Huairou sits in the northeast of Beijing, joins Miyun on the east, connects with Shunyi on the south, neighbors Changping and Yanqing on the west, and borders Fengning, Luanping and Chicheng of Hebei Province on the north. The district covers a total area of 2,122.8 square kilometers, of which 89 percent are mountainous areas. Huairou incorporates 14 townships, 2 subdistrict offices, 284 administrative villages and 35 communities.By the end of 2023, the population of permanent residents reached 440,000.Huairou enjoys convenient traffic and is inside "Beijing's 30–minute economic sphere" as it is only 50 kilometers away from city center, 32 kilometers from Beijing Capital International Airport and 170 kilometers from Tianjin Port.

In 2019, the district's GDP reached CNY 32.8 billion, recording an increase of 6 percent year-on-year and the revenues in general public budget totaled CNY 4.3 billion, showing a year-on-year increase of 6.5 percent. Retail sales of consumer goods stood at CNY13.38 billion, achieving 6 percent annual growth. The district-wide per capita disposable income was CNY 39,900, with an increase of 8.5 percent year on year.

Huairou functions as an eco-conservation area for Beijing. Huairou boasts nice eco-environment and is long known as the "Pearl of Suburban Beijing" and "Backyard Garden of Beijing". Here in Huairou, over 98 percent of area belongs to Beijing's level-one and level-two preservation area of drinking water source, making its surface water the best in quality in the city. Huairou's air quality is relatively sound. The PM 2.5 average concentration index was 35 ug/m3 and average annual dust fall quantity was 5.6 t/km2 in 2019, ranking top in this regard. Moreover, Huairou has made full-scale efforts to build a national forest city with Huairou Urban Forest Park project. The district's woody plant coverage and forest coverage are 80.5 percent and 58.5 percent respectively and over the years, Huairou garnered over 30 honorary titles including National Afforestation Model City and National Ecology Model District. It's also a must-be place of leisure travel for Beijingers. The district includes 19 A-level national scenic spots and 294 Bed &Breakfast (B&B) boutiques. In 2019, the A-level and other major tourist sites in the district generated accumulated operating revenue of CNY 430 million and received 6.309 million tourists, of which the number of inbound tourists reached 1.302 million, recording an increase of 11.7 percent year-on-year. It is fair to say that Huairou's sound eco-environment has become the strongest competitiveness for the district's development.

With years of hard work, Huairou forged a "1+3" new integrated development pattern with Huairou Science Town at the helm and established closer connections to complement Beijing's "Four Centers" urban strategic positioning. Therefore, Huairou's role in the capital's development landscape becomes ever more prominent and thus there come significant strategic opportunities for the district.

Huairou is a science town rapidly taking shape. Back in May, 2017, China's National Development and Reform Commission (NDRC) and Ministry of Science and Technology (MoST) officially approved the "Plan for the Construction of a National Comprehensive Science Center in Huairou of Beijing". Thus the district was listed by the State Council as one of the three science towns amid Beijing's effort to build a national science &technology innovation center and altogether an area covering 100.9 square kilometers was being planned. In 2019, a full-blown installation effort of science-related facilities within the science town was getting started. For instance, there were five major pieces of science equipment under construction including comprehensive extreme condition laboratory equipment. Meanwhile, the first five cross-over research platforms have entered equipment installation and commissioning stage, and they are material genome, clean energy material testing, diagnosis and R&D. Moreover, the construction of basic 11 science education facilities and the second group of five cross-over research platforms have been launched. Huairou is committed to building an all-round innovation-based eco-system and as Huairou kicked off its innovation town project, a succession of research institutes entered the district, namely, Beijing Haichuang Industry Technology Research Institute, Huairou Industry Research Institute of University of Chinese Academy of Sciences and Weiqiao Industry Research Institute. Moreover, in Huairou, there is a growing momentum for international academic exchanges and cooperation as evidenced by the inclusion of International Collaboration Alliance of National Science Center and Alliance of International Science Organization in the Belt and Road Region. Meanwhile, the construction work for Beijing Huairou General National Science Center has seen preliminary progress. Huairou is on its way to becoming a new area for the capital's international exchanges. Centering on building the capital's international exchange center, Huairou has constructed a number of world-class high-end conference venues, such as Beijing Yanqi Lake International Convention Center &Exhibition Center and Sunrise East Kempinski Hotel. Over the years, Huairou government has pulled off a number of high-end conferences such as APEC, the first and second BRF (Belt and Road Forum for International Cooperation), making its Yanqi Lake conference venue a famous name at home and abroad and prompting Huairou to become the main theatre for China's foreign exchanges. This in turn establishes a solid foundation for Huairou to attract high-end conference and exhibition industry resources and thus boost the sector's development. Over the recent years, Huairou has undertaken an array of high-end convention and exhibition events such as Global New Economy Forum, Understanding China, G20 Ministerial Conference, Forum on China-Africa Media Cooperation, the 7th Internet Security Conference and Baidu Create 2019. Moreover, China Meetings Industry Convention (CMIC) has chosen Huairou as its permanent host. In 2019, altogether 2,680 conventions and exhibitions of all sorts had been organized, receiving up to 420,000 participants. Huairou is a national demonstration area for film and television industry. Back in May, 2014, the State Administration of Press, Publication, Radio, Film and Television officially agreed to establish Huairou Film&Television Industry Park (HRFT), the first of its kind at national level. Presently, the industry park has pooled together a number of film&television giants like China Film Group Corporation, Stellar MegaMedia, and over 600 related companies including Bona Film Group, Huayi Brothers Media Group, Hairun Film Group, Jinyingma Media Co., LTD and Galloping Horse Group. With the first phase of Huairou Campus of Beijing Film Academy being completed, "Alibbaba Culture and Entertainment Industry Base" officially becomes a member here and Guanghua Vision Park comes into operation. A strong impetus has been injected into the development of film and television industry park this year, speeding up converging process of film, television and related industries in the district. Huairou will stay focused to vigorously gather essential film &television resources, effectively strengthen development vitality for the film capital, coordinate elements for functional layout and accelerate progress to build an exemplary area for the industry. Down the road, Huairou, undisputedly will become China's film &television industry pioneer with international competency and strong comprehensive competitiveness.

Huairou is a high-quality living-friendly and business-friendly demonstration area featuring mutual building and sharing. Huairou is committed to boosting its business environment at full scale, carrying out earnestly the version 2.0 of "9+N" policy for municipal business environment improvement, adhering to practices of company inspection routines by district leaders, and improving service mechanism of "service packag" and "kind&honest steward" for major enterprises.
