Chapter I General Provisions
Article I These Measures are hereby formulated to put the Implementation Opinions of Chaoyang District of Beijing Municipality on Promoting the High Quality Development of the Commercial Economy into action, develop the district into an international and large-scale greening area with a distinct culture, serve the functions of the capital as an central city by establishing high-end, high-precision and sophisticated systems, along with quality urban life and high-level opening-up, planning and coordination, and leverage the opportunities brought by the building of comprehensive pilot demonstration zones for expanding opening-up in the service sector of Beijing Municipality. The aim of these Measures is to enable Chaoyang District to lead in the cultivation of a world-class environment for commercial development and prosperity, improve the quality and efficiency of the headquarters economy and services, and transform and upgrade the foreign trade and investment.
Article II These Measures support:
1. High-quality growth of headquarters enterprises. To this end, we will give full play to the strengths of Chaoyang as a globalized area to attract multinational headquarters enterprises to settle in; better the structure of headquarters enterprises and encourage them to carry out entity-based operations;accelerate their development overseas for increased influence in the global arena.
2. Development of commercial services. To be specific, we will motivate high-end international commercial companies to launch and expand their businesses in Chaoyang by aligning our commercial services with international and professional ones, and create high-quality service systems, so that major commercial firms can grow larger and stronger. Moreover, we will expand international exchanges by hosting significant conventions and exhibitions and building up critical brands, and establish commercial service platforms to ensure a clustering effect is created.
3. Advances in the export-oriented economy. To this end, we will expand the use of foreign investment and drive the high-quality, high-end and high -level development of the export-oriented economy. In addition, we will upgrade the trading structure and launch trade facilitation platforms to respectively promote trade in services and propel the two-way international development of Chaoyang District.
4. Consumption upgrading. To be specific, we will scale up consumption and encourage enterprises to grow bigger and stronger, as well as upgrade the consumption structure with an emphasis on strengthening the key industries. We will also enhance the vitality of distinctive business areas through integration and upgrading, and pursue innovation-driven development on the consumption front by improving supporting systems.
Chapter II Improving the Business Environment
Article III Delivering more convenient government services
5. Improving government services. To this end, we will develop a mechanism for guaranteeing the follow-through services for key enterprises, highlight coordination among the government departments concerned and between the sub-districts and townships, and provide key and high-growth companies with full process services, so as to assist the enterprises to tackle the difficulties in their operation and facilitate the growth of them.
6. Enhancing investment facilitation. We will focus on a complete package of services for launching a major project and increase administrative efficiency. On investment, we will put in place a mechanism for end-to-end supervision, streamline procedures and improve services for business registration, modification and cancellation, and further reform the commercial registration system. On imports and exports, we will improve single window services for international trade in a way to standardize investment practices and facilitate customs clearance.
7. Supporting intermediary service agencies in the introduction of enterprises. Specifically, we will provide financial support for the intermediary service agencies in introducing new enterprise to register in the district or the key registered enterprises from outside the district, and the specific measures for financial support shall be aligned with relevant policies by Chaoyang District Investment Promotion Bureau.
Article IV Building a diversified service platform
8. Creating a service platform for businesses to go global. To this end, we will make most of the key elements such as professional institutions and industry associations and provide facilitation services for the in the district to go global.
9. Bolstering statistical monitoring and market supervision. To be specific, we will strengthen data statistics on economic indicators by sector, category, region, and adjust and improve promptly the system of statistical indicators. We will make comprehensive use of the next-generation information technologies to strengthen the monitoring and analysis of industrial statistics and the assessment of industry trends. Moreover, we will devote more energy to making commerce a trustworthy sector and encourage enterprises to set higher service standards.
10. Strengthening protection of intellectual property rights and legal safeguard. To this end, we will carry out in-depth reform in the field of intellectual property rights and open up the link of the registration, application, and protection of intellectual property rights, to develop a fair supervision system that is based on credit and is consistent with both domestic and foreign investment.
Article V Prioritizing Key Service Sectors
11. Further opening up professional services. Specifically, we will motivate foreign service enterprises to expand their scope of businesses and launch pilot programs that aim to relax market access when it comes to, for instance, employing foreign lawyers as legal advisers, opening up of foreign investment in engineering design enterprises, and setting up foreign-funded credit standing investigation companies.
12. Magnifying the advantages of opening-up in cultural sector. To this end, we will take trade of cultural goods and services to the next level by dint of the trial policies and institutional innovation of the national cultural industry innovation experiment zone. We will stimulate wholly foreign-owned enterprises to establish performance brokers and foreign-invested companies to set up performance venue operators and entertainment venues. We will encourage cultural enterprises in the district to explore overseas markets, export cultural products and services, and engage in overseas investment and M&A, so as to promote cultural"going global"and raise the level of two-way internationalization. The supporting measures shall be implemented in accordance with the relevant policies on the cultural industry.
