To further implement the decision stipulated in the Circular on the Implementation of the State Council's Opinions on Employment and Entrepreneurship for the Current and Future Period (Jing She Jiu Fa [2018] No.1) issued by Beijing Municipal Leading Group for Social Security and Employment, maintain an overall stable employment, increase employment in line with economic upgrading, accelerate the shaping of an employment landscape that is driven by economy, stabilized by polices, improved by training, promoted by services and boosted by business startups, and to further improve the District's employment and entrepreneurship work under the new situation, these Opinions are hereby proposed.
I. General requirements
We will implement the spirits of the 19th National Congress of the Communist Party of China in great depth, work under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, unremittingly keep in mind and practice the new development concept, further advance the strategy of giving top priority to employment, adhere to the principles of promoting self-reliant employment, market-regulated employment and government-supported employment and entrepreneurship, coordinate the employment and entrepreneurship in urban and rural areas, clarify the responsibilities, strengthen the services, innovate the mechanisms for this regard, and develop a new landscape of employment and entrepreneurship in which governments at all levels take the lead, their departments work together, and all sections of society widely participate in. We will further scale up employment, improve employment quality, promote mass entrepreneurship and innovation, facilitate stable employment and self-employment in the district, achieve a positive interplay between the economic and social transformation and the promotion of employment and entrepreneurship, stimulate new vitality for economic restructuring, foster new impetus for social development and progress, provide new drivers for improving people's wellbeing and prompting social harmony and stability, and lay a solid foundation for accelerating the new Fangshan construction of"one district, one city" (the modern ecological leisure city and the capital city's high-end manufacturing district ).
II. Basic principles
(i) Government taking the lead
We will accelerate the transformation of governments'functions, optimize service model, make employment expansion as the major goal for economic and social development and the restructuring of economy, give full play to the governments'leading and guiding role in formulating policies for employment and entrepreneurship, making space layout, building platforms, and providing public services.
(ii) Accurately aligning employment and entrepreneurship with actual needs
We will keep an accurate picture of economic and social development, actively align the employment and entrepreneurship with the implementation of major tasks such as"removing non-capital functions and improving urban management", poverty alleviation, as well as with the needs for the restructuring and upgrading of the industry, and the needs of the key industrial parks and enterprises in the District; We will give targeted support to the key groups, make every endeavor to promote their employment, encourage the innovation and entrepreneurship, and improve their vocational skills.
(iii) Comprehensively coordinating various resources to facilitate employment and entrepreneurship
We will coordinate and optimize the allocation of various social resources, accelerate the evelopment of a unified urban and rural employment and entrepreneurship service platform, improve the long-term mechanism and information network system for employment and entrepreneurship services, maximize the innovation potential and entrepreneurial vitality of the whole society, and ensure stable employment in the long term.
III. Major tasks
(i) Formulating and implementing a more proactive employment and entrepreneurship policy
Taking into account the new situation and tasks in the new era, we will make further investigation into the challenges and problems in employment and entrepreneurship at present and for a period of time to come, seriously carry out monitoring and analysis of employment and entrepreneurship among urban and rural labor force, formulate and implement more proactive and targeted supportive policies for employment and entrepreneurship, encourage employers to recruit workers from the district, and guide workers to find stable employment and start their own businesses through multiple channels. We will increase policy support for those who are registered as unemployed, rural workers, college graduates, veterans, labor force of low-income farmers and laid-off enterprises'employees, and gradually expand the policy scope to cover new professional farmers, employees and entrepreneurs who seek employment and start businesses on the basis of information and network technology platforms. We will encourage and guide urban operations such as traffic security, forest land and green land conservation, elderly and disabled care, community cultural services and other services providing for urban operation support, production and life, national resources preservation, to hire older urban and rural labor force. We will increase the proportion of local workers in relevant fields, work hard to expand the coverage of preferential policies for all and improve employment quality.
