This Policy is hereby formulated to speed up the cluster of enterprises engaged in film and television entertainment and other cultural and creative fields and fuel the development of the Huairou Film & Television Industry Park, Beijing, China (HRFT).
I. Enterprise incentives
Key enterprises engaged in film and television entertainment and other cultural and creative fields that make prominent contributions shall be given an additional regional incentive of 5 percent to 10 percent based on the original policy.
II. Rent subsidies
Newly-settled enterprises engaged in film and television entertainment and other cultural and creative fields that make an annual regional fiscal contribution of no less than CNY 300 per square meter of the factories and buildings rented may enjoy rent subsidies for 5 consecutive years. The subsidy shall cover 100 percent of the rent in the first year, 80 percent in the second year, 60 percent in the third year, 40 percent in the fourth year, and 20 percent in the fifth year.
III. Renovation subsidies
Newly-settled enterprises engaged in film and television entertainment and other cultural and creative fields are encouraged to make good use of old factory buildings. They shall be given a one-off subsidy of no more than CNY 300 per square meter, up to 30 percent of the total cost for renovation and furnishing, if they need to renovate and furnish such production and business sites.
IV. Investment subsidies
Enterprises engaged in film and television entertainment and other cultural and creative fields that investno less than CNY 50 million for constructing or purchasing production and operation premises (buildings) shall be given a subsidy of CNY 1,000 per square meter after the premises (buildings) are put into use; those making great regional fiscal contributions shall be supported on the "case-by-case" basis.
V. Listing incentives
Enterprises engaged in film and television entertainment and other cultural and creative fields that go listed on the main board shall be given a one-off incentive of CNY 4 million (applicable for enterprises going listed on the overseas securities market), and those listed on the GEM shall be given a one-off reward of CNY 3 million.
VI. Incubation support
Start-ups shall be given incubation support after certified, including subsidizing full rents according to the actually-used area, providing guidance, investment and financing, legal, financial and other services in the incubation period of three years and offering convenience in terms of exhibition and promotion in government-led film festivals, TV festivals and other festival activities.
VII. Studio support
Famous film and television directors and producers who have great international influence and are willing to contribute to the development of the HRFT shall be provided with free studios with an area of no more than 500 square meters for a period of 5 to 10 years.
VIII. Rewards for works
Film and television works that are produced by enterprises in the HRFT as first producer and win the following awards shall receive incentives: film or television works awarded the "Five-one Project Prize" shall be given a one-off reward of CNY 1 million; , film works is granted the Huabiao Award, Baihua Award, Golden Rooster Award, Tiantan Award, or Best Feature Film Award for International Category A Films shall be given a one-off reward of CNY 1 million; television works that win the Flying Goddess Award or Golden Eagle Prize shall be given a one-off incentive of CNY 1 million.. One enterprise shall not be rewarded more than once.
IX. Investment attraction incentives
A service organization that introduces an influential enterprise with great economic contributions shall be given a one-off incentive of CNY 300,000 to CNY 500,000; a building or park owner that independently introduces an enterprise engaged in film and television entertainment or any other cultural and creative fields shall be given a incentive 6 percent of the total annual regional fiscal contribution of such enterprise for a period of three years.
X. Talent service
Key talents and leaders of influential enterprises engaged in film and television entertainment and other cultural and creative fields with large economic contributions shall be provided with special services, including conveniences in talent introduction, medical care, children's schooling, and priority in meeting housing demands.
The Cultural Industry Development and Promotion Center of Huairou District shall interpret this Policy, and implement it in concert with other district authorities including the development and reform department and financial department. An enterprise entitled to this Policy shall not enjoy other similar policies in Huairou District. This Policy will be revised accordingly in case of adjustments to a superior policy during the implementation. This Policy shall take effect as of the date of issue.