13. Improving the quality of life service sectors. Specifically, we will channel investment into such life service sectors as healthcare, elderly care, and tourism. We will actively develop trade in traditional Chinese medicine(TCM) services, and coordinate the launch of clinical trials in Chaoyang district for new drugs that have been developed abroad and are of great significance after being approved by the China Food and Drug Administration. We will relax restrictions on the entry of foreign-funded non-profit elderly care institutions. We will support the establishment, M&A of qualified joint venture travel agencies for outbound tourism (excluding Taiwan).
Article VI Inclusive Financing Policies
14. Advancing the development of major international financial clusters. To this end, we will remain committed to expanding financial opening-up, implementing trial policies on in-depth foreign exchange administration and cross-border RMB businesses, and opening up the scope, channels and scale of foreign investors' participation, so as to comprehensively improve the financial services to the development of foreign trade and foreign investment in Chaoyang district. The supporting measures shall be implemented in accordance with the relevant policies on the financial industry.
15. Encouraging enterprises to pursue development through financing in the capital market and foreign-listed ones to implement roundtrip investment. To be specific, We will support enterprises that are listed on overseas markets or on the Shanghai Stock Exchange, Shenzhen Stock Exchange, and the National Equities Exchange and Quotations system for small and medium-sized enterprises, as well as overseas listed enterprises that make roundtrip investment. The supporting measures shall be implemented in accordance with the relevant policies on the financial industry.
16. Further integrating into the global innovation network. To this end, we will build a service mechanism for innovation-oriented enterprises and motivate multinational corporations in key areas to establish research and development centers. At the same time, we will support domestic R&D institutions in setting up overseas branches and participating in the research and development of international standards, and take multiple measures to diversify financing channels for high-tech enterprises.
Article VII Improving the Talent Development Environment
17. Providing facilitation services for globe-oriented development. To be specific, we will give conveniences to the exit and entry of high-level foreign professionals and the schooling of their children moved with them. Meanwhile, we will integrate quality service resources in the district such as healthcare, education, housing, and deliver more comprehensive and high-quality services to high-end business talents in key areas such as work and residence permit application, medical services and children's education.
18. Supporting the clustering of high-end business talents. We will stimulate enterprises to bring in more high-end business professionals from overseas. The accreditation of international high-end business talents and relevant financial support measures shall be implemented in accordance with relevant policies on talents. For business talents who have made significant contributions to the formation of the district economy may be rewarded and supported in a certain proportion in accordance with relevant regulations of the district.
19. Scaling up the mechanism for serving foreign professionals. We will make full use of the new policy on the entry and exit of foreign talents, we will ensure facilitation services for overseas talents, and effectively facilitate the entry and exit of overseas talents, visa and residence, application for employment permits, driver's licenses, and participation in social insurance programs in Beijing. We will promote the construction of key projects such as Wanjing international talent community, international schools, international hospitals, and international talent exchange centers, so as to provide high-quality international services for overseas talents, and create an all-dimensional"quasi-overseas"environment for the innovative development of international talents and a harmonious and livable environment.
Article VIII Subsidies
20. Giving full play to the guiding role of special industry funds. We will provide financial support to headquarters enterprises, business service enterprises, foreign-funded and foreign trade enterprises, and commercial enterprises that are in line with the strategic positioning of the capital city and take the initiative in creation and innovation, international development, upgrading, and "going global".
21. Supporting the key enterprises and projects backed by state and municipal government. For the enterprises or projects that have received relevant national and municipal awards or guiding funds, the supporting funds shall be given priority if there is a clear requirement in the documents for the funds from the district finance. If the district finance is not clearly required to provide supporting funds, the relevant enterprises or projects may apply for supporting funds separately, and the supporting funds shall be decided by the industry leading group after the review, and the supporting proportion shall not exceed 10%.
22. Supporting major projects. For other key projects which are in line with the economic development direction of Chaoyang district and with significant influence, we will support them by "one case, one resolution".
Chapter III Supplementary Provisions
Article IX The methods for financial support mentioned in these Measures will be open solicitation, application, and evaluation.
Article X The expenses of project review and administration, among others, incurred in the fund management under these Measures, will be disbursed in the industrial funds.
Article XI These Measures shall be interpreted by the Commerce Bureau of Chaoyang District and shall be effective upon their release, and the Administrative Measures of Chaoyang District for the Guiding Funds Designated for the Development of the Headquarters Economy and the Service Sector and the Administrative Measures of Chaoyang District for the International Market Development Funds Designated for the Small- and Medium-Sized Enterprises shall be repealed simultaneously.