(ii) Comprehensively improve the vocational skills of workers in the district
We will increase capital investment, fully explore and integrate policies and resources, comprehensively implement on-the-job training, off-job training, research training, and flexible education system, so as to accelerate the improvement of local workers'vocational skills. With the help from the city's quality training force and various market players, we will support in developing a group of high-quality training institutions, explore a new apprenticeship training model featuring "employee recruitment as student enrollment, working in enterprises as attending universities, joint training by teachers from enterprises and universities"through government-university-enterprise cooperation; we will increase subsidies, support competitive types of work, cultivate a number of "skilled master studios" and chief technicians for enterprises; we will add a number of new types of skills training jobs that are of great market demand, have sufficient development potential and are easy for workers to master in line with the trend of industrial transformation and upgrading; We will guide and encourage workers to actively participate in vocational skills training, and formulate and implement training subsidy policies for designated training institutions, employers and key groups.
(iii) Vigorously fostering and developing human resources service industry
We will fully implement the strategy of giving top priority to employment and the strategy of building the District into a competitive district in the service of human resources, continue to deepen the reform of human resources market in light of the positioning of the District and with the focus on industrial guidance, policy support and environmental construction, We will make innovations in institutional mechanisms, stimulate market vitality, increase the supply of services, improve the quality of services, and promote the large-scale and intensive development of the human resources service industry. We will support key areas including human resource management consulting, human resource outsourcing, competency assessment, senior talent search and interviews, and human resource information network services, so as to facilitate the scientific and technological innovation. We will strengthen the development of human resources public service system, and increase government procurement of basic public services, so as to form a specialized, informationized, industrialized and internationalized human resources market and a relatively complete modern human resources market system, gradually scale up human resources service industry, fully guarantee basic public services in human resources market, and significantly improve our ability to provide services for employment, entrepreneurship, and human resources development and allocation.
(iv) Encouraging the development of elderly care and household service to promote employment and entrepreneurship
Following the principle of"government guidance, market-based operation, policy support, regulated development", we will thoroughly implement the supportive policies of promoting service industries such as elderly care and household services, actively guide and facilitate the healthy development of service industry in an orderly manner, so as to drive the employment and entrepreneurship in the district. We will actively explore and encourage the development of employee-based pension and household service enterprises, guide and support existing non-employee-based service institutions to implement standardized management in accordance with the employee-based enterprise model. We will promote the professional, standardized and regulated development of vocational skills training for people working in the service sector, such as the elderly care and housekeeping services, and gradually introduce a system of job certification. We will closely integrate the development of service industries such as elderly care and household services with the implementation of policies to support employment and entrepreneurship. For self-employed urban and rural workers in the district who are engaged in elderly care and housekeeping services, we will provide "one-stop"service including guidance for starting business, training for starting business, loans for starting business, and follow-up services. We will encourage people who have difficulties with employment, college graduates and the disabled with working ability to get employed in related service industries. We will strengthen employment services, support public employment and business start-up service institutions at all levels in providing free services like job introduction, career guidance and policy consultation for the elderly care and household service enterprises and their employees. We will regulate the management and services of elderly care and household service, strengthen industry supervision, gradually optimize punitive mechanism against bad faith and reward mechanism for trustworthiness, severely crack down illegal intermediary agencies and fraud behaviors, ban unlicensed institutions, so as to maintain the market order, and form a safe and reliable market environment where both supply and demand parties trust each other.
(v) Accelerating the informatization of public employment and business startup services
We will develop and improve the district-level HR service information systems, extensively introduce the Internet, mobile terminals and self-service terminals, and other technical equipment, and make full use of "big data" and "cloud computing" to accurately identify the needs of employers and workers, analyze their characteristics, and provide targeted services accordingly. We will carry out corporate visits on a regular basis, incorporate enterprises in key functional areas and key enterprises in other areas into the information system to provide point-to-point and professional human resources public services. We will share and match business data from various government agencies such as public security, industry and commerce, taxation, civil affairs, development and reform, disabled persons' federation, social insurance, so as to reduce the handling workload and improve the work efficiency; we will standardize the collection and management of basic information of workers, gradually realize the real-time monitoring of the employment and unemployment status of urban and rural labor force in the district, accelerate the approval of application for district-level preferential policies for employment and business startup, press ahead with the launch of the online services in the full employment areas, so as to extend the informatization of public employment and business startup services to the people's doorstep, and build a public employment and business startup information service platform that is more "accessible to the people".
