Daxing District

Daxing is located in the due south of Beijing and is known as the "Door to Southern Beijing". With an area of 1,036 square kilometers, the district consists of plains which account for about 1/6 of plain areas in Beijing. There are 1.888 million permanent residents. Endowed with superior location advantages, Daxing is only 13 kilometers away from the Tiananmen Square, and 25 kilometers from Beijing Capital International Airport, 140 kilometers from Tianjin New Port, and 55 kilometers from Xiong'an New Area. As the suburban district closest to city center, it connects with the axis and multiple areas of Beijing's urban spatial layout of "one core, one center, one sub-center, two axes, multiple areas and one district". Daxing lies in the middle core area for the Beijing-Tianjin-Hebei Integration as it boasts the new airport, neighbors the sub-center, provides service for the integration, and links to Xiong'an New Area. Therefore, it is this geological advantage that enhances Daxing's significant role in the coordinated development of the Beijing-Tianjin-Hebei region.

Daxing is pushing its economic development steadily ahead. In 2019, all major economic indicators were in reasonable ranges. The regional GDP gained 6.5 percent year-on-year growth, and revenues in general public budget achieved 11percent growth yearly, totaling up to CNY 10.25 billion. The total investment in fixed assets reached CNY 80.39 billion, while the investment in construction and installation business reached CNY 43.6 billion. The total output of industrial enterprises above designated size stood at CNY 83.72 billion. Retail sales of consumer goods achieved 6.3 percent annual growth, standing at CNY 46.53 billion. Meanwhile, per capita disposable income of urban residents increased by 9 percent compared with last year. The industrial structure kept optimized, with the respective share of primary, secondary, tertiary industries up to 1.3 percent, 30.5 percent and 68.2 percent, thus prompting the continuous improvement of the service industry. Moreover, as the green industry has been enhanced, there was a notable trend for the energy-intensive industries to be phased out, making them account for less than 10 percent of the total output of industrial enterprises above designated size.

Beijing Daxing International Airport was put in operation successfully. Dedicated to the smooth construction of Beijing Daxing International Airport, the district completed the project on June 30 and put it in operation on September 25. "Daxing's Efficiency" symbolizes a new source of development in China, while "Daxing's Contribution" has been enshrined in the splendid chapters of the 70th founding anniversary of the People's Republic of China. Following the high-quality delivery of Daxing Airport infrastructure project, a number of other key transportation networks have been launched simultaneously, such as Daxing Airport Expressway, Railway Transportation of Daxing Airport Line and Beijing-Xiong'an Intercity Railway. Meanwhile, Daxing strives to provide logistics and tailor-made services covering education, healthcare, administration and accommodation for 24 airline companies including China Eastern Airlines, and China Southern Airlines, in a bid to facilitate the settlement of airlines and related companies in Daxing. Besides, Daxing has been working on to relocate and build temporary dwellings for areas impacted by airport noise. The airport economic zone project has made substantial progress. Based on the general plan, the project aims to make use of advantages of airport economic zone and to strengthen Daxing's international exchanges. As per its function designation, the starting area planning and construction of the economic zone will be pushed ahead in a coordinated way, while a negative list for industrial development and project entrance standards, investment-facilitation mechanism will be in place to guarantee the inclusion of high-standard projects. Besides, steady progress has been made in such projects as the comprehensive bonded area, the international shopping town and the international conference center. The free trade zone for Daxing District has been established officially. Meanwhile, the phase one of the bonded area has been rolled out at full-scale, and the administration service center has been in operation, marking the solid first step to build a new gate for Beijng.

High-end, precision-based and advanced industries are booming. Daxing takes a clear path of developing sophisticated industries, while centering on the "pharmaceutical and healthcare" industry. A number of competitive industries have been cultivated, covering airport economy, science and technology service sector, new generation of IT, new energy and smart vehicles. Daxing is committed to cluster development layout, optimizing the policy coverage of Zhongguancun Daxing Park, elaborately planning airport economic industry landscape, launching a biomedicine base extension area of 8.4 square kilometers, and building biomedicine industry parks worth hundreds of billions of Chinese yuan. Focusing on the establishment of professional service platforms, it has attached high importance to the high-end manufacturing industrial cluster, to refine the whole industry chain of the research-industry-business-exhibition-healthcare integration supported by the innovation-based research service and big health service cluster. Daxing is committed to coordinating sub-district synergized development including the new media industry base, Hongkun Value Town and printing and packaging base, mapping out an industry plan for synergized development districts, and differentiating industrial positioning of each sub-district. Daxing is unswervingly pursuing corporate transition from product manufacturers to service providers, and cultivating next generation IT, science and technology service industry. Daxing remains dedicated to pioneering all-people involvement for investment attraction and carrying out accountability mechanism with the project manager taking the lead. In 2019, 166 industry projects including TankeBlue completed in Daxing, and altogether 53 incubators and maker-spaces, and up to 118 corporate R&D centers were built. The number of national-level and Zhongguancun-level hi-tech enterprises increased by 15.3 percent and 16.1 percent year-on-year respectively, boosting Daxing's science and technology development.

