I. Basic information of Haidian District

Haidian District, located in the northwest of Beijing city, is Beijing's central district. It is the core area of Zhongguancun National Innovation Demonstration Zone, China's first national independent innovation demonstration zone, and also the core area for the development of national scientific & technological innovation center in Beijing. It covers an area of 430.77 square kilometers and has jurisdiction over 22 subdistricts and 7 towns. By the end of 2019, it had a permanent resident population of 3.24 million. The region has a profound historical and cultural heritage. It is located at the intersection of Beijing's Western Hill-Yongding River Cultural Belt and Grand Canal Cultural Belt, with nearly 700 scenic spots and historical sites, of which "Three Hills and Five Gardens" Historical Culture Attractions is the most representative one ("Three Hills" refer to Fragrant Hill, Jade Spring Hill, and Longevity Hill; "Five Gardens" refer to Garden of Everlasting Spring, Old Summer Palace, Garden of Tranquility and Pleasure, Garden of Tranquility and Brightness, and Summer Palace). There are more than 300 libraries and museums of various types, such as the National Library, more than 100 venues for large and medium-scale theatrical performances, and numerous first-class cultural and artistic units in China such as CCTV. The region covers Cuihu Urban Wetland, Fenghuangling Nature Park and important water sources such as Jingmi Canal and South-to-North Diversion Regulating Reservoir, with urban green coverage rate reaching 52.36 percent. This is a place with a complete ecosystem of "mountains, rivers, forests, farmlands and lakes" and the environment here is beautiful and livable.

II. Economic and social development of Haidian District in 2019

The year of 2019 marked the 70th anniversary of the founding of the People's Republic of China and also the beginning of further reform and opening up in Haidian District in the new era. Under the guidance of "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" and the strong leadership of the CPC Haidian District Committee and the government of Haidian District, Haidian District has focused on Zhongguancun Science City and comprehensively promoted further deepening and implementation of the regional development strategy of "two new and two high (exploring new driving forces of the integration of culture, science and technology, and building new urban forms to promote high-quality development and create a high-quality city)". The development of improving quality and ensuring stability was further consolidated, and solid progress has been made in regional innovation and leap-forward high-quality development. GDP in Haidian District reached 792.6 billion yuan in 2019, up 7 percent over the previous year, accounting for 22.4 percent of Beijing's GDP, with the growth rate of more than 7 percent for the 16th quarter in a row; the total economic output and its contribution toward Beijing continued to rank first; a total of 44.65 billion yuan was made in the revenue in the general public budgets at the district level. Per capita disposal income reached 84,733 yuan with an increase of 8.4 percent, overtaking the growth rate of the economy.

First, new progress was made in high-quality economic development. New characteristics emerged in industrial development. The five major industries -- information services, science and technology services, financial sector, education, and industry -- accounted for about 77 percent of GDP in Haidian District and contributed more than 90 percent toward its economic growth. Investment and consumption played a stronger role in supporting the economy, and the fixed-asset investment of the whole region totaled 89.64 billion yuan, including 31.8 billion yuan by JAHG; the consumer market grew well with the total market consumption reaching 707.54 billion yuan, up 10.5 percent year on year. Supply from Sci-Tech Innovation Board (STAR) reached new heights, and the research & development investment of Haidian District was 4.6 times that of China's average. The number of invention patents per 10,000 people was 30 times the national average. New economic development showed a trend of integration, with artificial intelligence (AI) empowering the real economy, and 270 world-famous AI enterprises were located here, accounting for 60 percent of Beijing's total. In many fields such as AI scenario application and inter-industrial integration, the district led the country.

Second, innovation elements became more concentrated. Haidian District brought together 99 scientific research institutes represented by Chinese Academy of Sciences, 31 national engineering research centers, 107 national key laboratories, and 605 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, accounting for 36 percent of China's total. The number of people incorporated in the "1,000 Talents Plan", "Overseas Excellent Experts Aggregation Project", or "High-End Leading Talents Aggregation Project" in Haidian District ranked first in Beijing. Industry-leading enterprises continued to grow, with more than 11,000 national high-tech enterprises. The total revenue of high-tech enterprises is expected to exceed 2.3 trillion yuan, representing an increase of more than 10 percent. The vitality of market players kept bursting out, and industry-leading enterprises and unicorn companies (startups valued at more than 1 billion U.S. dollars each) were constantly emerging, forming a healthy and stable pyramid structure of market players with micro, small and medium-sized enterprises as "footing", growing enterprises as "body", and leading enterprises as "spire". It has 40 such unicorns as Cambrican and ByteDance, second only to Silicon Valley. An industry distribution trend in which the high-grade, precision and advanced fields take the lead and many fields flourish together has taken shape.

Third, business environment continued to be improved. Haidian District built a"1+3" policy system for the utilization of spatial resources in high-grade, precision and advanced industries, and launched two industrial policies "15 rules for AI" and "15 rules for intelligent connected vehicle" on the basis of implementing "16 rules for innovative development". Haidian District took the lead in the pilot of incubation service providing free accommodation for the registered enterprises, and the "cluster registration" platform has been put into operation in Zhongguancun Haidian Park Business Incubation Center and Zhongguancun Inno Way. Haidian District further improved the approval service and implementation process of government-invested projects, and further reduced the project construction costs. Haidian District strengthened the application of new technologies to facilitate the upgrading of government services, and took the lead in implementing the Haidian model of processing registration of real estate in a single window efficiently, with integrated services, by using AI, blockchain and other technologies. Haidian District deepened the implementation of "service package" system and strengthened the services for key enterprises, as well as built a work system of "comprehensive service" that combined hierarchical and classified services, inclusive services and key services for enterprises.

Fourth, public services were improving. Haidian District improved the layout structure of schools and steadily promoted the reform of school-running patterns such as group running-school, the direct admission of students from the designated primary schools, and education alliance. A total of 3,000 places available for primary and secondary school students and 8,200 places available for preschool students were added to reduce the "difficulty in entering schools". Haidian District also comprehensively strengthened the construction of National Health Promotion Zone, steadily implemented Comprehensive Reform of Medical Consumption Cooperation, and standardized and adjusted medical service prices for 6,621 projects; it established 653 family doctor teams and signed agreements with a total of 1.238 million citizens. Haidian District successfully established the "Demonstration Area of National Public Cultural Service System", held a total of more than 10,000 series brand culture events throughout the year, including "Spring in Haidian" New Year Cultural Season, Nationwide Reading, and Zhongguancun Series Show Season, benefiting more than 5 million people. Haidian District took the lead in Beijing in charging kitchen waste, and has built 13 recycling transfer stations for large low-value renewable resources and 326 branches for commodity renewable resources, continuously improving the recycling system of renewable resources. Haidian District actively promoted the construction of National Food Safety Demonstration Area, with 99.4 percent of key food safety monitoring passing the sampling inspection, and 100 percent of medicines passing the sampling inspection. The number of criminal emergencies remained low, and people's sense of security in Haidian District ranked first for the 24th quarter in a row among Beijing's six districts. Haidian also made solid progress in employment and entrepreneurship, helping 15,000 registered unemployed people in both urban and rural areas find new jobs.