IV. Supporting policies
(I) Encouraging employers to hire local rural and urban workers in the district
For enterprises registered in this district, private non-enterprise institutions, public institutions, social groups, self-employed businesses (hereinafter referred to as various employers), we will give them employer post subsidies and social insurance subsidies up to 3 years if they hire below 6 types of workers, sign labor contracts with them for one year or above in accordance with law, process employment registration and pay employees'social insurance according to regulations, and pay employees monthly salaries via banks at full amount which is no less than 1.2 times of the city's minimum average monthly salaries that year:
1. Registered unemployed people;
2. Registered rural labor force;
3. Fresh college graduates;
4. Veterans demobilized within one year;
5. Laid-off workers in the district verified by relevant municipal departments;
6. Personnel from social welfare employment organizations.
The post subsidy standard is RMB 3000 per person per year; the social insurance subsidy is based on the city's minimum social insurance payment base. The basic endowment insurance subsidy is 19%, the medical insurance subsidy is 10%, and the unemployment insurance subsidy is 0.8%.
(ii) Encouraging people having difficulties in employment to keep their employment stable and standardized
Those having difficulties in employment and being registered as unemployment or rural labor force in the district, and veterans demobilized within one year, can apply for a one-time employment subsidy of RMB 3600 per person where they have been hired by employers registered in the municipality, subjected to the employment or employment transfer registration, paid social insurance according to relevant regulations, and have been in a stable employment status more than one year.
(iii) Encouraging urban and rural workers to start their own businesses and create jobs
For local urban and rural workers in this district who have finished trainings for business startups and have obtained qualification certificates, a training subsidy of RMB 1000 will be granted to the trainee and the trainer respectively. For those who have successfully started a business and run it normally for more than one year through entrepreneurial training, a reward of RMB 5, 000 will be given, and a reward of RMB2000 will be granted to the trainer.
For enterprises or self-employed businesses that is newly registered in the District and has obtained a legitimate commercial loan from a commercial bank located in the municipality within 2 years after registration, and the entity has carried out its business operations normally as well as repaid the principal and the interest on time, as per the standard of RMB100, 000 quota for every urban and rural labor force in the District, a discount of commercial loan benchmark interest rate up to 2 years will be granted upon its application. The maximum amount of discount loan shall not exceed RMB 3 million, and the amount of discount shall not exceed the actual interest.
(iv) Encouraging improving the vocational skills of urban and rural workers
For local urban and rural laborers in the district who have participated in employment skill trainings and have obtained the certificates of completion; or they have participated in vocational skill training or vocational skill competition and obtained corresponding certificates of vocational qualifications; or they have been accredited by the industry or enterprise independent evaluation system and obtained corresponding certificates; a vocational training subsidy of RMB 300-2000 upon the trainee's application. For registered unemployed people and registered rural laborers who have achieved stable employment within 3 months after obtaining training qualification certificates, and have stayed in the job for half a year or more, a one-time training employment subsidy of RMB 2000 will be granted upon the trainee's application.
We will carry out the selection of district-level skilled master studios once a year in principle. For those who are awarded as skilled master studios in Fangshan District, a financial support of RMB 200, 000 will be granted to the affiliated enterprise of the studio; we will carry out the selection of district-level enterprise chief technicians every two years in principle. For the individual who is awarded as a chief technician of a enterprise in Fangshan District, a financial reward of RMB 20, 000 will be granted to the individual.
Enterprises registered in the District and encourage the local employees with household registration in the District to participate in skill training and obtain corresponding certificates, a subsidy of RMB 1000 per person will be granted.
For college student internship and training bases accredited by the District, an internship subsidy of RMB 500 per person per month will be granted to the base where they adopt each fresh university graduate from the District. For those who retain the interns for more than 6 months after they finished the internship, a reward of RMB 2000 per intern will be granted to the base.
For vocational skill training institutions in the District who jointly run schools with training institutions such as technician colleges in other districts of the city to carry out skills training for specific types of work that are urgently needed in the market and cannot be carried out in the District, a subsidy equivalent to 30% of the market rate reviewed and determined by financial departments will be granted.