Daxing sees a continuous improvement in people's livelihood. Centering around "seven gains" and "steadiness in five aspects", people's livelihood keeps improving in Daxing. The kindergartens in Daxing follow the path of diversifying supply-side capacity through multiple ways including kindergarten extension instead of building new ones, promoting renting over new construction and supporting private kindergartens. Moreover, Daxing encourages expanding inclusive resources to promote pre-school education. In Daxing, there are a number of changes taking place to encourage quality learning here, including the inclusion of Daxing Branch of Beijing Yucai School, integration of Daxing No.10 Elementary School and No.7 Middle School for the purpose of consistent education experience, as well as after-class service benefiting more than 120,000 students and the setting-up of 25 top teachers' studios and a number of experts' studios. Furthermore, a batch of hospitals set up their facilities in Daxing, such as Shanghai East Hospital (South District), Peking University Hospital (South District), Beijing Children's Hospital (Daxing Branch), increasing the number of medical and healthcare institutes to 873 in the whole district. Meanwhile, national hygienic district and Beijing Chronic Disease Comprehensive Prevention and Control Demo district have been built to ensure access to healthcare. As for elderly care, Daxing strives to improve its three-tiered nursing system, and has built district-level nursing service guidance center. Now the community-based nursing service is available to over 90 percent of the elderly, making sure the aging population can be taken care of. Daxing government adopts many approaches to facilitate housing, including building public rental housing, rental housing, precision-based settlement and home with joint property rights. As for the underprivileged groups, the Daxing District People's Government came up with solutions including targeted relief measures, handing out living security payments and direct cash subsidies for needy groups like people encountering financial hardships, and farmers with low incomes and the disabled. As for cultural and sport activities, the government rolled out full coverage of public cultural facilities at township, street, village and community level, and more than 99% of residents now have access to "Quarter-Hour Community Service Circle". Other facilities have been built to better serve Daxing residents, such as the first 24-hour urban bookstore in Beijing, and the Northern District Stadium of New Town and curling clubs.

Daxing has taken on a completely new look. Considerable progress has been made in the district, for instance, the Daxing sub-district planning and Yizhuang New Town Planning have been announced and carried out, and the airport economic district general planning also has been approved. Moreover, the plan for West District of Daxing New Town has been mapped out, and the integrated construction of Beijing Daxing station and Daxing New Town station has been rolled out steadily. The environmental and order regulation for Xinghua Street, Xinyuan Street and Jingkai Side Road has achieved notable results, making Daxing New Town more livable. The government stays committed to leveraging special tasks of relocation, regulation and promotion to relieve the burdens on capital function and strives to complete the three years' task within two years. It remains vigilant to illegal buildings regulation and prevention. Altogether, 6.98 million square meters of illegal buildings in the past have been demolished, ensuring no increase in the number of newly built illegal architecture. Daxing is committed to the coordinated urban and rural development and there is a number of distinctive towns being built. For instance, the Weishanzhuang Town has become the second group of national distinctive town pilots, and the distinctive features of different towns have become more and more mature and prominent, such as the e-commerce in Jiugong Town, the airport service in Lixian Town and high-end manufacturing in Caiyu Town. As the strategy of revitalizing rural areas is being implemented in Daxing, the living environment for countryside folks has been well-regulated and thus improved significantly. Altogether 88 beautiful countryside projects will be carried out following high standards. Daxing is dedicated to building quality green space project. Altogether, there are 328,000 mu (a unit of area=0.0667 hectares) of green space being created. Thus, when you drive to the airport, you'd feel you are in the forest. The government also built a number of nice parks, such as Nanhaizi Park and Daxing New Town Waterfront Forest Park, as well as other afforestation projects for the main part of Urban Forest Parks in Huangcun, Xihongmen and Jiugong. One of the parks, Suncun Park is now open for the public. All in all, the eco-foundation in the Daxing district keeps getting better and the forest coverage has thus increased to 30.12 percent.
