four-star rating and above, and 100 five-star boutique homestays by 2035. With that, we will see the formation of mid-to-high end hotel clusters in Mentougou New Town, Zhaitang Town, and Tanzhe Temple, and the boutique homestay cluster in Miaofeng Mountain. This ensures an improved system for accommodation services that address the multiple needs of tourists. (V) Increasing the satisfaction index of cultural and tourism services
18. Improving service quality through standardization. Specifically, we will step up efforts to train the people engaged in tourism industry, standardize the service etiquette and procedure, enhance the service awareness and capability, and build a standardized, professional, enthusiastic and active image of tourism service. 19. Increasing satisfaction through brand-building. In response to customized service needs, we will implement the tourism service quality benchmarking plan and the service commitment system, formulate a directory for high-grade cultural and tourism service providers, promote high-end cultural and tourism service brands, and carry out the destination evaluation based on tourists' evaluation, so as to constantly improve tourist satisfaction. 20. Promoting voluntary cultural and tourism services. We will set up cultural and tourism volunteer service stations, carry out voluntary public service activities, provide civilized guidance, tour interpretation, information consulting and emergency rescue services, and build a brand of cultural and tourism volunteer service. (VI) Improving the cultural and tourism infrastructure facilities across the district
21. Establishing an"fast transportation and slow tour"tourism transport network. We will improve the capacity for rapid access from the outside to the district, build major transportation facilities such as the second phase of the 109-expressway and 108-national highway, upgrade the external road system with surrounding areas such as Haidian, Fangshan, Fengtai and Shijingshan, take advantage of existing railways to develop rail transit for regional tourism, and form a fast connection with the central urban city and areas inside or outside New Town. We will improve the backbone tourism transportation network in the district, accelerate the construction of the "three horizontal and five vertical" road networks in mountainous areas, and gradually form a road network development pattern featuring high-speed trunk roads, unobstructed county and township roads, and networked tourist routes. We will build a"two-path"slow tour system, which will pass through and connect ancient villages, ancient towns, ancient temples and ecological scenic spots based on Jingxi ancient road, so as to form the Mentougou national trail system covering the whole district, implement the municipal greenway, and build a greenway system across the district. 22. Improving the system of consulting services for the distribution of culture and tourism. To this end, we will build and upgrade the service centers in scenic spots, construct tourist shopping centers, and set up cultural and tourism consulting service centers in commercial blocks, transportation hubs, scenic spots and other tourist gathering areas to effectively provide information and services such as scenic spots, routes, shopping, transportation, meteorology, safety, and medical emergencies. 23. Standardizing the system for cultural and tourism guidance and sign. (VII) Expanding the brand influence of cultural and tourism
24. Implementing systematic marketing and Building brand image. Specifically, we will improve the cultural and tourism marketing system, formulate plans for cultural and tourism publicity and marketing, and promote specialized, IT-based, and market-oriented promotion of cultural and tourism. Based on the two major exchange and marketing platforms of the government and the private, we will build a big marketing landscape in which government departments, industries, enterprises, media and the public participate together. We will integrate the marketing content, implement the brand marketing strategy, and build the distinctive image of the tourist destination and a number of representative shopping brands. We will innovate the way of all-for-one tourism marketing, explore and apply the "Internet +", exhibition marketing, theme and festival and event marketing and other ways to improve the accuracy, modernity and approachability of all-for-one tourism publicity and marketing. (VIII) Innovating institutional mechanism and policy supporting system
25. Improving the working mechanism. We will fully integrate the two leading groups for the establishment of the national all-for-one tourism demonstration zone and the demonstration zone for public cultural services in the capital city, and establish a leading group for the integrated development of culture and tourism and the creation of the demonstration zones, strengthen the overall planning and coordination, incorporate the integrated development and the building of demonstration zones into the key work of the cultural reform of the district, clarify the division of responsibilities, and push forward the implementation of the work. 26. Strengthening comprehensive supervision and governance. To be specific, we will optimize the business environment, establish a credit-centered market supervision system, and improve the dual supervision mechanism for network suppliers and network operators. We will take the advantage of the reform of the comprehensive supervision bodies of the cultural and tourism market, advance the innovation in administration models, establish a co-governance landscape of "market player autonomy, industry self-regulation, social supervision and government supervision".