(v) Encouraging the growth and development of for-profit HR service institutions
For commercial HR service institutions in the District that participate in the centralized recruitment negotiation activities organized by the public employment and business start-up service institutions in this district, where they recommend each urban and rural labor force to be employed in various employers for more than half a year, an employment recommendation subsidy of RMB 500 per person will be granted to the HR institution; where the labor force they recommend are people with difficulties in finding jobs, an additional recommendation subsidy of RMB 500 per person will be granted to the HR institution. Upon approval, the for-profit HR service institution organizes recruitment negotiation activities on its own and successfully recommends 20 local labor force in the District for stable employment for more than half a year, a subsidy of RMB 20, 000 will be granted to the recruitment activities; Those who have successfully recommended 40 local labor force in the District for stable employment for more than half a year, a subsidy of RMB 50, 000 will be granted to the recruitment activities.
For for-profit HR service institutions in the District rated as AAA level institutions or accredited as "Famous Trademark of Beijing ", a one-time reward of RMB 200, 000 will be granted; for those rated as AAAA or above, or accredited as "Famous Trademark of China", a one-time reward of RMB 500, 000 will be granted.
Government agencies, fully funded public institutions, public administration service projects conducted by governments at all levels, public welfare projects organized by village collectives and farmers' professional cooperatives, village collective economic entities without restructuring, as well as the urban or rural labor force that achieves employment in afore-mentioned unit, are not included in the scope of job subsidies, social insurance subsidies or subsidies for stable employment of the employers. The social insurance subsidy of the employer is not enjoyed repeatedly with the municipal policy subsidies.
V. Supporting measures
(i) Strengthening and improve the organization and leadership of employment and entrepreneurship work
Establishing and improving organization and leadership mechanism for employment and entrepreneurship. We will give full play to the functional roles of Fangshan Leading Group for Social Security and Employment Work (hereinafter referred to as the Leading Group), effectively strengthen the organization, leadership, comprehensive coordination, supervision and inspection of employment and entrepreneurship work, coordinate efforts to stabilize and expand employment, and create more jobs through business startups, and provide vocational skills trainings.
Establishing and improving the regular meeting system of the Leading Group and the data consultation mechanism.The Leading Group holds regular meetings at least once every six months to analyze the situation of employment and entrepreneurship, study policies and measures, collect opinions and suggestions, and report the relevant situation to the District government; In case of changes in the situation of employment and entrepreneurship, major policy adjustments and the implementation of important work arrangements, the meeting of the Leading Group may be convened temporarily. Data consultation shall be organized and implemented by the Office of the Leading Group, with the participation of relevant member units of the Leading Group. It shall be held once a quarter, and the employment situation of the District shall be comprehensively analyzed and determined through cross-comparison of employment data with data on macro-economy, financial credit, social insurance, market supply and demand, etc.
Establishing and improving employment emergency investigation and impact assessment mechanism. We will take the impact on employment into account when preparing for the implementation of major urban construction and reconstruction, industrial adjustment and upgrading, ecological conservation and other policies for social and economic adjustment and reform. We should increase the frequency of special meetings, data consultations and unemployment monitoring, and carry out timely employment impact assessments to provide a reliable basis for taking countermeasures and ensure a rapid response to employment policies when major economic crises and natural disasters occur.
Establishing and improving mechanism for coordinating and allocating public employment service resources. We will gradually achieve the unified mobilization and allocation of public administration and service job resources and service capacities, study and formulate emergency plans for the rapid adjustment and implementation of policies and measures to stabilize and promote employment under different circumstances; we will increase emergency reserves for public welfare jobs, and give to priority to the employment of specific groups of people in the event of the occurrence of sudden, serious local employment difficulties.
Establishing and improving mechanism for coordinating employment promotion and project introduction. We will strengthen the coordination between economic policies and policies on employment and entrepreneurship, make full employment, stable employment, and nearby employment a necessary condition for making decisions on public investment and major projects, and give priority to the introduction and arrangement of projects that create more jobs and are of good quality; When introducing new industrial projects, we will include the minimum proportion of the local labor force in the agreement and strictly implement it, so as to positively create jobs and facilitate the full employment of the local urban and rural labor force.
(ii) Implementing special assessment for employment and entrepreneurship work
We will urge each member units of the Leading Group to fully perform their responsibilities, improve the KPI for employment and entrepreneurship work, optimize the evaluation criteria for full employment, and gradually introduce process assessment, performance assessment and satisfaction evaluation, so as to assess the effectiveness of employment and entrepreneurship work in an overall and objective comprehensively scientific way.
We will strengthen the guidance on and the supervision over the employment and entrepreneurship in townships (sub-districts), and include the key tasks of employment and entrepreneurship in the performance assessment of the District government. The Leading Group will annually evaluate the performance of employment and entrepreneurship work of townships (sub-districts), and commend the townships (sub-districts) that have made outstanding contributions in creating jobs, implementing positive employment and entrepreneurship policies, effectively providing employment and entrepreneurship services, and helping urban and rural workers find jobs. Meanwhile, we will establish an accountability mechanism for employment and entrepreneurship, and hold accountable and rectify townships (sub-districts) failed to accomplish the targets.
(iii) Strengthening the guarantee for the use of employment special funds
In accordance with the principle of " benefiting the whole district, focusing on key groups, giving priority to difficult areas", we will enhance the mobilization of special funds for employment to ensure that the policies for employment and entrepreneurship at all levels are fully utilized in a proper way; we will strengthen the supervision and control, optimize the design of mechanisms, and improve the efficiency and safety of the unitization of the special funds.
All townships (sub-districts) shall arrange sufficient funds for the implementation of its own policies and as the supporting funds for the implementation of policies for employment and entrepreneurship at all levels to ensure the effective implementation of the employment and entrepreneurship work.
(iv) Creating a favorable environment for the whole society to support employment and entrepreneurship
We will keep an accurate picture of economic and social development, actively align the employment and entrepreneurship with the implementation of major tasks such as "removing non-capital functions and improving urban management"and poverty alleviation, take various forms to strengthen the publicity, guidance and policy interpretation, extensively publicize the best practices in promoting the employment and entrepreneurship, establish advanced models for employment and entrepreneurship, foster a good fashion for all types of workers to live and work in peace and contentment and to cherish their posts and devote wholeheartedly to their work, so as to create a positive situation in which the whole society cares about and supports employment and entrepreneurship, and to create an atmosphere of public opinion and a social environment conducive to promoting employment and entrepreneurship.
(v) Building a professional service team for employment and entrepreneurship
We will strengthen the education and training for the staff engaged in the employment and entrepreneurship services, and further improve the training mechanism featuring top-to- bottom coordination and clear division of work. We will gradually increase the proportion of professionals such as career planners, career information analysts, and human resource managers in the employment and entrepreneurship work force of the District, so as to build a service team that is professional, standardized and efficient. All departments concerned in the district shall coordinate efforts to provide trainings related to employment and entrepreneurship, improve the overall quality and professional level of employees engaged in employment and entrepreneurship at all levels ; townships (sub-districts) shall work with relevant departments to strengthen the construction of social security offices and village (community) employment service stations, equip them with sufficient and capable staff, and conduct business rotation training on a regular basis.
We will optimize the performance assessment mechanism for employment and entrepreneurship staff to improve the quality of the services, establish a sound operation system with clear division of work and positive duty at different levels to cultivate good service ethnics; We will implement a system of accountability, improve systems such as one-time notification, service commitment, time-limited settlement and accountability, complete information disclosure and result inquiry channels; We will gradually introduce a third-party satisfaction evaluation mechanism to improve the social supervision and prevent violations of disciplines and laws; We will combine the evaluation of leaders with the public review, the peacetime with the regular review, the qualitative with the quantitative review, and the actual performance review with the assessment of work attitude, so as to further improve the staff's service awareness, service attitude, work style and service efficiency.
The detailed rules for the implementation of relevant policies mentioned in these Opinions will be formulated separately by Human Resources and Social Security Bureau and Finance Bureau of Fangshan District.
These Opinions shall remain valid until June 30, 2021 and be adjusted according to higher-level policy adjustments.
